Key Responsibilities:

KBR is seeking a seeking a Joint Force Planner to join our team in the Alexandria, VA area. The successful candidate will be responsible for conducting detailed Mission Characterization to support the analysis of complex, joint and multi-domain military operations.
In this role, you will be responsible for developing the mission context by creating robust scenarios and vignettes that define the operational environment, objectives, threats, and conditions influencing mission outcomes. A critical function of this position will be to establish a clear framework for quantitative analysis by defining and assessing a hierarchy of metrics, including Measures of Success (MOSs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs).
Your analysis will produce objective, data-driven insights and analytic justification to inform future technology and capability investment decisions within the Planning, Programming, and Budgeting Execution (PPBE) process and aid in the prioritization and validation of requirements within the Joint Capabilities Integration and Development System (JCIDS) and the newly formed Mission Engineering Integration Activities.
Essential Job Functions:
1. Characterize end-to-end missions by developing detailed mission context, including the creation of operational scenarios and vignettes.
2. Define and analyze the variables that influence mission success, including friendly and adversary forces, operational environments, and rules of engagement.
3. Establish and apply a clear hierarchy of mission measures and metrics (MOS, MOE, MOP) to quantify and assess mission outcomes and support trade-space analysis.
4. Analyze baseline and alternative mission approaches to identify capability gaps, evaluate potential solutions, and assess the integration of new technologies and concepts.
5. Provide data-driven recommendations to inform government/contractor teams on the efficacy of legacy and new systems applied to evolving joint mission objectives.
 
   

Work Environment:

  • Location: On-site, Mark Center, Alexandria

  • Travel Requirements: Minimal 0-20% to NCR region

  • Working Hours: Standard

Qualifications:

Required:

  • TS/SCI Clearance is required

  • Seven years of experience in operations research with a focus on mission engineering, systems engineering, or operational analysis.

  • Five years of experience with mission planning and analysis, to include the development or evaluation of mission threads, operational plans (OPLANs), or concepts of operations (CONOPS).

  • Three years of experience collaborating with diverse teams, including engineering and operational planners, to accomplish complex tasks. This includes interactions with the Joint Staff, Combatant Commands, Military Services, or the Office of the Secretary of Defens

Desired:

  • Demonstrable operational experience and in-depth understanding in one or more of the following domains: Air Operations, Electronic Warfare (EW), Space Operations, or Maritime Operations.

  • Joint/Service Staff Experience: 3+ years of experience within a Joint or Service planning staff (e.g., Joint Staff J5/J8, CCMD J5/J3, Service MAJCOM/HQ A5/N5).

  • - Strategic Writing: 3+ years of experience in strategic writing, including the development of Concept of Operations or Concept of Employment for joint operations.

  • Clearance/Access: SAP experience is preferred, but not required.

  • Experience with Model Based Systems Engineering or Modeling and Simulation

  • JSCP and/or GFMAP build experience.

  • Experience as a Combatant Command or Joint Staff J5 or J3 Contingency or Campaign Planner.

  • Experience in a leadership role, including OPT Lead or Battle Rhythm Event Lead, in Major Staff Exercises.

  • Graduate of an Advanced Warfare Planning School

  • Graduate of SAMS, SAW, JAWS, MAWS, or SAAS.

Scheduled Weekly Hours:

40hrs

Basic Compensation:

The offered rate will be based on the selected candidate’s knowledge, skills, abilities and/or experience and in consideration of internal parity.

For Virginia, the compensation will be $166,000K-$170,000K.

Additional Compensation:

KBR may offer bonuses, commissions, or other forms of compensation to certain job titles or levels, per internal policy or contractual designation. Additional compensation may be in the form of sign on bonus, relocation benefits, short term incentives, long term incentives, or discretionary payments for exceptional performance.
