The AVP, Strategic Project Management Office (SPMO) provides enterprise-wide leadership for the planning, execution, and performance of UMMH’s strategic and transformational initiatives. This role is accountable for the end to end management of the Strategic Project Management Office, ensuring standardized projects, program, and portfolio governance across the organization.

Embedded within the Center for Innovation and Transformation (CITC), this role partners closely with executive leadership, clinical and operational leaders, and system stakeholders to ensure strategic initiatives are prioritized, resourced, and delivered with discipline, transparency, and measurable impact. The AVP SPMO drives continuous improvement in execution using Lean and performance management practices and serves as a trusted advisor on enterprise delivery risk, capacity, and outcomes.

I. Major Responsibilities:

  • Provides overall leadership and accountability for the Strategic Project Management Office (SPMO), including governance, standards, tools, and performance management across UMMH.
  • Leads an enterprise portfolio of high-visibility strategic, operational, and transformational programs and initiatives spanning multiple clinical, operational, and administrative domains.
  • Establishes and sustains standardized projects, program, and portfolio management methodologies aligned with UMMH strategic priorities and operating model.
  • Partners with executive sponsors and senior leaders to define scope, success measures, prioritization, resource allocation, and sequencing of strategic initiatives.
  • Provides enterprise-level oversight of delivery risk, dependency management, financial tracking, and benefits realization.
  • Serves as a trusted advisor and escalation point for complex, cross-functional initiatives where program-level decision-making is required.
  • Mentors and coaches project and program leaders in best practices for strategic execution, stakeholder management, and change leadership.
  • Ensures initiatives are appropriately staffed with internal and external resources and aligned with organizational capacity. Chairs and oversees enterprise portfolio reviews, program status forums, and executive governance bodies as required. Develops, monitors, and reports on key performance indicators (KPIs) related to execution, throughput, quality, and value realization. Applies Lean and continuous improvement methodologies to strengthen execution discipline and organizational performance.
  • Collaborates closely with CITC peer leaders to embed execution excellence into system initiatives.

Standard Management Level Responsibilities

  • Directs and supervises assigned personnel including performance evaluations, scheduling, orientation, and training.  Makes recommendations on employee hires, transfers, promotions, salary changes, discipline, terminations, and similar actions.  Resolves grievances and other personnel problems within position responsibilities.
  • Develops and recommends the budgets for the areas managed, if appropriate. Manages activities to assure financial goals are met.
  • Coordinates the assignment of tasks and helps resolve technical and operational problems. Evaluates the impact of solutions to ensure goals are achieved.
  • Provides effective direction, guidance, and leadership over the staff for effective teamwork and motivation and fosters the effective integration of efforts with system-wide initiatives.
  • Encourages and supports diverse views and approaches, demonstrates Standards of Respect, and contributes to creating and maintaining an environment of professionalism, respect, tolerance, civility and acceptance toward all employees, patients and visitors.
  • Integrates diversity into departmental objectives, such as hiring, promotions, training, vendor selections, etc.
  • Participates in performance improvement initiatives and demonstrates the use of quality improvement in daily operations.
  • Ensures compliance with regulatory agencies such as Joint Commission, DPH, etc.  Develops and maintains procedures necessary to meet regulatory requirements.
  • Ensures that department complies with hospital established policies, quality assurance programs, safety, and infection control policies and procedures.
  • Ensures adequate equipment and supplies for department.
  • Develops and maintains established departmental policies, procedures, and objectives.
  • Ensures compliance to all health and safety regulations and requirements.
  • Maintains, regular, reliable, and predictable attendance.
  • Performs similar or related duties as required or directed.

II. Position Qualifications:

License/Certification/Education:

Required:

  • Bachelor’s Degree in business, computer information systems, management information systems computer science, Business, or related fields.

Experience/Skill

Required:

  • Ten (10) or more years of experience in large-scale project, program, or portfolio leadership.
  • Significant experience leading enterprise, cross-functional strategic initiatives.
  • Demonstrated success building and running a centralized PMO or SPMO.
  • Deep working knowledge of program and portfolio management discipline and governance.
  • Proven ability to lead through ambiguity and operate effectively in a matrixed environment.
  • Hands-on experience with Lean / Six Sigma methodologies; certification strongly preferred.
  • Strong executive communication, facilitation, and stakeholder management skills.
  • Demonstrated ability to translate strategy into executable work and measurable results.

Preferred:

  • Experience within a healthcare or academic medical center environment.
  • Project or program management certification (PMP, PgMP, SAFe, or equivalent).
  • Lean / Six Sigma experience or certification

Unless certification, licensure or registration is required, an equivalent combination of education and experience which provides proficiency in the areas of responsibility listed in this description may be substituted for the above requirements.

Department-specific competencies, including age-specific competencies and their measurements, will be developed and maintained in the individual departments.  The competencies will be maintained and attached to the departmental job description.  Responsible managers will review competencies with position incumbents.

III. Physical Demands and Environmental Conditions:

Work is considered sedentary. Position requires work indoors in a normal office environment.
