JOB SUMMARY: Performs administrative and program development work in planning, developing, organizing, and directing a variety of services and programs at the Senior Center along with assisting with management of two pools.
Preferred Licenses / Certification:
SUPERVISORY CONTROLS: The Senior Center Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.
GUIDELINES: Guidelines include the City Administrative Policy Manual; the City of Rocky Mount Personnel Manual; OSHA requirements; and other safety requirements. These guidelines are generally clear and specific, but may require some interpretation in application.
COMPLEXITY: The work consists of related supervisory and administrative duties. Frequent interruptions contribute to the complexity of the position.
SCOPE AND EFFECT: Under the direction of the Senior Center Manager, the purpose of this position is to perform administrative and program development work in planning, developing, organizing, and directing a variety of services and programs at the Senior Center and Denton Street Pool.
PERSONAL CONTACTS: Contacts are typically with other City staff, recipients of services, representatives of various human service agencies, and members of the general public.
PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, and provide services.
PHYSICAL DEMANDS: The work is typically performed while sitting, standing, or stooping. The employee occasionally lifts light objects.
WORK ENVIRONMENT: The work is typically performed in an office.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY: Responsible for the supervision and management of part-time staff, volunteers, grant works, and various interns.
JOB SUMMARY: Performs administrative and program development work in planning, developing, organizing, and directing a variety of services and programs at the Senior Center along with assisting with management of two pools.
- Supervises the development, organization, coordination, supervision, and evaluation of all Senior Center programs, classes, and special events.
- Directs program activities and manages the facility's administrative operations to include front desk and customer service personnel.
- Supervises operation of department/division's indoor and outdoor pools (seasonal) including staff recruitment and training, program development, facility operations, and rentals.
- Attends all day and multi-day trips.
- Recruits, hires, supervises, trains, and schedules part time staff and instructors to provide effective program and/or facility operations including seasonal staff for department's outdoor pool.
- Markets programs and special events to participants through registration forms, flyers, bulletin boards, mailings, emails, newsletters, and presentations.
- Serves as liaison to several area senior citizen clubs; works in conjunction with other organizations who work with the senior center and local senior games.
- Determines program and facility equipment needs and purchases supplies; maintains thorough knowledge of city, department, and division budget procedures and accounting software.
- Provides volunteer opportunities for senior citizens and other community members; conducts needed trainings and recruitment efforts.
- Maintains proper and accurate records on Senior Center programs/activities; submits reports as needed. Utilizes leisure software for program development, registration, rentals, reporting, building check-in procedures, and many other tasks.
- Assures division compliance with City established guidelines for handling program registration information, fees and other revenue.
- Assist with the development of the goals and objectives for the division and department.
- Assist with facility reservation procedures – internal and external.
- Maintains knowledge of area organizations, trends and issues in aging.
- Functions as an advocate for rights and benefits for older adults making referrals to agencies when needed.
- Performs other related duties as assigned.
- Knowledge and level of competency commonly associated with completion of baccalaureate degree in a course of study related to the occupational field.
- Possession of or ability to readily obtain a valid Certified Pool Operator's license within 6 months of hire.
- Must be able to Swim.
- Possession of or ability to obtain LG certification within 1 year of hire.
- Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
- Possession of or ability to readily obtain a valid driver's license issued by the State of North Carolina for the type of vehicle or equipment operated.
Preferred Licenses / Certification:
- Lifeguard Training, First Aid and CPR for the Professional Rescuer required.
- Lifeguard certification must be obtained within 1 year of employment.
- Certified Pool Operator License is preferred or must be obtained within six months of employment.
- Knowledge of senior adult recreational activities and programming, various sports equipment used in recreation programs.
- Knowledge of common recreational and social needs of various age groups.
- Knowledge of principles of supervision, training, and performance evaluation.
- Knowledge of administering and teaching first aide, CPR, for the Professional Rescuer, lifeguard training and water safety.
- Knowledge of the principles and practices of management, personnel administration, budgeting, and public programs for the older adults.
- Knowledge of the structure and functions of federal, state, and local government human services and their programs.
- Considerable knowledge of the socio-economic and psychological needs of older adults.
- Knowledge and use of program registration and facility booking software.
- Knowledge of human service agencies available to senior centers.
- Knowledge of principles and practices of budget development.
- Knowledge of office procedures, methods and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases.
- Knowledge of principles and procedures for implementing and directing a wide variety of community services activities.
- Ability to plan, supervise, and monitor the work of employees.
- Operating, maintaining and completing minor repairs for aquatic equipment and facilities, including recreational equipment, mechanical systems, chlorinators, pool decks and other equipment / areas within the aquatic facility.
