JOB TITLE: Vice President of Community Living
DIVISION: Administration
REPORTS TO: CEO

POSITION SUMMARY: The Vice President of Community Living provides executive leadership and oversight of all residential services across Behavioral Health Allies (BHA), ensuring high-quality, person-centered, safe, and compliant services for individuals with developmental disabilities.
This role is responsible for operational strategy, program development, regulatory compliance, staffing stability, financial performance, and risk management across all Community Living programs.
The VP of Community Living partners with executive leadership to drive growth, ensure compliance with DMH, DSS, Medicaid, and other regulatory requirements, and build scalable systems that support long-term sustainability and high-quality outcomes.
This position requires strong executive leadership, operational expertise, regulatory knowledge, financial acumen, and the ability to lead complex, high-risk service environments.
QUALIFICATIONS:
Education & Experience:
• Bachelor’s degree required in Social Work, Psychology, Healthcare Administration, or related field
• Master’s degree preferred
• 7–10 years of experience in residential services or human services
• Minimum of 5 years in senior leadership or operational management roles
• Experience working with individuals with developmental disabilities required

• Develop and implement innovative residential service models
• Identify opportunities to improve service delivery, staffing models, and operational efficiency
• Lead development of scalable systems and processes across Community Living

• Ensure compliance with all federal, state, and local regulations (DMH, DSS, Medicaid, etc.)
• Oversee implementation of policies, procedures, and regulatory requirements

FUNCTIONAL RESPONSIBILITIES
Operational Leadership & Strategy
• Lead all Community Living operations across residential programs
• Develop and execute strategic plans aligned with organizational goals
• Collaborate with executive leadership to drive performance and growth
• Provide oversight of program structure, staffing models, and service delivery
Regulatory Compliance & Risk Management
• Ensure compliance with DMH, DSS, Medicaid, and other regulatory bodies
• Lead preparation for audits, inspections, and licensing reviews
• Partner with Safety, Risk, and Compliance on investigations, RCAs, and corrective actions
• Oversee response to incidents, abuse/neglect allegations, and grievances
• Ensure implementation of corrective actions and systemic improvements
Quality Assurance & Program Oversight
• Develop and oversee quality assurance systems and performance metrics
• Conduct audits and evaluations of program performance
• Monitor service quality, safety, and outcomes across all homes
• Implement improvements based on data, trends, and findings
Staffing & Workforce Management
• Oversee recruitment, retention, and staffing strategies
• Ensure adequate staffing levels across all programs
• Support leadership development for Program Managers and Directors
• Address staffing challenges, performance issues, and turnover risks
• Develop succession planning and leadership pipelines
Financial Oversight
• Develop and manage Community Living budgets
• Monitor financial performance including staffing costs, utilization, and expenses
• Conduct variance analysis and implement corrective actions
• Present financial performance to executive leadership
• Identify cost-saving opportunities without compromising care
Stakeholder Engagement & Growth
• Build and maintain relationships with families, guardians, and community partners
• Represent BHA in community forums, advocacy efforts, and partnerships
• Support referral processes and admission/discharge decisions
• Identify and lead opportunities for program expansion and growth
Strategic Planning & Expansion
• Lead initiatives to expand residential services and program offerings
• Identify new opportunities for growth, partnerships, and service lines
• Support research and innovation in residential care models
• Provide regular reporting to executive leadership on performance and strategy
Other Duties
• Participate in on-call support for safety and risk-related events
• Perform additional duties and special projects as assigned
• Attend required meetings, trainings, and professional development sessions
