Position Overview

SoftDev Incorporated is seeking an experienced Project Manager / Team Leader to support the Florida Department of Health’s Division of Emergency Preparedness and Community Support, Bureau of Emergency Medical Oversight (BEMO).

The Project Manager will provide technical and administrative support for the creation and management of State of Florida contracts, grants, procurement activities, purchasing documentation, and vendor invoices. The position will work closely with BEMO’s Budget Manager, project managers, executive staff, and bureau management to help ensure compliance with applicable state and federal requirements, established timelines, and funding guidelines.

The ideal candidate has direct experience with the Florida Department of Health and extensive knowledge of State of Florida procurement requirements, contracting processes, and related regulatory frameworks.

Essential Duties and Responsibilities

  • Provide technical assistance related to the creation, administration, and management of State of Florida contracts.
  • Prepare initial drafts of statements of work, contract documents, tracking tools, and related materials as directed by the Department.
  • Draft and submit documentation required to support contractual agreements.
  • Revise and resubmit contract and procurement documentation based on Department feedback.
  • Assist Department personnel with coordinating BEMO activities and monitoring established schedules and deadlines.
  • Support the efficient and appropriate use of state and federal funding.
  • Work with the BEMO Budget Manager and executive staff to ensure compliance with State of Florida purchasing guidelines.
  • Assist BEMO project managers and bureau leadership with the management of contracts and grants.
  • Help ensure applicable state and federal grant-management, procurement, and purchasing requirements are followed.
  • Review vendor invoices for accuracy, completeness, allowability, and consistency with applicable contract requirements.
  • Provide feedback on vendor invoices and assist Department personnel with invoice approval and payment processing.
  • Develop and maintain contract, grant, procurement, and deliverable tracking tools.
  • Monitor contract activities, documentation requirements, deadlines, and outstanding actions.
  • Identify and communicate potential compliance issues, documentation deficiencies, schedule risks, and funding concerns.
  • Coordinate effectively with Department managers, project managers, vendors, contractors, and other stakeholders.
  • Maintain complete and accurate records supporting contracts, grants, procurements, purchases, and invoices.
  • Protect confidential and sensitive information in accordance with Florida Department of Health data-security policies and procedures.
  • Perform other project-management and administrative duties as assigned by the Department.

Minimum Qualifications

Candidates must meet all the following requirements:

  • High school diploma or higher.
  • Previous work experience with a state health department.
  • At least one year of experience working with the Florida Department of Health.
  • At least five years of experience working with State of Florida procurement requirements, processes, and related regulatory frameworks.
  • Experience creating, editing, or managing a State of Florida contract.

Required Knowledge, Skills, and Abilities

  • Strong knowledge of State of Florida contracting, procurement, and purchasing processes.
  • Knowledge of state and federal grant-management requirements.
  • Experience drafting statements of work and supporting procurement or contractual documentation.
  • Experience managing contracts, deliverables, deadlines, and compliance requirements.
  • Ability to review vendor invoices and supporting documentation for accuracy and compliance.
  • Ability to interpret and consistently apply policies, procedures, contract requirements, and regulatory guidance.
  • Strong project-management, organizational, and time-management skills.
  • Ability to manage multiple priorities and meet established deadlines.
  • Strong attention to detail and commitment to accurate documentation.
  • Excellent written and verbal communication skills.
  • Ability to collaborate effectively with budget personnel, project managers, executives, vendors, and other stakeholders.
  • Proficiency with Microsoft Office applications and electronic document-management and tracking tools.
  • Ability to handle confidential or sensitive information appropriately.

Preferred Qualifications

  • Experience supporting the Florida Department of Health’s Bureau of Emergency Medical Oversight or a comparable government program.
  • Experience managing contracts or grants funded through both state and federal sources.
  • Experience developing statements of work, invoice-review tools, contract trackers, or procurement documentation.
  • Familiarity with Florida Statutes, administrative requirements, and agency procedures related to procurement and contracting.
  • Experience serving as a project lead, team leader, contract manager, grant manager, or procurement specialist.
  • Experience coordinating activities across budget, program, procurement, and executive-management teams.

Performance Expectations

The selected candidate will be expected to:

  • Complete all assigned tasks and deliverables accurately and within established timeframes.
  • Maintain compliance with Department contracting, procurement, grant-management, purchasing, data-security, and confidentiality requirements.
  • Provide timely, complete, and accurate contract and procurement documentation.
  • Proactively identify risks, deficiencies, delays, and compliance concerns.
  • Maintain effective communication with Department management and other stakeholders.
  • Support the efficient and responsible use of state and federal funds.

Work Environment and Travel

The assigned worksite is in Tallahassee, Florida. Remote work may be permitted only when approved by BEMO management.

Occasional travel may be required. All travel must be approved in advance by the Department Contract Manager and conducted in accordance with applicable State of Florida travel requirements.
