About the Program
Jhpiego provides strategic technical assistance to the Government of India's National TB Elimination Program (NTEP) to accelerate TB elimination through health systems strengthening, implementation research, digital innovations, and evidence-based interventions. Working closely with the Central TB Division (CTD), State TB Cells, the National Health Mission (NHM), and development partners, Jhpiego supports the delivery of high-quality, people-centered TB services across the continuum of care.
The program implements several national and multi-state initiatives, including the Integrated TB–Tobacco Screening and Referral Program, an innovative initiative that integrates tuberculosis screening with tobacco control and cessation services across community and institutional platforms. The program strengthens collaboration between the National TB Elimination Programme (NTEP), National Tobacco Control Programme (NTCP), National Programme for Prevention and Control of Non-Communicable Diseases (NP-NCD), National Oral Health Programme (NOHP), and the National Health Mission (NHM) to establish an integrated screening, referral, and follow-up system. Through digital health solutions, blended learning approaches, capacity building, supportive supervision, and strengthened referral pathways, the program aims to improve early TB detection among tobacco users and other high-risk populations while generating scalable evidence to strengthen integrated service delivery within the public health system.
About the Position
The Senior Program Officer – Tuberculosis will provide strategic technical and programmatic leadership for the implementation of the Integrated TB–Tobacco Screening and Referral Model in Mizoram. The position will support planning, coordination, implementation, monitoring, and documentation of project activities in close collaboration with the State TB Cell, National Tobacco Control Program (NTCP), National Program for Prevention and Control of Non-Communicable Diseases (NP-NCD), National Oral Health Program (NOHP), National Health Mission (NHM), district health authorities, and other stakeholders.
The incumbent will lead implementation of integrated TB–Tobacco screening interventions across community and institutional touchpoints, support deployment of the enhanced TB Mukt Bharat application, strengthen referral systems, coordinate capacity building through blended Learning Management System (LMS)-based training, facilitate supportive supervision and mentorship, monitor project performance, and generate implementation evidence to support scale-up and sustainability.
The position requires strong technical knowledge of tuberculosis, public health program management, digital health implementation, stakeholder coordination, data-driven program management, and government engagement. The incumbent will undertake regular field travel across project districts in Mizoram to provide technical assistance, strengthen implementation quality, and support achievement of project objectives.
Responsibilities
Program Planning & Coordination
- Lead planning, coordination, implementation, and monitoring of the Integrated TB–Tobacco Screening and Referral Model across project districts in Mizoram.
- Coordinate implementation in alignment with project workplans, donor requirements, and National TB Elimination Program (NTEP) guidelines.
- Support preparation of annual work plans, implementation schedules, and district microplans.
- Monitor implementation milestones and recommend corrective actions to ensure timely delivery.
Government & Stakeholder Coordination
- Coordinate closely with the State TB Cell, NTCP, NP-NCD, NOHP, NHM, district health authorities, and other government departments.
- Support establishment and operationalization of State and District Advisory Groups.
- Facilitate state and district review meetings, consultations, and technical working group meetings.
- Build strong partnerships with government departments, professional associations, development partners, and implementing agencies.
Technical Implementation
- Support implementation of integrated TB screening among tobacco users across community and institutional touchpoints.
- Coordinate implementation of referral pathways linking community screening with designated diagnostic facilities.
- Support deployment and operationalization of the enhanced TB Mukt Bharat Application.
- Monitor digital referral generation, referral completion, beneficiary follow-up, and treatment linkage.
- Coordinate implementation of outreach screening activities and community mobilization initiatives.
Capacity Building
- Plan and coordinate LMS-based and blended training program for healthcare providers.
- Conduct orientations, refresher trainings, mentoring visits, and supportive supervision.
- Support development and dissemination of SOPs, operational guidelines, training materials, job aids, and IEC resources.
Monitoring, Evaluation & Data Management
- Monitor project KPIs using dashboards and routine program data.
- Review screening, referral, testing, treatment linkage, and program performance.
- Conduct routine data quality assessments and validation exercises.
- Support preparation of dashboards, analytical reports, presentations, and donor updates.
- Document implementation challenges, innovations, lessons learned, and best practices.
Supportive Supervision & Quality Improvement
- Conduct regular field visits to districts, health facilities, institutional touchpoints, and community screening sites.
- Support implementation of mentorship visits and quality improvement initiatives.
- Coordinate joint monitoring visits with State TB Cell and district officials.
- Support implementation of corrective action plans based on program performance.
Operations & Cross-functional Coordination
- Coordinate with Finance, Procurement, HR, IT, M&E, and Communications teams.
- Support procurement planning and implementation activities.
- Monitor timely utilization of project resources and compliance with Jhpiego and donor requirements.
Other Responsibilities
- Prepare technical reports, concept notes, presentations, success stories, and documentation.
- Undertake additional responsibilities assigned by the Program Manager – TB.
Required Qualifications
- MBBS/ MD/ MSc Nursing/ Other Allied Health Sciences with MPH/ other relevant master’s degree.
- 5-7 years of progressively responsible experience in public health programs.
- Minimum 2-3 years of experience managing tuberculosis programs.
- Experience working with Government of India, National TB Elimination Programme (NTEP), international NGOs, donor-funded projects, or multilateral agencies will be highly desirable.
