Under direction of the Chief Procurement Officer, provides budgetary, fiscal, personnel, and/or related staff and line services for the Procurement Division. 

THE AGENCY
The General Services Agency (GSA) is made up of Fleet Services, Facilities, Procurement, Special Services, Security and Business Support, and the Parks Department and is responsible for a broad spectrum of services to all the County departments and agencies. It requires a very diverse workforce to accomplish the GSA mission of contributing to the quality of life in Ventura County by partnering with their customers to provide expertise and cost-effective service delivery, and foster the preservation of natural resources.

THE POSITION
Under general supervision, performs arc and gas welding and brazing in the fabrication and repair of fleet vehicles, equipment, and related machinery; performs welding work specific to fleet operations; and related work as required. The ideal candidate will have considerable knowledge in welding and brazing techniques, which may include TIG, MIG, and Stick/SMAW, and will be skilled in the operation of a variety of welding equipment to effectively perform repairs involving various automotive, off-road, industrial, and heavy-equipment components. In addition, the ideal candidate will have considerable experience in fleet-related metal fabrication and repair and will be familiar with metals and equipment used in industrial and automotive welding contexts.

 

CERTIFICATION PAY:  Any Maintenance Welder that completes an IUOE qualified certification program shall receive a five percent (5%) incentive of their base pay per biweekly pay period for satisfactory completion. Qualified certification programs shall include welding certifications recognized by the American Welding Society (AWS), American Society of Mechanical Engineers (ASME), or other employer-approved industry-recognized welding qualification programs accepted by the County and IUOE.


EDUCATIONAL/BILINGUAL INCENTIVE: Incumbents may be eligible for an educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Maintenance Welders are represented by the International Union of Operating Engineers (IUOE Local 501) and are eligible for overtime compensation.

NOTE: This classification is within a bargaining unit that is subject to an agency shop arrangement which mandates all a Regular employees to either join Local 501 of IUOE and pay dues as a member OR either pay a service fee to Local 501 or direct that an amount equivalent to the service fee be distributed to a qualified charitable organization.

Duties may include, but are not limited to the following:

  • Fabricates, modifies, and repairs fleet vehicles, heavy equipment, and related machinery using arc or gas welding equipment. Performs structural welding.
  • Lays out work or works from blueprints in making parts or devices.
  • Builds and repairs racks, brackets, metal housings, guards, and other components used in fleet operations.
  • Operates construction, off-road, and automotive equipment.
  • Performs other duties as assigned.

These are the entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
 

EDUCATION, TRAINING, and EXPERIENCE: Considerable experience in arc, gas and structural welding which has led to the acquisition of the required knowledge and abilities. The required knowledge and abilities also can be obtained by the equivalent to two (2) years of industrial, automotive, or equipment-repair welding involving a variety of welding and brazing techniques on a wide range of metals and surfaces.
   
NECESSARY SPECIAL REQUIREMENTS:

  • Must possess and maintain a current, valid Class A/Commercial California driver license.
  • Must meet requirements for GSA's respiratory protection program.
  • Must possess certification for welding.


KNOWLEDGE, SKILLS, and ABILITIES: 

Working knowledge of: Metals, alloys and their physical properties concerning the welding and forging of these materials; materials and methods used in automotive, off-road, and heavy-equipment welding applications.


Ability to: Read and interpret blueprints and specifications; work independently from written and oral instructions, diagrams, schematics, sketches, specifications, and rough drafts; set up and operate various welding equipment and accomplish precision welding or metals, common facility and equipment repair.


Supplemental Information: This position requires a full range of mobility including reaching, stooping, kneeling, crouching, twisting and lifting heavy objects and equipment.

PRACTICAL WELDING EXAMINATION - 100%
Candidates will be required to complete job-related tasks where essential job duties and the job environment are simulated. The method of completing the tasks, the time required, and the final product will be scored and evaluated. Practical examinations may also encompass actual job performance in the position and/or successful completion of any required job training.
 

Candidates must pass the practical exam in order to qualify for placement on the eligible list.


ELIGIBLE LIST

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra Help vacancies within the General Services Agency, Fleet Department. There is currently one (1) regular position with the General Services Agency.
 
Candidates successfully completing the practical exam may be placed on an eligible list for a period of one (1) year.
