The HR Compliance Lead safeguards Penbrothers' employees and regulatory standing as the People Team scales. This role owns four focused mandates: administration and compliance of the company's HMO (health insurance) program, visa and immigration compliance for foreign national employees, occupational safety and health (OSH) programs, and business continuity planning (BCP) that keeps these functions running through disruption.
- Administer the company HMO program end-to-end: enrollments, dependent additions, terminations, and endorsements within provider SLAs
- Serve as primary liaison with HMO providers/brokers, resolving claims issues and escalations on employees’ behalf
- Own the annual HMO renewal cycle — utilization review, provider negotiation support, and plan design recommendations
- Ensure HMO enrollment records, deductions, and remittances reconcile accurately with HRIS and payroll
- Own end-to-end visa and Alien Employment Permit (AEP) processing for foreign national employees, coordinating with the Bureau of Immigration and DOLE
- Track visa expiries, renewal timelines, and permit statuses, ensuring zero lapses in legal work authorization
- Maintain accurate, audit-ready immigration documentation and respond to government inquiries or inspections
- Design and administer OSH programs in line with DOLE Occupational Safety and
- Health Standards, including hazard identification and risk assessments
- Oversee the Safety Officer function, clinic operations, and incident reporting, ensuring timely investigation and corrective action on workplace incidents
- Lead OSH committee meetings, safety orientations, and awareness campaigns for both on-site and work-from-home employees
- Own and maintain the HR Business Continuity Plan, including contingency coverage for HMO administration, immigration processing, and OSH response
- Run regular BCP simulations and tabletop exercises with HR Ops and site leads, documenting lessons learned and closing gaps
- Coordinate with Facilities, IT, and client-facing teams to align HR continuity protocols with company-wide disaster recovery plans
- Serve as primary point of contact for internal and external audits touching HMO administration, immigration compliance, OSH, and BCP
- Maintain organized, defensible documentation and evidence trails, and keep related SOPs and manuals current
- Identify emerging regulatory, benefits, or safety risks and proactively recommend mitigation plans to HR Leadership
- Advise HRBPs and HR Operations on HMO, visa, and OSH implications of workforcebactions (new hires, transfers, terminations)
- Provide leadership with regular reporting on HMO utilization, immigration status, and safety metrics
- Support workforce and site changes with accurate risk assessments and compliant documentation
- HMO plan redesign or provider transition projects
- Visa/immigration process automation and tracking tools
- OSH certification and accreditation efforts
- Support cross-functional projects that impact HR risk, benefits, or safety posture
- Support company-wide events and engagement initiatives from an operational standpoint
- Maintain and improve HR knowledge base and internal guides
- Provide guidance to junior HR team members when needed
- At least 4–6 years of experience in HR Compliance, Benefits Administration, Immigration/Visa processing, OSH, or a related HR operations role
- Hands-on experience administering HMO/health benefits programs, including provider coordination and renewal cycles is an advantage
- Experience processing visas, Alien Employment Permits (AEP), or related immigration requirements for foreign national employees
- Working knowledge of DOLE OSH Standards and Philippine labor law as it relates to benefits and immigration compliance
- Certification as a Safety Officer (SO1/SO2 or higher) is an advantage
- High attention to detail with strong organizational and documentation skills
- Excellent communication skills, both written and verbal
- Ability to manage multiple priorities in a fast-paced environment
- Experience leading OSH accreditation, certification, or audit processes
- Prior direct relationship management with HMO providers/brokers or the Bureau of Immigration
- Ability to balance regulatory rigor with a positive, low-friction employee experience
