The City of Chandler Neighborhood Resources Department is currently seeking qualified individuals interested in joining our team as a Community Development Senior Program Manager.  The position is scheduled to work 5 days, 8 hours (occasionally during non-traditional hours). 


Current City of Chandler employees may only hold one position and are not eligible for additional part-time or secondary positions within the City of Chandler.

Who we are looking for

Our new team member will have a passion for customer service, teamwork, and collaboration. We are seeking someone with experience administering the Community Development program to include the federal Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) funds. Strong organization, project management and communication skills are important as this position develops funding priorities and performance; oversees and monitors the expenditure of federal grant funds; prepares required planning and reporting documents; ensures compliance with all federal regulations; and briefs Mayor and Council on matters related to the Community Development programs and activities.

Minimum Qualifications

  • A Bachelor's Degree in Public Administration, Urban Planning, Social Work or related field; and 
  • 5 years of experience in administering federal, state and/or local grants including but not limited to Community Development Block Grant, Home Investment Partnerships (HOME), and Human Services funds, including 
  • 2 years of supervisory experience; and 
  • a valid Driver's License with acceptable driving record; or 
  • any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work.


Desired Qualifications

  • Comprehensive knowledge of federal, state, county, and municipal laws, regulations, and policies governing all Community Development Program activities; 
  • Ability to plan, analyze, evaluate and prioritize programs and services to ensure strategic use of resources and compliance with federal funding caps and regulatory requirements;  
  • Supervise, motivate, evaluate and coach staff to foster high performance and continuous development;
  • Develop and deliver effective public presentations to large and small groups including City Council, Housing and Human Services Commission, and other city staff and civic organizations;
  • Knowledge and application of accounting and financial management principles, and budget preparation and expenditure management;
  • Prior experience and utilization of the Integrated Disbursement and Information System (IDIS), the U.S. Department of Housing and Urban Development (HUD) database used to track and manage program activities and funding; and
  • Demonstrated success in the development and implementation of required HUD reports (e.g. Five-Year Consolidated Plan, Annual Action Plan, and CAPER) and adherence to all cross-cutting reporting requirements (e.g. Section 3, Davis-Bacon, Build America Buy America, etc.).

This is a regular full-time position, subject to a 6-month probationary period.  A register of qualified candidates will be active for 4 months should another position become available.
