The Opportunity
CACI is seeking a versatile Senior Software Developer / Solutions Technologist supporting the Enterprise Level Information Technology Expertise (ELITE) contract at United States Africa Command (USAFRICOM) in Stuttgart, Germany. This position requires relocation OCONUS. An active Secret security clearance is required for all applicants.
This hybrid engineering role bridges hands-on software development, systems integration, and business process automation. The ideal candidate is a technical generalist who understands how enterprise systems interconnect via APIs, enjoys prototyping modern AI/automation workflows, and is comfortable engaging directly with mission stakeholders to translate operational needs into working solutions.

PRIMARY RESPONSIBILITIES:
USAFRICOM’s J6 Collaboration team seeks to develop enterprise solutions using state-of-the-art tools, the Microsoft Power Platform suite, and ServiceNow. Responsibilities of this role include:
App & Workflow Development
Build, configure, and maintain enterprise and niche solutions using Microsoft Power Platform (Power Apps, Power Automate, Dataverse) and ServiceNow.
Demonstrate proper data modeling best practices and execute relational data models using Microsoft Dataverse.
Develop Model-Driven Apps using Dataverse and integrate Canvas Apps or Custom Pages with backend services.
Create actionable dashboards, reporting views, and data visualizations using Power BI and ServiceNow.
Systems & API Integration
Design, build, and maintain secure REST API connections, webhooks, and data pipelines connecting on-premises tools, Dataverse, ServiceNow, Maven, and external endpoints.
Develop integrations and custom connectors across DoD enterprise applications and data repositories.
Analyze legacy systems to identify integration points, modernize data flows, and eliminate manual data entry.
Automation & AI Initiatives
Evaluate existing workflows to identify high-impact systems and integration points for automation.
Apply working knowledge of AI models and integrate AI-assisted capabilities into software pipelines.
Work with Copilot Studio, enterprise GenAI platforms, and emerging agentic AI tools to drive innovation and modernization.
Integrate APIs, Model Context Protocol (MCP) servers, and custom logic with existing on-premises systems.
Technical Discovery & Stakeholder Engagement
Interface directly with J6 stakeholders to conduct discovery sessions, capture functional requirements, and map operational workflows.
Translate business objectives into clear, actionable technical specifications.
Collaborate directly with end users to evaluate technical feasibility, demonstrate working prototypes, and incorporate user feedback.
Continuous Improvement & Engineering Standards
Monitor platform adoption, performance metrics, and system reliability to identify opportunities for optimization.
Maintain code quality, CI/CD pipeline configurations, data model integrity, and accurate architectural documentation.
BASIC QUALIFICATIONS
Required:
Currently hold an active adjudicated Secret clearance with the ability to obtain and maintain a TS/SCI (No Waiver).
BA/BS degree and 5+ years of recent specialized experience (or equivalent combination of education and experience).
Experience with software development principles, low-code platforms, and relational data modeling.
Prior experience working within a software development team and using CI/CD pipelines.
Demonstrated understanding of software development using Agile methodologies.
Demonstrated experience with RESTful APIs, JSON, and systems integration concepts.
Ability to document system architectures, data flows, and technical processes.
Excellent communication and stakeholder-facing skills.
DoD 8570/8140 IAT Level II certification (e.g., Security+ CE or equivalent).
Desired:
Experience building and maintaining enterprise-level solutions in Microsoft Power Apps, Power Automate, Dataverse, and Power BI.
Hands-on experience deploying Copilot Studio agents, AI Builder, or custom AI connectors in DoD IL4/IL5 environments.
Relevant Microsoft certifications (e.g., PL-200 Power Platform Functional Consultant, PL-400 Developer, or PL-600 Solution Architect).
Experience with ServiceNow development and integration.
Extensive knowledge of DoD J6 systems, enterprise collaboration tools, and DoD IT security requirements.

The proposed salary range for this position is:
$99,300 - 208,600 USD
