The Vehicle Services Program (VSP) exists to ensure compliance with the laws that govern the vehicle titling and registration processes as outlined in the Colorado Revised Statutes. Additionally, this program provides guidance and training to the state's authorized agents.
Colorado's Emissions program manages automobile inspections, licensing stations, and inspectors, and auditing facilities in ten Front Range counties. The program staff audits all emission testing facilities located in a ten-county area along the Front Range to ensure proper operation and consumer service as provided by law. This includes various testing programs (enhanced, rapid screen, and diesel opacity) using different equipment at over 80 locations with 450 inspectors.
The VSP is seeking an Emissions Administrative Manager to be responsible for providing program support in the purchasing, budgeting, and accounting processes and operations functions for the Emissions Section.
Duties include, but are not limited to:
Develops monthly reports for the Operations Managers, specific to violations related to inspection facility wait times and DOR covert operations
Establishes work processes to ensure the delivery of program services. Assists the Operations Managers in the day-to-day operations of the Emissions Section
Acts as the appointed designee for the DMV fleet vehicles and contributes to weekly and monthly shared reports to DMV vehicle coordinators
Supervises and manages the workflow of the Administrative Assistant II and the Administrative Assistant III
Develops and supports emissions-related databases
Provides data analysis and supplies information for technical reports
Provides technical assistance to internal management, County Clerks, licensed inspection facilities, the general public, governmental agencies, and industry stakeholders
Ensures emissions statutes, laws, rules, and regulations are enforced
This position is remote, but may be required to work from a department office building location based on business needs. The employee is responsible for providing and maintaining a home office or other suitable remote work location, as well as Internet and secure Wi-Fi.

Minimum Qualifications:
Experience Only:
Five (5) years of relevant experience in general clerical experience, at least one year of experience providing administrative support to a department, manager, and/or executive, with at least one (1) year of verifiable supervisory experience, or experience in a supervisory support role with demonstrated accountability for training, mentoring, and managing the performance of staff.
*General Clerical work experience is typically performed by office clerks and/or administrative assistants; this includes, but is not limited to, tasks such as:
Experience providing exceptional customer service and interfacing with a variety of people from many levels within the organization and community
Data Entry including: entering information into a program or database (appointments, contact information, customer records)
Regular, daily work responsibilities utilizing equipment and software used in offices (Google Suite, E-Mail, Microsoft Office Suite: Word, Excel, PowerPoint)
Regular, daily work responsibilities utilizing computer systems, printers, copiers, fax machines, and other technologies
Typing professional emails, letters, reports, briefings, forms, memoranda, etc...
Reviewing and comparing data for accuracy and completeness. Gathering specified information and compiling routine reports

Experience in state or local government or other highly regulated industries, including previous experience with state rule promulgation processes.

Conditions of Employment with the CDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.
As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Pursuant to the Universal Driving Standards Policy, any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
To be compliant with the new fleet vehicle policy, Motor Vehicle Records (MVRs) will be pulled for review for workers who:
Have an assigned State fleet vehicle
Are required to operate a vehicle as part of the position
Utilize a State fleet vehicle as a pool vehicle
