Position Summary
The Superintendent is the Terminal’s principal day-to-day technical focal point for operational safety. The role advises Operations and Maintenance, maintains a visible field presence, manages the daily application of safety systems and supports the HSSEQ Manager in risk management, investigations, drills and training. The Superintendent normally deputises for the HSSEQ Manager under delegated authority.Major Responsibilities
Operational safety and field assurance- Provide practical technical safety advice to Operations, Maintenance and contractors on planned and live work, including worksite hazards, controls and interventions.
- Maintain regular onshore field engagement and visit offshore at least once each week, subject to operational and emergency constraints. Balance field work with system, reporting and administrative duties.
- Conduct and coordinate safety inspections and self-verifications (SVs); check field application of procedures, record findings and follow through on corrective actions.
- Provide technical support for PTW, isolation and lockout/tagout, confined space, work at height, lifting, excavation, SIMOPS, line breaking, hot work, contractor safety, JSA/TRA and the safety interface with Management of Change.
- Coach employees and contractors and provide or coordinate site safety inductions and technical safety training where competent.
Safety equipment and stock control
- Maintain stock control and availability of routine PPE, specialist PPE and work-at-height equipment required for personnel and planned work at the Terminal.
- Monitor stock levels and anticipated demand, initiate timely procurement requests and follow up delivery to ensure replacement items are available before existing stock is exhausted or equipment becomes unserviceable or expires.
- Maintain accurate inventory, inspection and certification records and coordinate the timely replacement of expired, damaged, defective or non-compliant equipment.
- Manage day-to-day performance and application of ePTW under the HSSEQ Manager’s ownership of the system and process. Maintain detailed knowledge of the PTW procedure; train and assess users; provide user support; conduct PTW SVs; and manage configuration and change requests through approved controls.
- Manage Evotix day to day under the HSSEQ Manager’s system ownership. Monitor use, data quality, records, action tracking and reporting; resolve issues or escalate changes through the approved process.
- Review and validate hazard and incident classification, severity and technical content in Evotix; ensure appropriate notification and escalation to the HSSEQ Manager.
- Lead routine safety investigations; coordinate or support significant investigations, maintain investigation quality and follow up agreed actions. Escalate major or high-potential events to the HSSEQ Manager.
Risk, emergency preparedness and management systems
- Maintain the HSSEQ inputs to the Terminal safety risk register under the HSSEQ Manager’s ownership of the risk process. Obtain timely input from risk owners and colleagues, prepare risk packs, track updates and escalate missing or overdue input.
- Support the HSSEQ Manager in ensuring the Terminal’s bow ties are developed, current and available to users; work with control owners to identify changes requiring review.
- Coordinate the drill programme and safety training: schedule activities, develop scenarios with relevant teams, arrange delivery, participate or deliver where competent, maintain records and follow up learning and actions.
- Act as a member of the Incident Management Team and remain available to respond at all times while on duty in accordance with the Terminal emergency-response arrangements.
- Support the HSSEQ Manager in maintaining Incident Management Team readiness, including personnel availability, training, exercises, competency and supporting records.
- Coordinate preventative maintenance, inspection and testing of HSSEQ life-saving and emergency equipment. Ensure equipment status and completed work are accurately recorded in the approved preventative maintenance software and escalate overdue work or deficiencies affecting readiness.
- Coordinate the HSSEQ meeting, including pre-meeting preparation, agenda and supporting information, presentation of relevant content, recording the discussion and decisions, circulation of minutes and follow-up of agreed actions.
- Serve as the day-to-day technical focal point for ISO 45001. Provide accurate safety inputs to HSSEQ reporting and Quarterly Management Review, and support management-system SVs and corrective actions.
Key Interfaces and Delegation
- Reports directly to the HSSEQ Manager and assumes delegated HSSEQ Manager responsibilities and authority during periods of absence, within the limits of the delegation.
- The HSSEQ Specialist actively understudies and deputises for the Superintendent when required. The Document Controller provides functional support to the Superintendent while reporting directly to the HSSEQ Manager.
- Operations retains accountability for issuing and executing permits and for controlling work; operational risk owners remain accountable for the risks and controls assigned to them.
Requirements
Essential qualifications and experience- Relevant safety qualification and demonstrable operational safety experience in oil and gas, LNG, marine terminals or a comparable high-hazard operation.
- Experience applying permit to work, risk assessment, isolation, field verification, incident investigation and safety training.
- Working knowledge of hydrocarbon and process safety hazards and major accident controls, sufficient to identify when specialist review or escalation is required.
- Ability to administer digital safety systems, assess users, maintain sound records, analyse trends and communicate clearly with operational teams.
- Knowledge of ISO 45001 and its application in an operating facility.
- LNG regasification or marine terminal experience; recognised professional safety membership or certification; supervisory or emergency response experience.
