EMPLOYMENT RELATIONSHIP: Just cause subject to probationary period

CURRENT HOURS AND STARTING TIME: Full-time (37.5 hours per week) position. The start time for this position is currently 8:00 a.m.

GENERAL SUMMARY

Under direction, oversees and performs comprehensive finance, accounting, grant, and budget functions for the Sheriff’s Office, including the development, implementation, and review of departmental budgets, County funds, fiscal accounts, and required financial reports. The position provides direction and supervision to accounting and payroll staff to ensure accurate, timely, and compliant payroll processing and related fiscal activities. Responsibilities include analyzing and resolving budgetary and financial issues, reconciling accounts, preparing statements, journals, ledgers, and financial reports, and maintaining accuracy across all fiscal activities. The role manages all Sheriff’s Office grant funding streams, coordinates complex grant reporting requirements, supports annual audits, and prepares required fiscal documentation for internal and external stakeholders. Work involves interpreting financial data, maintaining departmental accounting systems, ensuring adherence to County financial policies and internal controls, and supporting strategic financial planning for the Sheriff’s Office.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES

Leads the development of Sheriff’s Office budgets and monitors budget performance throughout the year.

Provides direction for implementing annual budget compliance, amendments, and regulatory changes.

Analyzes and monitors budget progress, identifying and resolving budgetary issues.

Works with Sheriff’s Office administration on budget planning, grant management, and financial strategy.

Prepares materials for budget meetings and participates in presentations.

Oversees and manages all grant budgets and reporting for all Sheriff’s Office grants; including  reimbursement requests, verifying overtime entries, creating Enterprise Interface Builders (EIB); contacting local police departments to coordinate and handle their requests, compiling financial reports, reconciling   grant fund and cost centers for fiscal year end and annual year end, creating and processing purchase requisitions and invoices.

Downloads parolee detainee report for Michigan Department of Corrections inmates and works with the designated state contact to submit the corresponding monthly invoice.

Completes monthly, quarterly, and annual reports for multiple funding sources.

Processes and completes all required financial reporting, information requests, and documentation related to the county’s annual financial audit and the annual single audit for all grant funds, including maintaining grant workpapers and completing Schedule of Expenditures of Federal Awards (SEFA) questionnaires, compliance documentation and internal control testing.

Creates and posts journal entries relating to deposits as needed.

Reviews and signs vouchers, oversees payroll processing, and monitors increment and evaluation processes.

Updates and maintains departmental salary reports and financial files.

Prepares budget amendments, contract documents, and purchase-related items processed through CivicClerk and/or Smartsheet.

Supervises administrative accounting staff, providing oversight for daily functions, collaboration, workflow, and performance.

Provides guidance and acts as a resource to departmental staff, answering questions and resolving financial issues.

Follows and applies all County Finance Department policies, procedures, and internal control requirements to ensure consistent and compliant financial operations.

Acts as a liaison between the Sheriff’s Office and other Macomb County departments.

Presents financial information to County officials, administrators, external agencies, and community organizations.

Represents the department at local, regional, and state meetings and conferences.

Operates an automobile to perform assigned job functions.

Performs related financial, administrative, and supervisory duties as assigned.

QUALIFICATIONS

Required Education and Experience

  • Bachelor's degree from an accredited college or university in Business Administration, Accounting, Finance or a related field

  • Five (5) years of experience working with budgetary reporting, preparation and general accounting procedures in a government setting

Preferred Education and Experience

  • Master's degree from an accredited college or university in Business Administration, Accounting, Finance or a related field

  • Previous management or supervisory experience

Required Licenses or Certifications

  • Possession of a valid Michigan driver’s license and operable, insured automobile for authorized travel

  • Research federal grant expenditure eligibility and ensure compliance

  • Work independently, meet schedules, and adhere to deadlines with limited supervision
