Job Description:
Job Summary**
The Deputy Project Design Authority (Deputy PDA) supports the Project Design Authority (PDA) in ensuring the technical integrity, compliance, and performance of the signalling solution throughout the project lifecycle.
The Deputy PDA provides technical leadership for signalling and interlocking engineering activities, working closely with the Project PDA, engineering teams, customer representatives, and project stakeholders. The role is responsible for supporting the governance of signalling system architecture and detailed design activities and ensuring compliance with contractual requirements, railway standards, operational requirements, safety requirements, and company engineering policies.
The Deputy PDA acts as the local technical focal point for signalling and interlocking design matters and may represent the PDA in technical meetings, design reviews, and customer discussions when delegated.
Job Responsibilities**
The primary activities of the Deputy PDA are:
- Support the Project PDA in maintaining the overall technical integrity and compliance of the signalling solution.
- Coordinate signalling and interlocking design activities between local and remote engineering teams.
- Act as a technical interface with the Customer regarding signalling architecture, design, performance, and operational requirements.
- Review customer comments and technical queries and support their timely resolution.
- Ensure compliance of the signalling solution with contractual requirements, applicable railway standards, company engineering processes, and regulatory requirements.
- Participate in the definition and validation of signalling system architecture and technical design solutions.
- Support the Project PDA in managing technical risks, opportunities, assumptions, and constraints throughout project execution.
- Review signalling design deliverables, including:
- Interlocking Principles
- Control Tables
- Signalling Design Specifications
- Interface Design Documents
- Verify that signalling and interlocking designs are compliant with operational requirements, signalling principles, and safety requirements.
- Participate in design reviews, technical assessments, hazard reviews, verification, validation, and acceptance activities.
- Participate in technical meetings and peer reviews with engineering, safety, RAMS, operations, installation, testing, and commissioning stakeholders.
- Act on behalf of the Project PDA when delegated and provide technical leadership during periods of absence.
Job Qualifications**
- Bachelor's in Electrical Engineering, Electronics Engineering, Computer Engineering, or a related discipline.
- Minimum 8 to 10 years of experience in railway signalling design and implementation.
- Minimum 3 to 5 years of experience in a senior signalling engineering, lead signalling engineering, design management, or equivalent technical leadership role.
- Proven experience in the delivery of railway signalling projects from design through testing, commissioning, and acceptance.
- Experience coordinating multidisciplinary engineering teams and managing technical interfaces.
- Proven customer-facing experience within railway infrastructure projects.
Signalling and Interlocking Knowledge
- Strong knowledge of railway signalling principles, operating rules, and operational concepts.
- Extensive knowledge of signalling system architecture and detailed signalling design.
- Strong expertise in Computer-Based Interlocking (CBI) systems and interlocking application engineering.
- Proven experience in the review and validation of:
- Signalling Layout Plans
- Interlocking Principles
- Control Tables
- Route Locking Logic
- Route Release Logic
- Flank Protection
- Overlap Design
- Train Detection Design
- Application Data
- Interface Specifications
- Good knowledge of:
- Point Machines
- Track Circuits
- Axle Counters
- Object Controllers
- ATS
- Traffic Management
- OCC
- Experience in signalling system integration and interface management.
Railway Standards and Safety
- Good knowledge of railway signalling standards and engineering best practices.
- Familiarity with EN 50126, EN 50128, EN 50129 and CENELEC railway safety standards.
- Experience in safety-critical railway systems.
Technical Leadership
- Strong technical review and problem-solving capabilities.
- Ability to support technical decision-making and design governance activities.
- Capability to represent the Project PDA during technical reviews and customer meetings.
- Ability to lead technical workshops and multidisciplinary engineering reviews.
Communication Skills
- Excellent verbal and written communication skills in English.
- Strong stakeholder management and customer communication skills.
- Ability to prepare and present technical reports, engineering assessments, and design review outcomes.
- Strong teamwork and coordination skills in an international engineering environment.
Preferred Qualifications
- Previous experience on Metro signalling projects.
- Experience with modern signalling technologies CBTC and interlocking platforms.
- Experience with ATO, ATP, ATS.
