Girl Effect is an international non-profit organisation that creates media, technology and behaviour change interventions that girls want, trust and need.

Across Africa and Asia, our programmes equip adolescent girls and young women with the information, confidence and support they need to make informed decisions about their health, education, livelihoods and futures.

In Tanzania, Girl Effect works with government, development partners and communities to design and deliver evidence-based Social and Behaviour Change (SBC) interventions that improve health, wellbeing and resilience among adolescents, young people and caregivers.

Project Background

Girl Effect Tanzania is implementing the Strengthening Health, Wellbeing and Resilience for Adolescent Girls and Young Women (AGYW) in Arusha Region project.

The project aims to improve the health, wellbeing and resilience of adolescent girls and young women through an integrated Social and Behaviour Change approach, with particular focus on:

  • Sexual and reproductive health (SRH);
  • Mental wellbeing;
  • Community mobilisation and engagement;
  • Positive gender norms;
  • Youth-friendly information and services;
  • Peer and community support systems; and
  • Strengthening government and community systems.

Building on Girl Effect's existing Early Childhood Development and nutrition programming in Arusha, the project integrates SRH and mental wellbeing into established government and community platforms.

Implementation will involve collaboration with the Ministry of Health, Ministry of Community Development, Gender, Women and Special Groups, PMO-RALG, Regional and Council Health Management Teams (RHMTs/CHMTs), schools, Community Health Workers (CHWs), health facilities, community leaders and implementing partners.

Girl Effect therefore seeks an experienced Project Coordinator Consultant to support the effective coordination and implementation of the project across the target areas.

Objective of the Consultancy

The purpose of this consultancy is to provide effective day-to-day coordination, implementation oversight and stakeholder management for the project.

The consultant will serve as a key coordination focal point between Girl Effect, government counterparts, implementing partners and community structures and will support the timely and high-quality delivery of project activities in accordance with approved workplans, budgets, donor requirements, national guidelines and Girl Effect policies.

What You’ll Do  

The consultant will deliver the assignment across the following key workstreams.

Workstream 1 – Project Coordination & Implementation

The consultant will:

  • Coordinate day-to-day implementation of project activities.
  • Develop and regularly update implementation workplans, schedules and activity plans in collaboration with relevant teams.
  • Monitor implementation against agreed milestones and identify potential delays or bottlenecks.
  • Coordinate implementation of SBC, SRH, mental wellbeing, peer support, school health, community mobilisation, male engagement, multimedia and referral interventions.
  • Support adaptive management and timely resolution of implementation challenges.

Workstream 2 – Government & Stakeholder Coordination

The consultant will:

  • Serve as a key coordination focal point with relevant government institutions and stakeholders.
  • Work closely with RHMTs, CHMTs and other government stakeholders to align project implementation with national and local priorities.
  • Support integration of relevant activities into government systems and Comprehensive Council Health Plans (CCHPs).
  • Coordinate government-led planning, review and supportive supervision processes.
  • Organise and facilitate stakeholder consultations, coordination meetings and programme reviews.
  • Represent Girl Effect in relevant government, partner and technical coordination meetings as delegated by the Programme Lead.

Workstream 3 – Partner Coordination

The consultant will:

  • Coordinate closely with implementing and technical partners, including WILCAH, D-tree, MSI Tanzania and other project partners.
  • Monitor implementation of agreed partner activities.
  • Facilitate coordination between Girl Effect, partners and government stakeholders.
  • Identify and support resolution of implementation bottlenecks.
  • Follow up on agreed actions and timelines.

Workstream 4 – Capacity Building & Field Implementation

The consultant will coordinate the planning and delivery of capacity-building and implementation activities involving:

  • Community Health Workers;
  • Healthcare providers;
  • Teachers;
  • Peer educators;
  • Champion parents;
  • Male champions;
  • Community leaders; and
  • Other relevant frontline actors.

This will include participant mobilisation, logistics, coordination, supportive supervision and post-training follow-up.

Workstream 5 – Monitoring, Learning & Reporting

Working closely with Girl Effect's Evidence & Insights team, the consultant will:

  • Coordinate routine programme monitoring and data collection.
  • Track implementation against programme indicators.
  • Support data quality assurance.
  • Conduct regular field monitoring and supportive supervision visits.
  • Prepare high-quality weekly, monthly, quarterly and donor reports as required.
  • Document programme achievements, challenges, risks and corrective actions.
  • Capture case studies, success stories, innovations, lessons learned and best practices.
  • Support the use of programme evidence for adaptive management.

Workstream 6 – Budget & Operational Coordination

The consultant will:

  • Support development and monitoring of activity budgets.
  • Track expenditure against approved budgets.
  • Support programme forecasting.
  • Coordinate operational requirements necessary for implementation, working with the relevant Girl Effect functions.
  • Support timely planning of procurement, logistics, travel and programme payments in accordance with Girl Effect procedures.

Workstream 7 – Risk, Compliance & Safeguarding

The consultant will:

  • Identify implementation and operational risks and recommend mitigation actions.
  • Ensure activities comply with donor requirements and relevant national guidelines.
  • Comply with Girl Effect safeguarding and data protection requirements.
  • Promote gender equality, disability inclusion and meaningful youth engagement throughout implementation.

Performance will be assessed against agreed deliverables and indicators, including:

Summary of implementation, achievements, outstanding actions, lessons and recommendations

Detailed deliverables, reporting dates and acceptance criteria will be agreed with the successful consultant during inception and reflected in the final contract/work order.

Duration, Location & Level of Effort

The consultancy is expected to run for 12 months, commencing September 2026.

The consultant will be based in the Arusha Region and should be available to provide the level of effort necessary to deliver the agreed scope and outputs throughout the consultancy period.

The assignment requires significant field engagement, with approximately 50% of the assignment expected to involve travel within project implementation areas.

The consultant will manage their time and approach to delivery in coordination with the Programme Lead and in accordance with agreed workplans, milestones and deliverables.

Management 

The consultant will report to the Programme Lead, who will serve as the primary contract supervisor.

The consultant will work closely with relevant Girl Effect programme, Evidence & Insights, Finance, Operations and technical teams.

All formal reports and deliverables shall be submitted in English unless otherwise agreed.

Deliverables will be reviewed and approved by the designated contract supervisor before associated payments are processed.

Who You Are 

Essential Requirements

Applicants should demonstrate:

  • Bachelor's degree in Public Health, Project Management, Community Development, Social Sciences, Nursing or a related field.
  • Minimum four  years' relevant experience coordinating public health, adolescent health, SRH, mental wellbeing, SBC or community health programmes.
  • Demonstrated experience working with RHMTs, CHMTs and government systems in Tanzania.
  • Experience coordinating donor-funded projects.
  • Experience managing or coordinating multi-partner programmes.
  • Strong understanding of Social and Behaviour Change, community mobilisation and community engagement approaches.
  • Experience coordinating capacity-building activities and multi-sectoral partnerships.
  • Strong project planning, coordination and stakeholder management skills.
  • Demonstrated experience producing high-quality technical and donor reports.
  • Excellent written and spoken English and Kiswahili.

Desirable

The following will be considered an advantage:

  • Bachelor’s degree in a relevant discipline.
  • Significant professional experience within Arusha Region.
  • Experience integrating programmes into government health systems.
  • Experience working with development partners or donors such as UNICEF, Gavi, WHO, USAID, Conrad N. Hilton Foundation, Vitol Foundation or similar organisations.
  • Experience working across SRH and mental wellbeing programming.
  • Familiarity with safeguarding, gender equality, disability inclusion and meaningful youth engagement approaches.

Proposal Submission

Interested consultants are asked to submit the following to support their candidature (max 10 pages):

  • Your understanding of the brief and why you feel you are well-placed for this role
  • Credentials/Profile/CV - Please showcase any previous work that you consider relevant to what we are trying to achieve, how we approach our work, and the audience we cater to. Describe the qualifications, experience, and capabilities of the consultant in providing the requested services.
  • Reference: Provide at least three references for similar contracts with a description of the service provided, the value of the contract, and the contract periods of performance.
  • Breakdown of Costs 
  • A breakdown of the financial proposal in TZS, indicating the discounted monthly rate for time input.
  • All applicable taxes should be quoted separately.

In their proposal, the bidder must demonstrate an understanding of the requirements described in the RFP  and demonstrate how the bidder will meet the requirements of the evaluation criteria.

GE is not liable for any cost incurred during the award/contract preparation, submission, or negotiation of the award/contract. All submitted documentation and/or materials shall become and remain the property of GE.

VALIDITY of the proposal shall be for 90 days from the date of bid closure.

Evaluation Criteria

The criteria against which proposals will be evaluated are listed below:

Technical Evaluation

  • Understanding of the Terms of Reference and the proposed approach to coordinating an integrated adolescent health, SRH, mental wellbeing, and SBC programme 10%
  • Relevant experience coordinating donor-funded public health, adolescent health, sexual and reproductive health (SRH), mental health, Social and Behaviour Change (SBC), or community development programmes  15%
  • Experience working with the Government of Tanzania, including Regional and Council Health Management Teams (RHMTs/CHMTs), and coordinating programmes implemented through government systems  15%
  • Experience working with development partners (e.g. UNICEF, Gavi, WHO, Conrad Hilton Foundation, USAID, or similar) and managing donor-funded projects 10%
  • Relevant qualifications, regional experience (Arusha), and evidence from at least three contactable professional references 10%
  • Excellent project management, communication, coordination, and report-writing skills, as demonstrated through previous assignments 10%

Financial Evaluation

  • Value for money/proposed budget breakdown - 30%

  • Taxes: Fees should be quoted in TZS and clearly identify applicable taxes. Girl Effect will deduct or account for taxes where required under Tanzanian law.
  • Intellectual Property: Project-specific deliverables developed under the consultancy will be subject to the intellectual property provisions of the final agreement.
  • Confidentiality & Data Protection: The consultant must maintain confidentiality and comply with Girl Effect's applicable data protection requirements.
  • Safeguarding: The successful consultant must comply with Girl Effect's safeguarding requirements and may be subject to appropriate safeguarding/background checks.
