About the Role 

The Operations Manager owns the day-to-day running and early expansion of GOGO's Rwanda market. This is a deliberately lean launch operation: the role begins with a small field team and a small number of swap stations, and its scope grows as the network grows. 

The role spans the swap network, motorcycle and battery maintenance, logistics and asset management, customer management and the Rwanda field team. The successful candidate will take overall business objectives and turn them into clear operational plans to set up GOGO in Rwanda, specific tasks and measurable targets for the field team; then ensure consistent follow-through and performance. 

This is a hands-on role. It calls for strong operational judgement, people leadership, and the ability to run several functions at once with limited local support. 

Key Responsibilities 

1. Swap Network Expansion 

● Lead the operational roll-out of GOGO's swap network across Rwanda, from site assessment through to launch.

● Oversee station set-up; infrastructure, equipment, staffing and operational readiness. ● Plan the people, assets and resources required at each stage of expansion. ● Ensure new stations open on schedule and meet GOGO operating standards from day one. 

● Monitor station performance and resolve the issues holding back expansion to new stations. 

2. Swap Operations & Customer Experience 

● Manage the day-to-day running of all GOGO swap stations in Rwanda. ● Deliver agreed targets for swap volumes, station uptime, productivity and customer experience. 

● Monitor battery availability and station capacity to minimize rider waiting time and service disruption. 

● Ensure Customer Experience Champions are trained, equipped and supported to serve riders consistently and professionally. 

● Track customer feedback and complaints, resolve them promptly, and address the recurring causes rather than the symptoms. 

● Maintain standards for safety, cleanliness and station presentation across the network. 

3. Motorcycle & Battery Repairs and Maintenance 

● Own the availability and operational condition of GOGO motorcycles and batteries in Rwanda. 

● Manage technicians and coordinate with the central Battery Maintenance, Workshop and R&D teams on repairs and technical escalations. 

● Monitor preventive maintenance compliance, repair turnaround, downtime and recurring faults. 

● Oversee rescue and recovery, ensuring a timely response to field breakdowns. ● Ensure technicians have the tools, parts and resources they need, and that all work meets GOGO technical and safety standards. 

4. Logistics, Assets & Stock Control 

● Oversee the movement and deployment of motorcycles, batteries and equipment across the Rwanda network. 

● Maintain accurate records and full accountability for every motorcycle, battery and item of station equipment. 

● Coordinate spare parts, consumables and operational supplies with Supply Chain; monitor stock levels and flag shortages before they affect service. 

● Safeguard station cash, mobile money float and inventory — ensure daily reconciliation, investigate discrepancies and act on loss or misuse. 

● Ensure assets and resources are deployed efficiently as the market grows. 

5. People & Operational Performance 

● Lead and supervise the Rwanda field team, and ensure adequate staffing as the market grows. 

● Set clear expectations, translate operational targets into practical daily tasks, and hold the team to them. 

● Monitor team performance, attendance, productivity and conduct, and address gaps early.

● Work with HR on recruitment, onboarding, training and employee development. ● Track the core operating indicators — swap volumes, station uptime, customer experience, motorcycle and battery availability, maintenance turnaround and operating costs. 

● Ensure operational data is captured accurately and on time in GOGO's systems, and use it to drive decisions. 

● Provide regular, accurate operational reporting to the Group COO on agreed targets. 

6. Cost, Compliance & Stakeholders 

● Manage the Rwanda operating budget; control station-level costs, approve operational spend within delegated limits and flag variances early. 

● Manage relationships with landlords, local authorities, suppliers, service providers and financing partners. 

● Own health, safety and environmental compliance in Rwanda and safe battery handling, workshop safety, incident reporting and corrective action, in line with GOGO HSE standards. 

● Ensure the operation meets applicable Rwandan licensing, regulatory and employment
requirements, working with the central teams. 


 

Qualifications & Experience 

● Bachelor's degree in Business Administration, Engineering, Logistics or a related field, or equivalent practical experience. 

● 3+ years of relevant experience in operations, fleet, mobility, maintenance or sales. ● Experience supervising a team, with direct responsibility for people and performance. ● Experience working in a field-based, fleet or multi-site operating environment. ● Experience of network expansion, market launch or a start-up environment is an advantage. 

● Strong planning, problem-solving and execution skills; able to take a business objective, break it into operational plans and tasks, assign responsibility and drive it through a team. 

● Strong Excel / Google Sheets skills and practical data analysis ability. ● Fluent in written and spoken English and Kinyarwanda, with the ability to communicate effectively with field teams, local partners and senior management. 

● Valid Class A (motorcycle) riding license. 

● Willingness to travel regularly across operational sites, including occasional travel to Uganda for induction and training.
