Description
Under the general guidance and leadership and guidance of the Chief of Police, this entry-level position operates within the specialized field of police records. It involves applying technical procedures and often requires a higher level of independent judgment to ensure the department effectively manages the department’s body-worn camera and digital evidence program. The position reports directly to the Records and Facilities Supervisor, who provides day-to-day direction and supervision, while overall leadership is provided by the Chief of Police.
ESSENTIAL DUTIES
To perform this job successfully, an individual must ensure the department’s body-worn camera polices and procedures are effectively administered. - Oversee the department’s body-worn camera (BWC) program and ensure compliance with department policies and procedures, State of Florida laws, and applicable regulations.
- Manage the deployment, configuration, maintenance, and replacement of body-worn cameras and related equipment.
- Administer the BWC digital evidence management system, including user accounts, permissions, storage, and system settings.
- Monitor camera usage and ensure officers properly activate, deactivate, upload, and categorize recordings.
- Review BWC recordings for compliance, quality assurance, training, and policy adherence.
- Conduct audits and prepare reports identifying recording deficiencies or policy violations.
- Manage the retention, preservation, classification and disposition of BWC video evidence.
- Coordinate responses to subpoenas, public records and discovery requests, court orders, and other authorized requests for recordings.
- Ensure sensitive or confidential video recordings are properly restricted, redacted and released in accordance with department policies and State of Florida laws.
- Maintain accurate documentation and chain-of-custody records for digital evidence.
- Troubleshoot camera, docking station, software, connectivity, and evidence-management issues.
- Coordinate with Information Technology personnel, prosecutors, records personnel, command staff and the BWC vendor.
- Maintain equipment inventories and track assigned cameras, accessories, repairs, replacements, and warranties.
- Train new and existing personnel on BWC equipment, software, policies and proper recording procedures.
- Develop and update BWC policies, procedures, training materials and user guides.
- Monitor system capacity, software updates, firmware upgrades and technological changes.
- Generate statistical and administrative reports regarding camera usage, evidence, compliance and system performance.
- Assist with investigations involving BWC recordings and locate and preserve relevant footage.
- Ensure recordings are properly associated with incidents, cases, reports and other evidence.
- Monitor unauthorized access, deletion, alteration, sharing or dissemination of BWC recordings.
- Participate in departmental audits, inspections, litigation and compliance reviews involving the BWC program.
- Serve as the department’s primary point of contact for body-worn camera technology and digital evidence management.
- Evaluate new BWC technology and make recommendations regarding equipment, software, policies, and program improvements.
- Maintain confidentiality and security of law-enforcement video and other digital evidence
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Ability to learn records management systems such TRACS and RMS.
- Ability to establish and maintain cooperative, professional, team focused and effective working relationships with colleagues, other departments, external agencies and the public.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), with the ability to create, edit and manage documents, spreadsheets, presentations and email communications effectively.
- Basic knowledge of records management practices, office procedures and techniques relevant to police records operations.
- Familiarity with the tools, materials and equipment commonly used in police records management and administrative tasks.
- Awareness of workplace safety practices and the ability to recognize and mitigate potential hazards associated with office and records-related duties.
- Strong communication skills with the ability to understand, follow and convey verbal, written and electronic instructions clearly and accurately.
- Commitment to adhering to all City safety policies and procedures in the operation of vehicles, equipment, tools and within the workplace environment.
- Demonstrated ability to manage sensitive or confidential information with discretion and in accordance with applicable laws and department policies.
- High school diploma or an acceptable equivalency diploma.
- Minimum of One (1) year of experience in Microsoft Word and Excel.
A comparable amount of training or experience may be substituted for the minimum qualifications.
