International Trade Compliance Representative

Overview

The International Trade Compliance (ITC) Representative for the COLUMBIA program will administer and manage export and import authorizations in accordance with the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR), and corporate policies. The COLUMBIA Program ITC primary responsibilities will include the continued development, implementation, execution, and management of Common Missile Compartment (CMC) export and import authorizations for Electric Boat (EB). This position is based out of New London, Connecticut, and oversees activities at multiple locations in the US, and locations in the UK.

As a representative for the Program Office, ITC Program Representative will work with the EB ITAR Empowered Official, EB Security, NAVSEA, the UK Ministry of Defense, as well as US and UK Defense Industry.

 

 

The specific responsibilities of the posted position to include, but are not limited to the following:

• Management and implementation of EB CMC Program export compliance policies and procedures at multiple US and UK locations
• Ensure program policies and procedures are maintained for EB and off-site locations
• Ensure applicable export compliance training requirements are in place for Import/Export (IMEX) Program
• Prepare, administer and manage exemption-based authorizations, Technical Assistance Agreements (TAAs), Manufacturing License Agreements (MLAs), and hardware licenses for export of ITAR controlled technical data and defense services, hardware, services and coordination of imports
• Prepare, administer & manage export of EAR controlled items
• Coordinate export control classification analysis with program engineering and EB logistics organization for hardware exports
• Primary interface for EB supply chain, including logistics, information technology (IT) to ensure compliance with international trade regulations 

• Ensure foreign travel and foreign national visitor requests, comply with existing export authorizations, and corporate policies and procedures, including training, program security and recordkeeping requirements
• Partner with EB legal and internal audit departments to develop the scope for and complete annual ITAR activity reports and self-assessments
• Process owner for the Program Instruction guiding the execution of annual ITAR activity reports and self-assessments
• Partner with the EB Joint International Trade Compliance Team to align Common Missile Compartment Program and Strategic Weapons System International Trade Compliance Programs to provide coverage support and cross training across programs
• Work with subcontractors, vendors, SUPSHIPS, NAVSEA, and Strategic Systems Programs (SSP) as a resource to ensure compliance with International Trade Regulations and Corporate policies/requirements
• Maintain continuous communications with internal team and external customers

This is a high-visibility position with regular interaction with senior leadership. Additionally, ITC personnel will entreat with a variety of internal organizations including engineering, planning, operations, test, purchasing, contracts, finance, and legal.

Qualifications

Required:

• College Degree (A.S. or B.S.)
• Five years of export compliance experience, including experience managing Technical Assistance Agreements/ Manufacturing License Agreements (TAAs/ MLAs), DSP licenses, and ITAR exemptions/ EAR exceptions
• Ability to obtain and maintain a DoD security clearance

Preferred:

 

• Advanced degree (legal, engineering, or business administration)
• Five years of experience in the Defense Industry
• Five years related experience managing or overseeing export compliance, including experience preparing and managing TAAs/MLAs, DSP licenses, and ITAR exemptions/EAR exceptions
• Background in International Trade Compliance regulations, export classifications, export licensing, license exemptions and exceptions, and managing (TAAs/MLAs) and DSP licenses
• ITAR Subject Matter Expert; Empowered Official experience
• Experience with OCR EASE, DTRADE, Visual Compliance – software tools
• Experience working with or overseeing international supply chain activities
• Active DoD security clearance
