POSITION IS CONTINGENT UPON CONTRACT AWARD

Dynamic Science, Inc. is recruiting a dedicated ATC Facility Chief for the Biggs Army Airfield control tower, contingent on award of W911S826RA015. The Chief supervises and manages the Tower only. The position is not combined with the AIC Facility Chief and is not a scheduled control seat except for position-currency requirements in TC 3-04.15. 

Key Responsibilities:

• Supervise and manage Biggs Tower operations and attend the daily 0800 synchronization meeting to brief missions, exercises, and ATC safety issues. 
• Provide subject-matter expertise and technical recommendations to Airfield Division personnel. Do not make inherently governmental decisions. 
• Operate the facility to military and ICAO rules; gather, review, and verify TERPS data for the assigned facility. 
• Monitor and report operational status of facility equipment and associated NAVAIDS. Do not perform physical maintenance or repairs on Government equipment. 
• Ensure controllers meet AR 40-501 physical standards and maintain currency on each Tower position. 
• Maintain custodial control of facility forms, records, publications, charts, and training material listed in TC 3-04.15 Appendix A. 
• Initiate and maintain the facility duty schedule, conduct position qualification evaluations, and administer annual written exams and skill evaluations. 

Requirements

• Minimum six (6) years of Army fixed-base Tower experience controlling aircraft at Army locations. 
• Previous Tower rating prior to employment. 
• Must be facility-rated at Biggs Tower before assuming ATC duties, and must maintain an active Army Class IV flight physical (DD Form 2992) IAW AR 40-501. 
• FAA CTO (AC Form 8060-1) expected; copies will be submitted for verification. 
• U.S. citizen and able to obtain and maintain SECRET (Tier 3); Interim SECRET acceptable until final adjudication. 
• Cannot be assigned to any other PWS position, including AIC Facility Chief, Training Supervisor, or Shift Supervisor. 
• Valid driver’s license; able to be on site for phase-in and full performance at Building 13488. 

Schedule and Place of Performance 

Day shift, Monday–Friday, 0800–1700, excluding Federal holidays. Currency time only as required by TC 3-04.15. Primary place of performance is Biggs AAF, Building 13488, with AIC backup operations at Building 11210. Work is on a non-personal services contract.
