Pretreatment Compliance Technician

The Pretreatment Technician is a non-exempt position that reports to the Pretreatment Manager. The Pretreatment Technician takes wastewater, water, groundwater, river and industrial samples. This position also performs routine inspections on industrial users, monitors flow, and reviews documents from sector control programs. Will collect other data related to wastewater and the pretreatment program and will assist with inputting and tracking data.

ESSENTIAL FUNCTIONS:
 

• Inspects industrial and commercial facilities to characterize industrial activities and waste streams that may contribute pollutants to the Publicly Owned Treatment Works (POTW)
• Inspects facilities to determine compliance with City Grease and Oil Management Program regulations
• Reviews compliance reports and follows up with the verification of information for other sector control programs
• Identifies non-compliance with local, state, and federal regulations and laws
• Documents inspection findings, communicates with facilities regarding findings, provides recommendations to supervisor for review
• Provides information to industries, commercial businesses, and citizens on federal, state, and local pretreatment regulations and compliance issues
• Acts as field person for water quality monitoring (i.e., rivers, lakes, groundwater, etc.)
• Acts as field support for the Water Reclamation Facility and Wastewater Engineering Division
• Assists in determination and investigation of potential sources of various substances found in wastewater
• Installs and removes wastewater composite and discrete samples in sanitary sewer manholes at various locations
• Conducts monitoring and sampling of high strength industries or any industry regulated under the Pretreatment program
• Collects water, sewage, sludge, and industrial waste samples
• Performs field tests for pH, DO, ORP, conductivity, and temperature
• Filters and preserves samples
• May perform sampling after normal business hours
• Maintains computerized databases, computer files, and paper files

  
IMPORTANT FUNCTIONS:
 

• Performs other tasks as assigned
• May perform duties of an equal or lower pay grade

 
PHYSICAL REQUIREMENTS:
 
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to: 

• Lifts, carries, pushes, or pulls equipment and supplies weighing up to 45 pounds
• May stand and walk for prolonged periods of time
• Uses manual dexterity to manipulate supplies, tools, and equipment
• Uses visual acuity to read operating manuals and instructions, safely operate a vehicle and equipment, identify hazards, distinguish colors for field testing, and perform daily functions
• Requires the ability to input large amounts of data using repetitive motion on a prolonged basis
• Frequently performs activities requiring a full range of body movements including sitting, bending, stooping, kneeling, squatting, crawling, twisting, and balancing

 This position requires:
 

• Knowledge of and ability to work with databases, spreadsheets, and word processing such as Microsoft Access, Excel, and Word
• Knowledge of and ability to interpret and apply local, state, and federal pretreatment rules and regulations
• Ability to complete forms and keep accurate records
• Ability to write reports and assemble data
• Ability to communicate effectively both verbally and in writing
• Ability to read and understand building construction drawings
• Ability to work successfully with and provide good customer service to supervisors, other City employees, the public and other agencies, and organizations
• Knowledge of methods to conduct sampling and field testing on water, sewage, sludges, and industrial samples
• Knowledge of general laboratory guidelines on handling samples
• Knowledge of and ability to interpret sample data
• Knowledge of automatic samplers and related equipment
• Knowledge of field equipment, field storage, and calibration techniques
• Knowledge of inspection procedures 
• Ability to communicate clearly and tactfully with the public about technical issues
• Ability to perform all job duties in a safe manner
• Knowledge of and ability to operate a motor vehicle safely and lawfully

 In addition to the required knowledge, skills, and abilities, the position requires:

• A bachelor’s degree with major coursework in biology, chemistry, environmental science, or other natural science
  • And one (1) year of experience in pretreatment, wastewater/water operations, or environmental regulations

OR

• An associate degree with coursework in biology, chemistry, environmental science, or other natural science
  • And three (3) years of experience in pretreatment, wastewater/water operations, or environmental regulations, may be considered in place of a bachelor’s degree.

AND

• One-year of experience with Microsoft Office Suite
• A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
  • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification 
  • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license

In addition to meeting the minimum qualifications at the time of application, within one (1) year of appointment the employee must:

• Obtain a valid Class 1 Wastewater Collection Operator Certification from the Colorado Water and Wastewater Facility Operator's Certification Board.

 
SPECIAL CONDITIONS OF EMPLOYMENT: 
May be required to work overtime. May be exposed to working in damp areas, foul odors, cramped working places, severe weather conditions, and heavy lifting. 
 
All required licenses and certifications must be maintained throughout the term of employment.  Failure to obtain or maintain licenses and certifications may result in demotion or termination.
 
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.  This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.
