Work Unit
The Colorado Department of Public Health and Environment is the agency delegated primary enforcement authority  by the Environmental Protection Agency (EPA) for the federal Safe Drinking Water Act. The Safe Drinking Water  Program, housed within the Water Quality Control Division, implements the Safe Drinking Water Act through the  Colorado Primary Drinking Water Regulations. The purpose of the Safe Drinking Water Program is to provide  compliance oversight, assistance, financial support and training to public water systems so they can always supply  safe drinking water to the public.  

The Local Assistance Unit lies within the Community Development & Partnership section of the Safe Drinking Water  Program in the Water Quality Control Division. The unit supports liaison work between the Division and Colorado’s  Water and Wastewater Facilities Operator Certification Board and provides operational assistance, coaching and  training to public water systems. The unit is also responsible for the development, implementation, and compliance  of the Drinking Water Revolving Fund capitalization grant set-asides that are used to fund activities in the unit and  across the division. Finally, the unit is responsible for coordination of Colorado's Water/Wastewater Agency Response  Network (“CoWARN”) and supports the divisions emergency response team. 


About the position
 The specific purposes of this position are: 

1. Technical, Managerial, and Financial (TMF) Capacity Training: This position provides direct training and handson technical assistance to Colorado's public water and wastewater systems by prioritizing coaching targets based on compliance data and system requests.  

2. Work Group Leadership: This position serves as the supervisory lead for the Capacity Coach and Training Workgroup by assessing deliverables, assigning tasks, and evaluating strategies to ensure a positive impact on client systems.   

3. Capacity Development Program Assistance: This position assists the unit manager with the development, implementation, coordination, and accurate reporting of the Capacity Development Program.  

4. Acute Health Risk Leadership: This position provides administrative and technical support for drinking water acute health responses, coordinates the CoWARN network, and leads division security and cybersecurity planning and incident response.

ENVIRONMENTAL PROTECTION SPECIALIST III (I3A4**) - 

Minimum Qualifications


Eight years of professional experience working in water quality or a related environmental field that included activities or responsibilities associated with technical assistance and/or regulatory compliance.
OR

Bachelor's degree from an accredited institution in engineering, environmental science, environmental studies, geology, physics, public administration, or a closely related field of study related to the work assignment 
AND four years of experience working closely within water quality or a related environmental field that included activities or responsibilities associated with technical assistance and/or regulatory compliance.

OR

A graduate degree in biology, chemistry, engineering, environmental science, environmental studies, geology, physics, or a closely related field will substitute for two of the four years of required experience.

Preferred Qualifications and Essential Competencies
The preferred experience, competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
  • Experienced at developing and delivering teaching materials.

  • Experience at presenting and training various stakeholder groups

  • Experience improving existing processes 

  • Prior technical experience with drinking water, wastewater, and the federal and state regulations that govern their maintenance and operations. 

  • Relevant years of State service shall be considered 

  • Experienced and successful at providing technical assistance to a diverse customer base about protecting public health and the environment and compliance with rules or regulations.

  • Strong leadership capacity in order to coach and mentor staff and manage group processes

  • Experienced with emergency management planning, response, and recovery efforts.

  • Accountable for high quality and timely work products

  • Critical thinker with demonstrated talent for analyzing and assessing all sides of a question or an issue in order to make a more informed decision.

  • Ability to present ideas accurately, effectively, and concisely, both verbally and in writing

  • Results driven achiever with exemplary planning and organizational skills

  • Demonstrates initiative by identifying opportunities and issues, and proactively acts and follows through on work activities to capitalize or resolve them.


Conditions of Employment
  • Must maintain ability and willingness to independently travel approximately 20% of the time.
