POSITION SUMMARY
This position reports directly to the Engineering Capital Lead and will be responsible for the delivery of key site projects across various Engineering disciplines. The role will also support the Engineering Capital Lead in maintaining compliance with all corporate governance requirements for Capital Expenditure. The position will form part of the Project Engineering Group within the Site Engineering Department. The Project Engineer will also interact to a large extent with our site Capital Project Delivery team..
The role will involve a high level of accountability with responsibility for projects delivery at the Zoetis API Manufacturing site in Co Wicklow. This role will be responsible for ensuring that projects are delivered on schedule and within budget and in accordance with all Zoetis Safety and Quality standards.
POSITION RESPONSIBILITIES
Key objectives of this position include:
Work with Department & Functional Leads to deliver key Capital Engineering projects supporting Maintenance, Facilities, Utilities & Process Plant. Develop Technical User Requirement Specifications and High-Level Scope documentation. Working with external Design Consultancies and Inhouse Engineering SME’s to develop design solutions and translate into delivered projects. Develop scope, cost estimates and project schedules. SME for Change Control Process for Capital Projects Team Co-ordinate & manage external vendors & construction contractors working closely with the site EHS Specialist team. Commissioning & Qualification of newly installed systems working closely with the Site CQV Lead. Update of site Engineering records as part of project delivery. Present and report out on project status to site stakeholders. Development and use of Quality Assurance systems for Engineering & project delivery. Support the execution of Large Capital Projects on behalf of Zoetis system owners including design reviews, walkdowns, documentation review and approvals, system handover and acceptance, updating of site Engineering records. Support the Continuous Improvement of Site Engineering Standards and Procedures. Support Root Cause Investigations and implementation of corrective actions. Support the Senior Project Engineer in development of Cost Reporting tools Drive morning Tier board meetings with the Project Delivery Team Compliance to regulatory and Company quality procedures. Compliance with Environmental, Health and Safety requirements. Ensuring all Zoetis Standards are maintained. Contribute to the overall performance of Zoetis and the achievement of the Company’s strategic objectives.

Quality Systems
System Owner (SO)
System Owners have overall accountability for the site Quality Systems for which they are responsible and in particular for:
• Providing strategic & proactive direction with respect to the System (across the site) in terms of content and execution.
• Providing support, guidance & coaching to Sub System Owners (SSO).
• Ensuring that SSO regularly review sub-systems for their effectiveness, escalating issues where required to site Quality Council (QRC) for action & remediation.
• Owning relevant System issues in the site Compliance Plan.
• Defining resources as needed & communicating resource needs to Site Lead.
• Applying people change control across Sub-Systems within their responsibility.
• Ensuring that SSO have proactive continuous improvement plans for their Sub-Systems.
Sub System Owner (SSO)
Sub-System Owners have overall accountability for the site Quality Sub-Systems for which they are responsible and in particular for:
• Providing strategic & proactive direction with respect to their Sub-System (across the site) in terms of content and execution.
• Regularly reviewing their Sub-System & presenting Sub-System review to Quality Council (QRC) as required. Escalating issues where required to the System Owner (SO) and site QRC for action and remediation.
• Owning relevant Sub-System issues in the site Compliance Plan.
• Defining resources as needed & communicating resource needs to SO.
• Developing & implementing proactive continuous improvement plans for their sub-system.
• In partnership with the SO, ensuring that there are clearly defined expert(s) for each sub-system, acting as a point of contact during inspections.
• Overseeing all documents associated with their sub-system and providing input to the document owners during updates.
• Providing comments on new/revised draft policies and guidelines and completing impact assessments where required.
ORGANIZATIONAL RELATIONSHIPS
Directly reports to the Engineering Capital Lead.
Works alongside a Senior Project Manager
Build strong working relationship with Maintenance Engineering, Utilities Engineering and Automation Engineering Teams as well as the Capital Project Delivery Team
Establish strong association with Site Operations & Quality Departments and External Regulatory & Compliance Bodies.
EDUCATION AND EXPERIENCE
- Primary Degree in Mechanical / Process / Chemical / Electrical Engineering / Quality Engineering and a minimum of 2-3 years post graduate experience
- Project Experience with Process Plant, Utilities, Electrical, Maintenance & Facilities systems and ideally within a highly regulated environment
- Understanding of Project Life Cycle and adherence to stage gate process within
- Experience in Project Cost and Schedule Control
- Commissioning & Qualification of Process & Utility Systems
- Understanding of GMP and the Quality standards required in the Pharmaceutical Manufacturing sector
- Experience working with Change control systems in a GMP environment would be preferential
TECHNICAL SKILLS AND COMPETENCIES REQUIRED

- High performer as illustrated by an ability to instill a sense of pace and urgency into the project, being a self-starter and self-motivated individual who moves fast and decisively in all circumstances.
- Energized by creating better ways of doing things; an ability to track performance against measurable metrics. Introducing incremental improvements to enhance performance.
- Proficient in the use of a range of software support tools e.g MS Excel, MS Powerpoint, MS Project/Oracle Primavera,
- Proficient in the use of Power BI
PHYSICAL POSITION REQUIREMENTS
- Role is based at Rathdrum, Ireland.
- The role is a site based but an ability to work remotely is available on occasion
