Under general direction, is responsible for the oversight of the Program Support Services division, Guardianship Program and Pauper Burial Program; develops, monitors, and deploys the 3-5 year Economic and Community Development Department plan. Duties and Responsibilities:
Serves as subject matter expert, individually motivated and operating with a sense of urgency and personal accountability
Conducts management and supervisory functions including compliance monitoring and staff development to ensure employees are in compliance with federal, state and local government policies and procedures
Oversees and directs the County Guardianship Program, ensures program effectiveness and statutory compliance to ensure Wards receive appropriate levels of service; serves as the direct liaison with the Probate Courts, creates additional service provider partnership opportunities to enhance the community’s guardian support system
Responsible for the effectiveness and statutory compliance for the County Pauper Burial Program disposition of deceased paupers and remains; develops and maintains County-wide policy and procedures related to the program
Deploys, trains, and manages department management and staff in the implementation of continuous process improvement methodology, County Policies & Procedures, and best practices
Manages the department human resources, information technology, budget development, asset inventory, procurement, and other central administrative functional areas
Prepares and reviews agreements, requests for proposals, contracts and program documents for review by the Executive Director and District Attorney’s Office, and approval of Commissioners Court
Oversees the preparation of statistical information and program reports, provides assistance program and service information to requesting organizations, and manages the Department’s standard processes repository
Participates in public information workshops, hearings, and community service program issues; may represent the department in such meetings
Assists the Executive Director with research and program design of new constituent initiatives and strategies
Performs related duties as required
Minimum Qualifications:
Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Marketing, Social/ Behavioral Science, Business Administration or a closely related field, and five (5) years direct program and project management experience including five (5) years supervisory experience or an equivalent combination of education and experience
Must possess knowledge of organizational design, staffing and workflow analysis; thorough familiarity with state and federal funding agencies and the statues and regulations that govern them
Extensive knowledge of local government operations; good knowledge of public policy, local and state government, and the legislative process; considerable knowledge of operations and program management; good knowledge of budget preparation and administration; knowledge and ability to lead team efforts with research and initiatives in the development of collaborations with local, state, and national efforts in Bexar County; knowledge of principles and techniques of effective supervision, training and development, and management
Skill in supervising employees; skill in communicating effectively with hostile, abusive or irrational individuals; skill in communicating effectively, both verbally and in writing; skill in organizing and processing financial information
Ability to apply legal guidelines to ensure project compliance; ability to organize and report data; ability to operate personal computer, typewriter and basic office equipment; ability to establish and maintain effective working relationships with co-workers, County employees, outside organizations and the general public
Ability to develop recommendations and present reports; ability to maintain effective working relationships with coworkers, Elected/Appointed Officials, Department/Division Heads, County employees, government agencies, external organizations and the general public
Demonstrates technological intuitiveness
Must have valid driver’s license, motor vehicle liability insurance and personal injury insurance
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
May be required to be on call 24 hours
May be required to work more than 40 hours during the workweek
May be required to work weekends
