There is one opening for a GIS As-Built Technician with the City of Kennewick’s Public Works Division. Join our team and support the development and maintenance of the City’s Geographic Information System (GIS). This role plays an important part in ensuring accurate data, mapping, and analysis to support City operations and public needs.

CLASSIFICATION SUMMARY
Under the direction of the Engineering Services Manager, performs routine technically oriented services in the development, maintenance, and updating of the City’s Enterprise Geographic Information System (GIS) database in support of all City departments, staff, and public needs, mainly through the collecting and processing of survey data.
Following the developed standards and maintenance processes for the GIS database, performs routine updates to layers and a variety of routine technical tasks relative to assigned areas of responsibility, including applications, programs, creation of as-built drawings, and interpretation of client/user requirements in the production of GIS maps, data, analysis, and reports.
WORK SCHEDULE
The initial work schedule for this classification will be full-time, Monday through Friday.
- Early mornings, evenings, and weekend work may be occasionally required
- Overtime may be occasionally required
This classification is non-exempt under the FLSA.
The following list reflects the essential job duties and responsibilities of this classification, but should not be considered all-inclusive. The incumbent will be expected to perform other related duties as assigned.
- Responsible for the update and maintenance of the City’s GIS facility information, data, and Enterprise GIS Database layers from in-house and outside developed plans, as-builts, and drawing files, following the established processes, procedures, and requirements to support GIS applications to meet the needs of the various City departments.
- Maintains the public facilities data through the preparation of Public Works project, as-built, field survey, field personnel, and plan designs data in accordance to defined procedures and standards.
- Maintains construction record archives, assigns project drawing numbers, stores record drawings in the vault, and tracks projects from inception to completion following established standards and processes.
- Evaluates current and future data needs and makes recommendations for GIS development.
- Researches and interprets construction plans, survey data, plats, as-builts, photographs, maps, legal descriptions, City rights of way, property titles, existing street designs, underground utility locations and other relevant data to verify facility and land parcel plat information.
- Identifies and resolves GIS public facility data discrepancies.
- Provides support for Maintenance and Operations personnel for database access and use and generation of field maps and data.
- Responsible for maintaining the data standards and documentation for the Enterprise GIS Database.
- Develops and maintains data dictionary.
- Prepares written reports and maintain records of completed assignments.
- Uses various software products in the performance of assignments and job duties.
- Uses and maintains various print device products and hardware in the performance of assignments and job duties.
- Prepares displays and exhibits for meetings and events; designs and produces high end cartographic products using various software applications to create the appropriate information delivery and effect.
- Reviews and updates map products; assists outside agencies by providing updated maps and GIS datasets as requested.
- Performs fieldwork including collecting facility locations using GPS equipment, facility attribute data using field wireless devices in performance of GIS Database data maintenance duties.
- Performs other related duties, similar in nature or level, as assigned.
- Associate's degree in Geographic Information Science (GIS), Planning, Geography, Surveying, Engineering, Computer Science or a related field; or an equivalent combination of education and experience (relevant experience may substitute for education at the ratio of two years of experience for one year of education).
- Two or more years of previous experience in drafting including computer aided drafting, reading and interpreting surveys, legal descriptions, cartography, engineering documents, construction plans, and aerial or orthophotography, and plans reading and review; or any combination of relevant education and experience sufficient to demonstrate the knowledge, skills and abilities to perform the duties listed above.
- Must possess and maintain a valid State of Washington driver's license.
- Must pass a criminal background investigation.
- Must maintain a level of mental and physical fitness required to perform the essential functions of this classification.
Knowledge, Skills and Abilities:
To perform the essential functions of the classification, incumbents must be able to demonstrate the following knowledge, skills and abilities:
- Knowledge of land surveying, engineering, GPS, and cartographic mathematics and principals.
- Knowledge of Autodesk AutoCAD and Map 3D software packages.
- Knowledge of Esri software.
- Working knowledge of ArcGIS Pro is preferred.
- Knowledge of map projections, coordinate systems and datum’s, and fundamentals of geometry.
- Must maintain regular attendance and punctuality.
Physical Requirements:
To perform the essential functions of the classification, incumbents must be able to meet the following physical requirements: must regularly talk, hear/listen, see/observe, sit, stand and walk; must regularly demonstrate fine motor skills; must occasionally exert up to 10 pounds of force.
