WHO WE ARE LOOKING FOR

This position will implement the County's policies related to the elimination of GHG, the development of resiliency, and the implementation of the County’s Building Energy Performance Standards. The work in this position will be accomplished through the performance of building studies, facility project planning, design, and construction using contractual A/E Services and Construction contractors.

Generally, projects will be funded using the County’s Capital Improvement Projects (CIP) funding available to OES/DGS. The position will be required to interact with County citizens and departments to facilitate the design and construction of projects, seeking to fulfil the policy objectives, including reports, presentations, and onsite observation of the work during construction, including final installation commissioning. Position will also work within OES to facilitate the development of EV charging facilities and microgrid P3 contracts for design, construction, and operation. Position will be required to have an understanding of County’s facility utilities and synthesize the data to provide reports and presentations demonstrating the status and progress of the Department/County’s performance on meeting the elimination of GHG, the development of resiliency, and the implementation of the County’s Building Energy Performance Standards. Position will work individually or in a group with other OES personnel to apply for utility rebates (EmpowerMD) and grant programs (Private, Local, State, or Federal).

• Experience: Seven (7) years professional experience in an architectural or engineering discipline with a focus on the management of projects involving the design and construction of large facilities, to include total responsibility for all aspects of the project, including contract administration, scheduling, budgeting, quality assurance/control, and public interface.
• Education: Graduation from an accredited college or university with a master’s degree in architecture, mechanical/structural/civil/electrical or environmental engineering or in a related engineering discipline, or construction management.
• Substitutions: An equivalent combination of education and experience may be substituted, provided such combination includes at least 24 credits of graduate level coursework (or an equivalent amount of accredited professional training) in engineering, architecture, construction, or related courses appropriate to the position. Licenses, Registrations, Certifications, or Special Requirements:

• Positions in this class require licensing as a Professional Engineer (PE) or Registered Architect (RA) by the state of Maryland.
• Applicants with appropriate experience and licensing from another state will be considered for appointment but will be required to obtain reciprocal licensing from Maryland within six (6) months of appointment to this class.
• Possession and maintenance of Project Management Professional (PMP) or similar certification.
• Possession and maintenance of a valid Class C (or equivalent) driver’s license from the applicant’s state of residence.

Work Environment: 

The employee works mainly in offices, meeting rooms or other places that are adequately heated, lighted and ventilated. However, there is also field work, such as field surveys and construction project visits, where there are dirt, dust, grease and exposure to adverse weather.

Physical Demands:

While at the construction site, the employee will move through rough or uneven terrain. The employee may kneel, stoop, bend and reach, or use ladders to view restricted areas or spaces or access building mechanical systems.

Experience: Five (5) years professional experience in architectural or engineering discipline with a focus on the management of projects involving the design and construction of large ($10MM-$20MM) facilities, to include contract administration, scheduling, budgeting and quality assurance/quality control.

Education: Graduation from an accredited college or university with a bachelor’s degree in architecture, Mechanical, Civil/Structural, Electrical or Environmental Engineering or a related engineering discipline, or Construction Management.

Substitutions: An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related coursesappropriate tothe assigned position.

Licenses, Registrations, Certifications, or Special Requirements:

There will be no substitutions for this section. 

• Positions within this class require licensing as a Professional Engineer (PE) or Registered Architect (RA) licensed by the State of Maryland. 
• Applicants with appropriate experience and licensing from another state will be considered for appointment but will be required to obtain reciprocal licensing from Maryland within six months of appointment to this class. Certification as a Project Management Professional (PMP) or similar certification may be substituted for professional licensure.  
• Possession and maintenance at all times of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence.

If underfilled at a grade 25

Education: Graduation from an accredited college or university with a bachelor’s degree in architecture, Mechanical, Civil/Structural, Electrical or Environmental Engineering or a related engineering discipline, or Construction Management.

Experience: Three (3) years professional experience in an architectural or engineering discipline with a focus on the management of projects involving the design and construction of small to moderate(less than $10MM) Facilities to include contract administration and quality assurance/quality control.

Substitutions: An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position, or possession of a Professional Engineer (PE) or Architect licensed by the State of Maryland (licensing from another state may be considered for appointment).
