Health Information Systems (HIS) Officer II

Job Summary

The Health Information Systems (HIS) Officer II will support the implementation, strengthening, and sustainability of health information and disease surveillance systems of the Strengthening Infectious Disease Detection Systems (STRIDES) Activity. S/He would be the subject and technical surveillance matter expert of STRIDES Activity in Liberia and will assist in developing and implementing policies and processes to ensure delivery of quality surveillance service activities in Liberia. 

He/She will provide technical and operational support for data collection, management, analysis, reporting, visualization, and quality assurance activities that enhance the use of surveillance and health information data for evidence-based decision-making. The HIS Officer II will work closely with government counterparts, Global health Security (GHS) implementing partners, and project staff to support the effective implementation of digital health and surveillance systems across human and animal health sectors in Liberia aimed at building robust capabilities in preventing, detecting, and responding to infectious disease and health threats and ensuring national and GHS.  

ACCOUNTABILITIES:

Project Design and Implementation

• Support the planning, design, implementation, and continuous improvement of health information and disease surveillance systems.
• Assist in assessing surveillance system architecture, data flows, reporting mechanisms, and interoperability needs.
• Support implementation of digital health solutions and surveillance platforms in alignment with Ministry of Health (MoH), Liberia and project priorities.
• Contribute to the development and implementation of data integration and interoperability initiatives between surveillance, laboratory, and health management information systems.
• Lead the integration of laboratory data and indicators, events, community-based surveillance (IBS/EBS/CBS) data streams across human and animal health sectors.
• Support the development of standard operating procedures (SOPs), workflows, user guides, and technical documentation.
• Assist with piloting, testing, deployment, and scale-up of HIS and surveillance tools.
• Collaborate with technical teams to ensure project activities are completed according to work plans, deliverables, and donor requirements.

Quality Assurance and Continuous Improvement

• Conduct routine data quality assessments (DQAs), data validation exercises, and system performance reviews.
• Monitor data completeness, accuracy, timeliness, and consistency across supported surveillance platforms.
• Identify data quality gaps and develop corrective action plans in collaboration with stakeholders.
• Support implementation of quality assurance measures for data collection, management, analysis, and reporting processes.
• Assist in establishing and monitoring key performance indicators related to HIS and surveillance system performance.
• Ensure adherence to national data standards, reporting requirements, and information security protocols.

Technical Assistance and Capacity Strengthening

• Provide technical support to national and subnational users of health information and surveillance systems.
• Train and mentor government staff, health workers, laboratory personnel, and partner organizations on data entry, analysis, visualization, interpretation, and use.
• Support capacity-building activities to strengthen local ownership and sustainability of HIS interventions.
• Troubleshoot routine system and data management challenges and escalate complex issues as appropriate.
• Promote data use for program improvement and public health decision-making.

Project and Program Reporting

• Support the preparation of project reports, technical briefs, presentations, and donor deliverables.
• Compile, analyze, and summarize surveillance and program data for routine reporting requirements.
• Contribute to quarterly, annual, and ad hoc reports required by STRIDES, U.S. Department of State (DoS), and government counterparts.
• Assist with documentation of project achievements, lessons learned, best practices, and success stories.
• Support the development of data visualizations, dashboards, and analytical products for stakeholders.
• Contribute to technical publications, abstracts, and knowledge management activities as required.

Stakeholder Engagement and Coordination

• Collaborate with government ministries, GHS implementing partners, and other stakeholders to strengthen surveillance and HIS systems.
• Participate in technical working groups, coordination meetings, and partner engagements as requested.
• Support alignment of HIS activities with national policies, strategies, and standards.
• Foster collaborative relationships with stakeholders to promote data sharing and effective use of information systems.

Applied Knowledge and Skills

• Working knowledge of health information systems, disease surveillance systems, and digital health technologies.
• Understanding public health surveillance concepts, monitoring and evaluation practices, and data quality management.
• Familiarity with DHIS2, eIDSR, EWARS, LIMS, or similar health information and surveillance systems.
• Knowledge of data management principles, including data collection, validation, cleaning, analysis, and visualization.
• Basic understanding of interoperability standards and health data exchange mechanisms.
• Strong analytical and problem-solving skills with attention to detail.
• Ability to interpret data and communicate findings effectively to technical and non-technical audiences.
• Strong facilitation, training, and interpersonal communication skills.
• Ability to work independently and collaboratively in multidisciplinary environments.
• Demonstrated commitment to continuous learning and professional development.

Supervision Given/Received

• Reports to the STRIDES Technical Director.
• Works under general supervision and receives guidance on complex technical activities.
• May provide technical guidance, mentorship, and on-the-job support to project assistants, interns, government counterparts, and surveillance of focal persons.

Education

• Bachelor's degree or international equivalent in Health Informatics, Information Systems, Computer Science, Public Health, Epidemiology, Statistics, Veterinary Medicine, Data Science, or related field.
• A master's degree in a relevant field is an added advantage.

Experience

• Minimum of 2 years of progressively responsible experience supporting health information systems, disease surveillance, digital health, monitoring and evaluation, or data management programs.
• Experience working with health information and surveillance platforms such as DHIS2, eIDSR, EWARS, LIMS, or similar systems.
• Experience supporting data quality assurance, reporting, and system implementation activities.
• Experience working with government institutions, development partners, or donor-funded public health projects preferred.
• Experience supporting training and capacity-building activities is desirable.
• Experience in infectious disease surveillance, One Health programming, laboratory information systems, or zoonotic disease surveillance is an advantage.
• Experience working in Liberia or other low- and middle-income country settings preferred.

Travel Requirements

• Ability to travel up to 25%.

The expected hiring salary range for this role is USD 18,667 - 23,000 for annual  basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
