KEY RESPONSIBILITIES
Provide Strategic P&C Partnership and Advisory Support to Project Leadership
- Serve as the strategic People & Culture partner to Program Director, Managers and supervisors, providing advice and guidance on workforce planning, organizational effectiveness, employee engagement and people-related risks.
- Partner with project leadership to develop workforce plans aligned with project objectives, donor requirements and approved staffing structures.
- Provide professional guidance on the interpretation and application of labour legislation, World Vision policies, procedures and donor requirements.
- Support employee relations matters including handling grievances, facilitating investigations, conflict resolution and performance improvement plans and taking disciplinary actions.
- Support leaders/managers and provide technical assistance for performance managers, talent development and succession planning
- Support organizational restructuring, position changes, workforce transitions and change management initiatives throughout the project lifecycle.
- Strengthen staff engagement, wellbeing, safeguarding, diversity, inclusion and a healthy work environment consistent with World Vision values.
Manage Project P&C Operations, Administration and Compliance
- Coordinate end-to-end recruitment processes for project-funded positions, including workforce requisitions, interviews, salary recommendations, employment offers and onboarding.
- Ensure timely preparation and administration of employment contracts, contract amendments and project extensions.
- Maintain accurate employee records within HRIS and personnel files in accordance with data privacy and document retention requirements.
- Coordinate payroll inputs, employee benefits, leave administration, contract renewals and staff separation processes.
- Monitor contract expiry dates and staffing movements to support uninterrupted project implementation.
- Coordinate project HR compliance activities including internal audits, donor audits and statutory compliance reviews.
- Maintain complete HR documentation and employment records to ensure audit readiness throughout the project lifecycle.
- Prepare and submit project HR reports, staffing data and workforce metrics as required.
Support Project Lifecycle Management and Organizational Effectiveness
- Provide comprehensive P&C support throughout project start-up, implementation, transition, extension and close-out phases.
- Collaborate with Finance, Grants Management and Project Management teams to monitor staffing budgets, approved positions and workforce costs.
- Analyze workforce trends, staffing data and organizational needs to support evidence-based planning and decision-making.
Other Responsibilities
- Perform any other duties assigned by the line manager consistent with the nature and level of the position.
- Participate in organizational initiatives, emergency responses and cross-functional assignments as required.
KNOWLEDGE, SKILL AND EXPERIENCE
- University degree in human resources, organizational development, business administration, or development related field.
- Minimum of three to five years of experience in Human Resources/People & Culture, preferably within an International Non-Governmental Organization (INGO).
- Broad People & Culture (P&C) knowledge, combined with critical thinking skills, to connect P&C practices with World Vision's strategic priorities and the broader humanitarian context.
- Strong verbal and written communication skills, with the ability to communicate effectively with employees at all organizational levels.
- Demonstrated ability to build trusted relationships with senior leaders/stakeholders
- Experience handling sensitive and confidential employee relations or safeguarding cases with sound judgement.
- Demonstrated skills in coaching, mediation, influencing, facilitation, presentation, training, analysis, problem-solving, and decision-making.
- Strong organizational skills with the ability to prioritize work, manage competing demands, and deliver commitments within deadlines.
- Ability to maintain strict confidentiality and handle sensitive information with discretion.
- Proficiency in Microsoft Office applications (Word, Excel, and PowerPoint), internet navigation, and electronic records management systems.
- Excellent interpersonal and relationship-building skills.
- Excellent attention to detail and accuracy.
- Commitment to the organization's mission, vision, core values, and safeguarding standards.
- Effective in written and verbal communication in both Myanmar and English
- Based at the National Office, Yangon and 40% travel to field offices
- Experience in managing and maintaining HRIS, preferably Workday System
- Good knowledge of local labor laws and income tax regulations
- Familiarity with donor compliance requirements e.g. USG as they relate to HR
