PLATFORM ENGINEER SR PRINCIPAL

MEANINGFUL WORK AND PERSONAL IMPACT

As a Platform Engineer Sr. Principal, the work you’ll do at GDIT will be impactful to the mission of the New York State Department of Health Medicaid Management Information System (MMIS) program. You will play a crucial role as a deputy to the program Chief Technology Officer, leading technology strategy and enterprise architecture for eMedNY at Corporate Woods in Albany, NY.

As the Platform Engineer Sr. Principal supporting eMedNY technology strategy and enterprise architecture, you will be trusted to set and defend the technical direction of one of the nation’s largest Medicaid claims processing environments — an estate spanning a mature IBM z/OS core running COBOL, CICS, DB2, and high-volume batch alongside AWS cloud-native services, with equal credibility expected on both. You will provide technical direction to the program’s leads under extremely stringent response-time and continuous-availability service level agreements and HIPAA/HITECH and FedRAMP compliance obligations. In this role, your responsibilities will be:

• Set and defend the technical direction for the eMedNY enterprise architecture portfolio across both the mainframe core and the cloud-native platform as one coherent architecture, not two disconnected ones

• Maintain working command of the current-state environment — z/OS, COBOL, CICS, DB2, VSAM, JCL, and the nightly batch cycle — sufficient to arbitrate design decisions and challenge estimates

• Represent the program’s technical position to New York State Department of Health leadership through briefings, formal written responses, and procurement and regulatory questions

• Set technical direction for and mentor the program’s technical leads, including the security architecture and governance and technical architecture and operations functions

• Own architecture governance: chair architecture, change, and delivery-assurance review boards, and maintain standards, reference architectures, and design patterns spanning both platforms

• Assess new and changing CMS and New York State regulatory requirements — interoperability, prior authorization, claims attachments, and reporting mandates — for architectural impact, and shape the technical roadmap and delivery plans that meet them

• Direct compliance posture against HIPAA/HITECH, NIST SP 800-53, FISMA, and FedRAMP Moderate, owning risk registers, corrective action plans, and audit and assessment response

• Oversee technology evaluation and vendor and licensing decisions, including mainframe software licensing and sustainment cost, naming lock-in and supply-chain risk explicitly

• Provide executive-level status reporting, technical documentation, roadmap development, and risk analysis to program, corporate, and client leadership

 

WHAT YOU’LL NEED TO SUCCEED

Bring your technology expertise and drive for innovation to GDIT. The Platform Engineer Sr. Principal must have:

• Education: Bachelor’s in Computer Science, Information Systems, Engineering, or a related field; an advanced degree (MS in Information Technology or MBA) strongly preferred

• Experience:

• 10+ years of progressive experience in enterprise or solution architecture and technology leadership, serving as a senior technical authority on large, complex programs

• 5+ years as the accountable technical lead on programs of comparable scale, owning outcomes delivered through engineers you did not manage

• Technical Skills:

• IBM z/OS mainframe environments: COBOL, CICS, DB2, VSAM, JCL, and high-volume batch scheduling, tuning, and recovery

• AWS cloud-native architecture, containers, infrastructure as code, and CI/CD at enterprise scale

• Enterprise architecture frameworks such as TOGAF / Catalyst

• HIPAA/HITECH, NIST SP 800-53 / FISMA, and FedRAMP

• Healthcare data and transaction standards: X12 EDI, HL7 FHIR, NCPDP, and claims adjudication workflows

• Data platform architecture spanning transactional and analytic stores, integration, and reporting

• Role Requirements:

• Credibility on both sides of the estate — able to sit in a design review on a COBOL batch change in the morning and a cloud platform decision in the afternoon, and be taken seriously in both rooms

• Ability to serve as the senior technical authority: hold a decision, carry a position under pressure without escalating it, and commit the program in front of the client

• Direct client-facing experience with government or state agency leadership, including formal written positions that withstand procurement, legal, and audit scrutiny

• Sound architectural judgment and the willingness to name compliance gaps, vendor lock-in, and unsupported claims rather than defer to convenience

• Experience supporting large-scale healthcare, Medicaid/MMIS, or government programs with stringent availability, security, and privacy service level agreements

• Excellent executive communication and technical writing, and a track record managing vendors, budgets, and multi-million-dollar scope

• Professional certifications preferred: CISM, TOGAF, or AWS Certified Solutions Architect – Professional

• Hands-on background earlier in career as a developer or systems programmer

• Experience with CMS regulatory programs and State Medicaid agency governance

The likely salary range for this position is $144,500 - $195,500. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
