Functional Description:
- Examine budget estimates for completeness, accuracy, conformance with procedures, appropriation laws, and regulations.
- Analyze budgeting and accounting reports.
- Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.
- Tracks program/project status and schedules.
Duties and Responsibilities:
As a Budget Analyst, you are responsible for providing the Appropriation BFMs support in managing budget requirements and executing financial spend plans for Nuclear Command, Control and Communication (NC3) aircraft. NC3 mission aircraft are in-service requiring management and execution of funds for sustainment and readiness while the recapitalization program has started the Engineering and Manufacturing Development (EMD) phase as an acquisition category (ACAT) I program.
- Coordinate with program analysts to assist with CSPT and PMT inputs.
- Provide feedback to BFMs on current spend plans.
- Track and report changes from each budget cycle.
- Liaise with other BFM’s, IPTs, and program teams on funding planning and execution across the FYDP.
- Review data to ensure the appropriate correlation between SPIDs and PIDs.
- Execute documents in CSPT and correct documents needing attention.
- Track funding for Master Service Agreements.
- Facilitate and track spend plans using CSPT, align SPID entries with the IPT strategy, and respond to and develop program data calls.
- Ensure all briefing was up to date for Monthly E-130J Meeting.
- Work closely with other Program Analysts to get all FY27 SPIDS funded and ready for approval for the L1’s.
- Assist with running teams meetings and briefs for meetings with the Level 1’s.
Required Experience:
Three years or more experience performing duties described in the functional description.
Desired Experience:
- Experience working on an ACAT I program.
- Experience and proven capability to work effectively with senior level management.
- Experience with the following: Common Spend Plan Tool (CSPT) and Program Management Tool (PMT).
Education Requirements:
BA/BS degree or supplemental experience is required
