THIS IS AN INTERNAL ONLY POSTING FOR CURRENT CROW WING COUNTY EMPLOYEES.
This position is a key resource responsible for the management, execution and successful administration of programs and services related to land records and document recording. Areas of accountability include services associated with the creation of certification of titles, creation of original and residual legal descriptions and associated documents for the public record, management and oversight of various data sets within the county Geographic Information System (GIS).
Supervisory accountabilities include management of staff performing specialized technical and administrative functions directly and significantly affecting attorneys, title companies, mortgage companies, county property owners, cities and townships.? Work is technical and specialized, requiring extensive knowledge of and ability to interpret Minnesota recording, Torrens registration, platting statutes, deed and mortgage registration tax and other related statutes, is highly reliant on internal and external technology systems requiring significant knowledge and skill, and is performed with a considerable degree of independence.
This position has a high level of public contact including interaction with individual property owners, businesses, real estate professionals, attorneys, developers, county vendors and business partners, other counties, and local and state officials. The position requires a strategic and insightful professional with excellent communication skills, mental agility, performance management acumen and exceptional leadership capabilities. Strong interpersonal, negotiating and problem resolution skills are essential.The following duties and responsibilities are representative of the type of work performed. The Recording and Mapping Supervisor may perform all or a portion of the duties listed contingent of department staffing levels and initiatives.
Program Responsibilities

Program Responsibilities
- Manages staff in the accepting, processing and maintenance of real estate records, examining, maintenance and issuing of Torrens Certificate of Titles, the permanent preservation of all recorded real estate documents and indexing, and the coordination and in the management of all transfers/ownership changes within the property tax system.
- Oversee and direct work related to management and administration of data sets within the county Geographic Information System (GIS), including but not limited to the parcel map, the E911 addressing program and other land related GIS layers.
- Reviews examination of all plats, including title and legal description issues, examines complex titles to determine title status in creating real estate transfer analysis using title standards and laws, and direct customers and staff of appropriate actions to be taken for resolving title and legal description issues.
- Serves as a subject matter expert providing internal and external clients with information and guidance related to various issues concerning property records procedures and related policies and laws.
- Analyze state statutes, regulations, court rules, and attorneys' opinions in the area of assignment; ensures compliance with Federal, State and Local statutes and laws. Provides consultation to staff, attorneys, abstractors, title companies, and the public.
Project Management Responsibilities
- Participate in various projects as assigned as project manager and/or participant.

Supervisory Responsibilities
- Maximize staff/team capability and performance through effective training, coaching and performance management.
- Ensure effective staff/team relations; create an ethical, non-discriminatory and safe environment; establish effective communication methods; identify and resolve problems, manage conflict and promote engagement and collaboration within and outside of the programmatic area.
- Manage, monitor and measure work through application of existing and/or development of new data collection and analytics systems to ensure effective resource utilization and accomplishment of performance targets.
- Evaluate resource requirements, assign and direct resources to ensure achievement of performance and productivity objectives
- Prepare performance reviews, conduct performance discussions, and provide developmental feedback and coaching to ensure effective performance.
- Participate with department management in employee hiring and disciplinary decisions.
Leadership Responsibilities
- Design operating practices, processes and procedures to support changes in statutes, technology, and other resources; insuring on-going compliance and efficiencies for the organization
- Interpret and ensure self and staff are in alignment with the mission, vision, values and strategic priorities of the programmatic area, department and organization; ensure compliance with department and organization policies regulations and contracts.
- Provide effective leadership within assigned programmatic area, make decision, solve problems; develop procedures; create and organize records/files; conduct meetings; and represent the department within and outside of the organization.

- Perform all other duties as assigned in a highly effective and professional manner.
- A bachelor’s degree in GIS, Geography, or closely related field or equivalent knowledge gained from a combination of experience and education
- Four or more years of work experience of a similar nature and scope of responsibility.
- GIS Associate Certification at time of hire or ability to obtain within one year.
- Prior leadership and/or supervisory experience
- ARC GIS Professional Certification
- Ability to manage and measure work, establish measurable objectives and evaluate outcomes.
- Ability to create an engaged and inspired workforce, supervise and develop others, maximize staff capability and performance.
- Knowledge of federal and state statutes, rules and policies applicable to real estate law and title standards.
- Knowledge and experience working with ESRI GIS software and ESRI’s Parcel Fabric solution and the techniques and methods of maintaining the Parcel Fabric.
- Work experience with Next Generation 9-1-1 (NG9-1-1) system and Master Street Address Guide (MSAG) development and maintenance.
- Provide technical database and operational support for GIS and related software.
- Knowledge of and ability to interpret and apply organizational and departmental policies and procedures.
- Knowledge of and ability to effectively operate computer applications within program area.
- Skill in communicating in written and verbal form including presentations, reports, manuals and general correspondence.
- Ability to collect, organize and analyze data for use in performance reporting, programmatic evaluation, customer service and outcome related assessments.
- Ability to analyze problems, develop solutions and contribute to policy and procedure development within program area.
