The Pauma Band of Mission Indians is seeking a highly organized and experienced Broadband Project Manager to support the Tribe’s major Fiber-to-the-Home infrastructure initiative.

The Broadband Project Manager will serve as the Tribe’s primary day-to-day project representative and liaison for the approximately 42-mile underground fiber network serving approximately 397 locations throughout Pauma Valley. The project is funded through a California Advanced Services Fund (CASF) Infrastructure Grant and is expected to be delivered over a 24-month period.

This position plays a critical role in ensuring that the Tribe’s priorities, sovereignty, cultural values, community needs, project requirements, and grant obligations are represented throughout all phases of the project.

The successful candidate will coordinate closely with the Tribal Administrator, Tribal Council, EnerTribe, contractors, Tribal departments, cultural resources staff, Casino Pauma, government agencies, community members, and other project stakeholders.

Requirements

Responsibilities include, but are not limited to:

•Serve as the Tribe’s primary day-to-day counterpart to the EnerTribe Project Manager and Contracted Owner’s Representative.

• Attend regular project management, engineering, permitting, and coordination meetings.

• Maintain a centralized and accurate source of project information, decisions,

responsibilities, deadlines, and next steps.

• Review project deliverables and invoices before approval.

• Monitor the master project schedule, milestones, dependencies, activities, and percentage

of completion.

• Hold project partners and contractors accountable for established timelines and

deliverables.

• Monitor project delivery across engineering, permitting, procurement, construction,

commissioning, and optimization.

• Identify project risks, delays, conflicts, and potential barriers and work toward timely

resolution.

• Prepare regular project briefings and updates for the Tribal Administrator and Tribal

Council.

• Obtain Tribal direction and approvals at appropriate project decision points.

• Coordinate Tribal input related to CEQA, NEPA, biological studies, cultural studies,

rights-of-way, construction activities, and permitting.

• Coordinate cultural monitoring requirements with the Cultural Resource Manager for

ground-disturbing surveys and construction.

• Help ensure culturally sensitive areas are appropriately protected.

• Review CPUC progress reports, reimbursement packages, and final reports prior to Tribal

submission.

• Coordinate reimbursement requests and monitor project cash-flow timing.

• Review invoices against the approved Scope of Work and project schedule.

• Maintain organized, complete, and audit-ready project records.

• Coordinate project impacts and service requirements with Tribal departments and Tribal

enterprises, including Casino Pauma.

• Lead or assist with community outreach regarding construction timelines, potential

disruptions, project progress, and future connectivity.

• Work alongside project partners to strengthen long-term internal Tribal project management

capacity.

QUALIFICATIONS

Preferred Education:

Bachelor’s degree in one of the following or a related field:

• Project Management, Business Administration, Telecommunications, Information

Technology, Construction Management, Public Administration, Engineering

An equivalent combination of education and experience may be considered.

Experience:

• Three or more years of project coordination or project management experience.

• Experience supporting construction, infrastructure, or grant-funded projects.

• Experience working with federally or state-funded infrastructure grants such as CASF, NTIA, BIA, USDA, or similar programs, including grant reporting and

reimbursement processes preferred.
