Systems Designer

About the Role

Culmen International is seeking a Systems Designer.

 

The Systems Designer will design, develop, integrate, and maintain technical systems and applications used for exercises, evaluations, corrective-action management, planning, data collection, and analysis. The position translates program and operational requirements into secure, accessible, and reliable system designs that strengthen preparedness, response, recovery, and continuity capabilities.

What You’ll Do in Your New Role

 

• Analyze operational, exercise, evaluation, planning, and corrective-action requirements and translate them into system architecture, application, database, interface, and workflow designs.
• Design, develop, configure, test, document, and maintain electronic tools and applications that support exercise management, participant registration, attendance tracking, data collection, evaluation, corrective-action tracking, and reporting.
• Create or update system designs and applications in response to evolving HHS requirements, emerging threats, program priorities, and user feedback.
• Integrate data from exercise, training, real-world response, planning, and corrective-action activities while maintaining traceability to authoritative source information.
• Develop processes and tools that improve data quality, standardization, organization, labeling, transfer, analysis, visualization, and reporting.
• Maintain operational availability of databases, analytical tools, and other E2A2 systems; troubleshoot issues and coordinate timely corrective action.
• Support the integration of modeling, simulation, virtual delivery, visual interfaces, multimedia products, and model outputs into exercise and evaluation environments.
• Develop system requirements, functional specifications, process maps, user guidance, test plans, configuration documentation, and other technical deliverables.
• Collaborate with program managers, planners, facilitators, evaluators, analysts, developers, and subject matter experts to validate requirements and ensure solutions are operationally relevant.
• Prepare and present technical demonstrations, analytical briefings, decision memos, status updates, and recommendations to interagency stakeholders.
• Support recurring and short-turn technical assignments, system enhancements, document reviews, and file-processing requirements within Government-established deadlines.
• Ensure technical products and electronic content comply with applicable HHS security, privacy, records-management, and Section 508 accessibility requirements.
• Travel as authorized to support planning sessions, exercises, evaluations, real-world response activities, conferences, or system implementation requirements.

Required Qualifications

• Bachelor’s degree in systems engineering, computer science, information systems, data science, software engineering, or a related technical field.
• Relevant experience designing, developing, integrating, or maintaining information systems, databases, applications, or analytical tools in a government, emergency management, public health, training, or operational environment.
• Experience supporting a federal agency, or a federal public health or emergency preparedness program.
• Experience eliciting and documenting business, functional, technical, data, interface, and user requirements.
• Experience with system design, application development life-cycle activities, testing, troubleshooting, configuration management, and technical documentation.
• Experience developing or maintaining data-management and reporting solutions and supporting traceable, high-quality data.
• Ability to translate complex technical concepts and analytical results into clear recommendations for technical and nontechnical audiences.
• Proficiency with Microsoft 365 applications and the ability to learn and use Government-provided databases, collaboration platforms, and analytical tools.
• Ability to manage multiple priorities and respond effectively to short-notice, surge, or rapidly changing requirements.
• Ability to travel and work occasional evenings, weekends, or holidays when authorized and required by the task order.

Desired Qualifications

 

• Knowledge of HSEEP doctrine and familiarity with discussion-based and operations-based exercises.
• Experience with corrective-action systems, exercise-management platforms, participant-registration systems, virtual delivery environments, or simulation tools.
• Experience with data visualization, trend analysis, workflow automation, application integration, or development of decision-support tools.
• Familiarity with the National Response Framework, National Incident Management System, Emergency Support Function #8, continuity programs, and interagency response operations.
• Experience developing accessible electronic products consistent with Section 508 requirements.
