Job Summary:

The Technical Training Specialist II is responsible for defining, designing, implementing, and evaluating comprehensive training programs within high-consequence facilities, specifically under Department of Energy (DOE) and prime contractor safety requirements. This role ensures that facility personnel are fully trained and qualified in safety protocols, systems, and specialized field procedures. Operating within a Systematic Approach to Training (SAT) framework, the specialist delivers technical instruction, conducts program assessments, and serves as a technical expert for critical safety disciplines, including Hazwoper, Confined Space Entry, and Self-Contained Breathing Apparatus (SCBA) operations.
 

Roles & Responsibilities

1. Training Program Design & Development

• Apply SAT Methodology: Define, design, develop, and implement technical training programs in accordance with the Systematic Approach to Training (SAT) process.
• Curriculum Design: Develop instructional materials, lesson plans, and assessment tools for diverse disciplines, including safety, engineering, construction, project controls, and emergency services.
• Regulatory Alignment: Ensure all training modules align with DOE directives, OSHA, DOT, and state/federal regulatory guidelines.

2. Instruction & Field Evaluation

• Technical Instruction: Deliver high-quality technical classroom and field training to all levels of the organization.
• Specialized Safety Training: Serve as a subject matter expert and qualified instructor for specialized safety courses, including Hazwoper, Hazmat response, Confined Space entry, and SCBA use.
• Job Performance Measures (JPMs): Conduct objective student evaluations and hands-on testing using standardized JPMs to verify operational competency.
• Inter-Agency Training: Coordinate and deliver cross-organizational and multi-agency training programs to support regional preparedness and partnership programs.

3. Compliance, Assessment & Quality Assurance

• Program Assessments: Conduct comprehensive, periodic training program assessments to identify gaps, verify compliance, and implement corrective actions.
• Readiness Review Support: Serve as the organizational point of contact and subject matter expert for site-wide operational readiness reviews (ORRs) and safety assessments.
• Audit Representation: Interface directly with internal and external auditing and oversight groups, including the Defense Nuclear Facilities Safety Board (DNFSB) and the Department of Energy (DOE).
• Records Management: Maintain accurate, auditable training files, qualifications, and certification rosters to satisfy regulatory and company compliance standards.

4. Specialized Program Support (Optional/Collateral Duties)

• Provide secondary expertise in tactical emergency response, K-9 handling/training administration, or hazardous materials containment operations.
• Support the administration of site or state-level safety, drug recognition, or emergency coordination databases.

 

Requirements and Education:

• High School Diploma or Equivalent paired with extensive, documented technical training and field experience in industrial safety, emergency response, or military/law enforcement training roles.
• Active Professional Certifications:
  • Certified Instructor status (e.g., POST commission, state fire/EMS instructor, or DOE-qualified instructor).
  • Current certifications in Hazwoper/Hazmat Technician level.
  • Confined Space Entry and SCBA Instructor/Technical Expert credentials.
• Training Experience: A minimum of 6–9 years of experience developing and delivering technical training programs, with at least 3 years utilizing the Systematic Approach to Training (SAT) methodology.
• High-Hazard Industry Experience: Proven track record working in Category 1, 2, or 3 nuclear facilities, DOE sites, commercial energy plants, or large-scale industrial manufacturing environments.
• Emergency Response/Safety Background: Active or recent experience as a Firefighter, Hazmat Technician, Law Enforcement Officer, or Emergency Medical Responder.
• Audit and Compliance: Direct experience preparing for, responding to, and interacting with federal and state regulatory auditors (such as DOE, DNFSB, OSHA, and DOT).
• Communication: Exceptional public speaking, technical writing, and interpersonal skills to effectively instruct diverse technical audiences.
• Technical Proficiency: Expert-level knowledge of SCBA operations, hazardous materials response procedures, and industrial safety standards.
• Project and Budget Management: Demonstrated ability to manage training operations, coordinate logistics across multiple facilities, and assist with training-related equipment procurement.
• Analytical Skills: Competence in analyzing training performance data, evaluating toxicology/assessment reports, and conducting incident/deployment reviews.

Security Clearance

• Required: Ability to obtain and maintain a DOE L or Q security clearance (or federal equivalent, e.g., Secret clearance through DHS, DOS, or Department of Treasury) based on background investigation requirements.

 

Preferred Requirements and Education:

• Associate or Bachelor’s Degree in Occupational Health and Safety, Emergency Management, Education, or a related technical discipline.
• Specialized certification in emergency services or law enforcement training management (e.g., Drug Recognition Expert Instructor, Fire Officer, or Lead Tactical Trainer).
