Role
The Administrative Analyst supports the governance, compliance, and public records functions of SANDAG. This position will play a key role in developing and implementing SANDAG’s Public Records Request (PRR) Program and advancing agency-wide information governance practices. This role will focus on coordinating PRR intake, processing, fulfillment, tracking, and reporting in alignment with the California Public Records Act.
The Analyst also assists with public meeting administration, agenda coordination, records retention, compliance tracking, and departmental collaboration. This role supports the agency’s goals to strengthen public trust through transparent governance, pursue organizational excellence, cultivate regional opportunities, and advance sustainable partnerships.
This position will be filled at the Associate or Senior level depending on qualifications and experience of the selected candidate.
Overview of the Clerk Team
The Clerk Team plays a pivotal role in helping the organization demonstrate transparency, consistency, and professionalism as a public agency. This team provides operational support for public meetings, agenda processes, public records, and governance compliance. Activities include preparing, posting, and archiving official records; coordinating meeting logistics; maintaining compliance with legal posting requirements; and supporting public access to agency actions.
This position also supports the Administration Department’s objectives to serve as a model for compliance and communications, build foundational systems and documents that guide agency operations, and deepen intra-agency partnerships.

Senior Level (in addition to Associate level responsibilities):
- Lead the development, operation, and continual improvement of SANDAG’s PRR Program.
- Manage intake, processing, coordination, and fulfillment of PRRs in compliance with the California Public Records Act.
- Manage SharePoint file organization, standardization, and lifecycle workflows.
- Support post-meeting workflows such as uploading recordings, publishing materials, and maintaining archives.
- Ensure compliance with the Brown Act, public notice requirements, and internal governance procedures.
- Collaborate closely with the Office of General Counsel, Government Relations, and departmental liaisons to respond to sensitive, complex, or high-visibility requests.
Associate level:
- Maintain PRR tracking systems, deadlines, metrics, and response templates; prepare routine and specialized PRR reports for Executive review.
- Support the solicitation, evaluation, and implementation of public records management and e-discovery software, ensuring the solution aligns with SANDAG’s transparency, data governance, and operational goals.
- Support the development and maintenance of records retention schedules and inventory plans.
- Contribute to agency-wide data governance planning, records inventory development, and compliance audits.
- Participate in retention and disposition activities and compliance reviews to ensure adherence to legal, regulatory, and policy requirements.
- Assist with agenda coordination, production, and publication for Board, Policy Advisory Committees, and working groups.
- Support public meetings, including documenting actions, administering public comment, tracking attendance, and producing minutes.
- Maintain calendars, logs, digital repositories, and governance documentation with a focus on accuracy and accessibility.
- Assist with Form 700 tracking and Conflict of Interest Code updates.
- A bachelor's degree with major course work in Public Administration, Business Administration, or a related field. A master’s degree is desirable. A combination of education and recent work experience may be considered in lieu of a degree.
- Experience in supporting boards/committees, public meetings, or public records functions. (Associate 3 years, Senior 5 years). Experience in a public agency is desirable.
- Experience leading or supervising a small team of professional and technical employees; experience mentoring, evaluating, and training employees (Senior).
- Advanced knowledge and practical application of the California Public Records Act (CPRA) including records -request processing, exemptions, disclosure requirements, and compliance procedures.
- Excellent organizational skills and the ability to manage several concurrent projects at various stages of completion; ability to establish and maintain priorities and work independently.
- Established experience with budget preparation, supporting the development, monitoring, and administration of a program budget.
- Experience with developing scopes of work, independent cost estimates, project budgets and schedules, and performing contract administration functions.
- Demonstrated experience in researching, compiling, and analyzing data; ability to prepare meaningful summary reports from assembled data and make appropriate recommendations.
- Excellent customer service skills: ability to establish and maintain cooperative working relationships and maintain composure and professionalism under tight deadlines and frequent interruptions.
- Strong writing skills and the ability to communicate technical information effectively, both orally and in writing; experience preparing clear and concise reports and developing procedures and policies.
- Strong computer skills with proficiency in Windows, Microsoft Office applications (especially Excel), and other PC and cloud-based applications. Experience with budgeting and financial software is desirable.
- Ability to recognize problems, evaluate alternatives, propose practical solutions, and implement solutions; ability to offer suggestions and options to customers.
- Experience maintaining tracking and reporting systems using spreadsheets, databases, and other software.

Annual Salary Ranges:- Associate Administrative Analyst: $77,085 - $119,496
- Senior Administrative Assistant: $93,725 - $145,288
