Job Title: Bilingual Employment Services Specialist (ESS)
Reports to: Rural Center Supervisor or Partner Services Supervisor
Position Classification: Non-Exempt
Wage Range: $18 - $21/hour, $37,440 - $43,680 annually


Primary Objectives of Position: Welcomes and assists job seekers by providing front-line customer service, supporting digital check-in processes, and ensuring smooth customer flow throughout the workforce center to deliver a high-quality, empowering customer experience. Provides universal employment services and labor exchange support to both job seekers and employers by partnering with Board Business Services and workforce system partners to translate workforce needs into effective hiring and employment solutions.


This position is on-site and requires a regular in-office presence.


Essential Job Functions:


• Welcomes job seekers and visitors, providing clear and friendly front-line assistance
• Supports digital check-in and scheduling processes across in-person and virtual access points
• Ensures smooth customer flow throughout the center by directing customers to appropriate services and staff
• Assists customers in navigating digital tools, career resources, and self-service technology
• Provides universal employment services to job seekers, including résumé assistance, job search support, and application guidance
• Partners with Board Business Services to identify workforce needs and translate them into actionable hiring solutions
• Documenting services in Work in Texas
• Provides basic guidance on workforce center services and next-step options, including career pathway and education information
• Supports accessibility by assisting with accommodations and use of assistive technology as needed
• Maintains a professional, welcoming, and customer-focused environment at all times
• Reinforces Extreme Customer Service behaviors in all interactions
• Maintains and manages job postings, referrals, and labor exchange activities within WorkInTexas (WIT)
• Supports Board Business Services by coordinating candidate referrals, explaining available workforce programs, and assisting with recruitment strategies for employers
• Provides Wagner-Peyser labor exchange services in alignment with state and federal requirements
• Assists with Rapid Response activities, hiring events, and job fairs
• Delivers walk-in, scheduled, and virtual employment services to customers
• Maintains ongoing engagement and follow-through with both job seekers and employers to support placements and retention
• Coordinates with internal staff and partners to ensure employer and job-seeker needs are met efficiently across programs and funding streams
• Documents services, employer contacts, referrals, and outcomes in required workforce systems

Qualifications:
Education: High school diploma or equivalent; Bachelor's preferred
Credentials: Certified Workforce Development Professional credential preferred Experience: One to two years workforce or customer service experience Skills/Abilities: Customer service, labor exchange, employer interaction


Technology Requirement: Position requires strong technology proficiency, including use of workforce information systems, Microsoft 365 applications, electronic case management, virtual service delivery tools, and evolving AI-enabled platforms in a paperless environment. Experience working within the Work In Texas system preferred. Successful completion of a basic IT skills assessment is required.


Additional Requirements: Must have valid driver's license and adequate vehicle insurance coverage. Must be bilingual in English and Spanish.
