The East Bay Regional Park District invites applications for the position of Division Lead, Maintenance and Skilled Trades (MAST), an exceptional leadership opportunity for an accomplished public works professional to help shape the future of one of the nation's premier regional park systems.
Reporting to the Assistant General Manager of Facilities and Infrastructure, the Division Lead of MAST plays a pivotal role in directing the maintenance, renovation, and rehabilitation of the District's extensive infrastructure. The position provides strategic leadership for roads and trails, fleet management, skilled trades, water utility maintenance, sanitation and recycling, and renovations, while partnering with the Executive Team and departments across the organization to ensure the District's buildings, trails, roads, utilities, and vehicles remain safe, functional, and well maintained. Working across a diverse organization, the Division Lead of MAST serves as a trusted advisor on complex operational matters, helping align maintenance strategies with the District's operational priorities and long-term vision.

COMPENSATION & BENEFITS
The salary range for this position is $175,094 - $234,624 annually (placement at top of range requires Board approval). Placement within this range is dependent on experience and qualifications.
The Park District also offers a generous benefits package including:
- Vacation: 12 days/year, increasing with years of service.
- Sick Leave: 12 days/year, unlimited accrual.
- Holidays: 15 paid holidays annually.
- Administrative Leave: 40 hours/year, plus an additional 40 hours/year after one year of service at the discretion of the General Manager.
- Retirement: The District participates in CalPERS with a 2.5% at 55 formula for Classic members and 2% at 62 formula for new PEPRA members.
- Medical: Choice of CalPERS HMO and PPO Health Plans. The Park District pays up to 100% of the family Kaiser premium.
- Vision: Employee paid standard plan or buy-up plan; Coverage through VSP.

Under general direction, administers the operations and daily activities of the Maintenance Department. Reporting to the Assistant General Manager of Facilities and Infrastructure, the Division Lead of Maintenance and Skilled Trades (MAST) serves as a member of the Park District's senior leadership team, providing leadership, direction, and technical expertise to Maintenance Department programs and staff. The position manages and directs facilities maintenance, major renovations and replacements, equipment operation, and public works-related infrastructure, providing strategic support to the Executive Team through capital and operational planning, project prioritization, and long-term maintenance budgeting. The position oversees the maintenance, repair, and renovation of buildings and structures, roads and trails, water and sanitation systems, fleet and specialized equipment, and skilled trades programs. Responsibilities also include analyzing infrastructure needs, developing project funding plans and monitoring progress, supporting the Assistant General Manager in Division strategic planning and budgeting, managing the District's work order processing system, ensuring compliance with local, state, and federal laws and standards, and responding to public operational or maintenance emergencies and disasters caused by fire, flood, earthquake, or other natural events.
IDEAL CANDIDATE
The ideal candidate is an innovative, collaborative, and strategic public works leader who combines technical and managerial expertise with the ability to lead complex maintenance and infrastructure programs that advance the District's mission. They bring extensive executive leadership experience in public administration, particularly within infrastructure maintenance, public works, or a special district, and understand the critical and unique role regional parks play in promoting the health and wellness of the communities served.
Successful candidates will demonstrate the following competencies:
- Infrastructure Maintenance & Operational Leadership: Demonstrates deep knowledge of the professional and managerial skills necessary to oversee complex maintenance programs, including facilities, roads and trails, fleet, water utilities, and skilled trades, guided by sound fiscal management in budgeting, purchasing, and contracting.
- Team Building & Development: Builds a cohesive, inclusive team; leads by example; and is visible, accessible, and approachable, building trust and motivating a wide range of team members with diverse backgrounds, experiences, and skillsets.

- Executive Presence: Engages confidently and diplomatically with executive leadership and elected officials, representing the District positively at all levels.
- Communication: Communicates effectively with and motivates a wide range of team members, while focusing on customer service excellence for both the public and a large group of internal customers.
- Integrity & Public Stewardship: Demonstrates ethical leadership and sound judgment while responsibly managing public resources to achieve annual objectives aligned with the Park District's mission.
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education: A Bachelor's degree from an accredited college or university in engineering, project management, or a related field,
AND
Experience: Six (6) years of full-time experience in facility maintenance and equipment operations and maintenance, three (3) years of which must have been as a mid-level manager level with supervision responsibility.
Substitutions: A master's degree from an accredited college or university in engineering, project management, or a related field may be accepted as an equivalent to a maximum of two (2) years of the required non-supervision experience.
