JOB RESPONSIBILITIES: As part of the Public Service team, reporting directly to the Public Service Manager, this position supervises the day-to-day operations and crews involved in maintenance activities within the Department of Public Service.

ESSENTIAL FUNCTIONS: For purposes of 42 USC 12101:
  1. Supervises assigned staff (e.g., recommends and develops policy; interviews applicants; recommends hiring, discipline, and firing; leads, motivates, collaborates, empowers, rewards, coaches, and praises;  trains and instructs employees; assigns and directs work; appraises and evaluates performance; addresses complaints and resolves problems); directs day-to-day operations of the Department; develops and recommends policy changes; develops and monitors budget; maintains records; performs quality control; develops employee safety programs.
  2.  Performs maintenance on sanitary sewer system through video inspection, line cleaning, smoke and dye test, and the use of the flow monitor and rain gauge; maintains all appurtenance parts of the storm sewer system through video inspection, line repair, catch basin cleaning, catch basin repair, maintenance of culverts, drainage swales in easements, right-of-ways, and creek beds located in easement or right-of-ways; maintains water distribution system through hydrant repair/replacement, line flushing, raising or lowering of watch valves.
  3.  Maintains inventory; assures all tools and supplies needed are available to perform the tasks as assigned to crews.
  4.  Conducts investigations of property flooding; evaluates and determines source of problem and determines if City is responsible or resident is responsible; follows-up on resident complaints and concerns regarding service or personnel.
  5. Conducts follow-up on assigned jobs; conducts final inspection of all work performed to assure that it has been performed to standard.
  6. Administers and manages service contracts related to Public Works operations including, but not limited to, sanitary sewer maintenance including cleaning, foaming and televising, hydrant painting, street sweeping, Coordinates procurement activities, including development of scopes of work and technical specifications and drafting requests for proposals (RFPs). Performs project management duties for service contracts during construction.
  7. Collects and files information on computer system; tracks and files information on time management system and reports; collects and files information needed for training and evaluations.
  8.  Maintains licenses and certifications as required, if any.
  9.  Demonstrates regular and predictable attendance.
  10. Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
  11.  Establishes City values

    12. Performs other duties as required. (5%)

QUALIFICATIONS: High school diploma or GED and three (3) to five (5) years of progressively responsible related experience; or any combination of training, education, or experience which provides the desired knowledge, skills, and abilities to perform the essential functions of the position.

LICENSURE OR CERTIFICATION REQUIREMENTS: First Aid and CPR certification; Confined Space Entry certification; valid Commercial Driver's License, Class B upon hire and ability to obtain a Class A within six (6) months; and the ability to maintain insurability under the City's vehicle insurance policy; Class II Wastewater License desired.KNOWLEDGE, SKILLS, AND ABILITIES: (* indicates developed after employment).

EQUIPMENT USED: The following are examples only and are not intended to be all inclusive: Personal computer, printer, copy machine, fax machine, other standard business office equipment, motor vehicle, hand and/or power tools, backhoe, dump truck, skid loader, front end loader, maintenance equipment and tools, shoring equipment, asphalt paver, generators, street sweeper, air compressor.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS: The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; ascends or descends ladders, stairs, scaffolding, ramps; is exposed to possible injury from hazardous gases, chemicals, flammables, or air contaminates; is exposed to possible injury as a result of working with moving mechanical parts of equipment or machines; is exposed to possible injury due to unclean or unsanitary conditions; works irregular hours; subject to 24-hour call-out; is exposed to loud noises; regularly required to lift, carry, push or pull objects 50 lbs. or less; occasionally required to lift, carry, push or pull objects 100 lbs. or less.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered medium to heavy work.
