Description
This is advanced, skilled work in the installation, alteration, maintenance, and repair of traffic signal systems, electrical systems, traffic controllers, street lighting, building lighting and wiring, and air-conditioning system wiring and repair. The employee serves as the lead electrician on assigned jobs and works in accordance with standard practices of the electrical trade, applicable electrical codes, approved plans, and safety requirements. The incumbent has considerable latitude in determining work methods and procedures; coordinates daily field activities; assigns and explains work to electricians, technicians, helpers, contractors, or other crew members; monitors work quality and safe practices; and provides technical guidance and on-the-job training. This position is a working lead and does not have managerial or formal supervisory authority including responsibility for hiring, discipline, performance evaluations, or approval of leave. Assignments may be oral or written and may include sketches, blueprints, electrical diagrams, schedules, and work orders. Work is assigned by a foreman or other technical superior and is reviewed through inspections, adherence to schedules and standards, and the satisfactory performance of equipment installed, repaired, or maintained. The incumbent is furnished a City maintenance vehicle to take home to facilitate response to emergency calls during off-duty hours, subject to applicable City policy, including any limitations based on the distance between the employee's residence and the City. Authorization to take the vehicle home may be modified or rescinded at any time.
During occasions of local emergencies this position may be required to report to perform emergency tasks, which may result in extended work hours as well as extended periods of time away from family members. The Incident Commander and the employee’s department Head will make the determination as to who will be required to work.

- Serves as the lead electrician on assigned traffic signal, street-lighting, and related electrical jobs; coordinates daily field activities and communicates work priorities, plans, and site conditions to the crew.
- Reviews work orders, plans, specifications, blueprints, electrical diagrams, utility information, and field conditions; determines jobsite work sequences, materials, tools, equipment, and traffic-control needs within established procedures.
- Assigns and explains tasks to electricians, technicians, helpers, contractors, or other crew members; provides technical direction and on-the-job training; monitors work for quality, productivity, code compliance, and safe work practices; and reports progress or concerns to the foreman or other technical superior.
- Leads jobsite safety briefings and helps ensure proper work-zone traffic control, lockout/tagout, grounding, personal protective equipment, and other required safety measures are in place.
- Installs, programs, tests, troubleshoots, maintains, and repairs traffic signal controllers, cabinets, signal heads, detection equipment, communications equipment, wiring, conduit, and related components.
- Diagnoses complex or recurring malfunctions and coordinates the restoration of traffic signal and street-lighting service, including during emergency call-outs.
- Maintains and repairs street-lighting systems.
- Repairs electrical motors, switchboard panels, lights, flasher units, time clocks, relays, switches, control boxes, and fuse boxes; locates and corrects power failures and motor trouble on electrically operated machinery and apparatus.
- Works with refrigeration equipment; repairs, reconditions, modifies, replaces, and installs equipment used to refrigerate air and water.
- Documents completed work, materials used, equipment condition, test results, and field changes; promptly communicates operational, safety, and scheduling issues to the appropriate supervisor.
- May coordinate jobsite activities with inspectors, utilities, contractors, other City departments, and the public as directed.
- Subject to emergency calls 24 hours a day.
- Performs related work as required.
- Thorough knowledge of the principles and theory of electricity and their application to traffic signal and related electrical systems.
- Thorough knowledge of occupational hazards, work-zone safety, and safety precautions of the electrical trade, including work with high voltage.
- Knowledge of applicable electrical codes, traffic signal standards, plans, specifications, and inspection requirements.
- Ability to install, program, test, alter, repair, maintain, and locate defects in a variety of traffic signal and electrical equipment and systems.
- Ability to interpret and work from technical sketches, blueprints, schematics, specifications, and electrical diagrams.
- Ability to organize and coordinate jobsite activities; assign and explain work; provide technical direction and training; and promote quality, productivity, and safe work practices without exercising formal supervisory or managerial authority.
- Skill in diagnosing complex electrical and traffic signal problems and in the care and use of standard tools, equipment, and testing devices of the electrical trade.
- High school graduation or an equivalent diploma plus advanced technical training in electrical systems is required.
- Four years of progressively responsible experience performing electrical system maintenance and installation, including experience with traffic signal systems, is required. Experience serving as a crew lead or providing technical direction on electrical jobs is preferred.
- Ability to obtain Traffic Signal Technician IMSA Level I and Level II and Temporary Traffic Control certifications within 24 months of the date of employment, depending on course availability.
- Must possess a current IMSA Level II Traffic Signal Cert. & current IMSA approved Advanced MOT/TTC Certification
- Possession of a valid Commercial Class "B”, driver’s license with acceptable driving record.
- Subject to emergency call-out during off-duty hours and on weekends as required.
