Under general supervision, performs advanced technical work overseeing the maintenance, repair, and reliable operation of electrical, electronic, instrumentation and control, power distribution, pumping, and standby power systems. Supervises Electrical Maintenance staff and coordinates maintenance activities to ensure the safe, efficient, and continuous operation of water and wastewater treatment plants, retention treatment basins, lift stations, pumping stations, and drinking water treatment and delivery systems.
  1. Supervise and perform the maintenance, troubleshooting, and repair of plant electrical and electronic equipment.  Serves as a working foreman.
  2. Supervise, coordinate, and evaluate work of electrical maintenance team by assigning daily work, providing training and technical guidance, administering discipline, and inspecting completed work to ensure quality and compliance with safety standards.
  3. Design, review, recommend, and implement electrical system modifications, wiring upgrades, and process improvements. 
  4. Research and procure replacement parts, and maintain and adequate inventory of electrical, electronic, and pneumatic spare parts.  Compiles and maintains records in computerized maintenance management system.
  5. Provides budget input to administration personnel, for all electrical equipment.
  6. Collaborate with the Instrumentation & Controls Systems Administrator to support the implementation, maintenance, and upgrade of plant hardware and software systems. 
  7. Monitors and controls expenditures to prevent unnecessary or inefficient spending, while planning, assigning, and supervising work to maximize efficiency and minimize waste of time, materials, and resources, and ensuring compliance with policies related to ethical conduct, use of public resources, and workplace accountability.
  8. Adhere to all utility security policies and procedures, including those outlined in the Emergency Response Plan (ERP) and Risk and Resilience Assessment (RRA) documentation, to ensure the ongoing security and resilience of the water system's infrastructure, operations, and water quality.
  9. Immediately report any actual or potential physical or cybersecurity threats, vulnerabilities, or incidents to the designated utility security point of contact or supervisor.
  10. Adhere to all utility security policies and procedures, including those outlined in the Emergency Response Plan (ERP) and Risk and Resilience Assessment (RRA) documentation, to ensure the ongoing security and resilience of the water system's infrastructure, operations, and water quality.
  11. Immediately report any actual or potential physical or cybersecurity threats, vulnerabilities, or incidents to the designated utility security point of contact or supervisor.
  12. Assists in the development, updating and implementation of the Emergency Response Plan (ERP) and Risk and Resilience Assessment (RRA) documentation.
  13. As assigned, supervises the maintenance crew during the absence of the Maintenance Foreman or Chief Maintenance Foreman.
  14. Performs other duties as assigned.

  • High School Diploma or GED required.  
Experience
  • Minimum five (5) years of experience inspecting, testing, repairing, and upgrading power systems and automated machinery. Three (3) of the five (5) years are required to be in an industrial setting.
  • Minimum six (6) months of experience in a supervisory or lead-worker capacity, including assigning and reviewing work, providing guidance and training, and supporting daily operations. 
Licenses and Certifications
  • Possession and maintenance of a State of Michigan Electrical Journeyperson License required.
  • Possession and maintenance of a State of Michigan driver’s license required.
Knowledge of
  • National Electrical Code (NEC), NFPA 70E, OSHA regulations, and electrical safety practices. 
  • Wastewater or Water treatment processes as they relate to electrical and control systems.
  • Design, installation, maintenance and repair of industrial electrical systems, including medium-voltage power distribution systems.
  • Programmable logic controllers (PLCs), SCADA systems, computerized maintenance systems and related computer applications including but not limited to BS&A, Microsoft Office Suite, and email applications.  
  • Operation and maintenance of gas-fired steam boilers, condensate systems, gas and electrical furnaces, and hot water heating systems.  
Skill in
  • Troubleshooting, maintaining, repairing, and installing complex electrical, electronic, instrumentation, and control systems.
  • Applying mechanical aptitude to diagnose and resolve equipment and system malfunctions.
Ability to
  • Interpret and work from electrical prints, control circuits and electronic schematic diagrams
  • Supervise, train, coach, and evaluate electrical and mechanical maintenance personnel. 
  • Assess situations and solve problems, and work effectively under stress, in emergency situations, within deadlines, and changes in work priorities.
