What You'll Do

The Finance and Officer provides support to the Global Health Security Project in implementing activities on the ground and ensures compliance with internal procedures and regulations. The position holder will make sure the project's objectives are met in a professional manner, following financial and accounting principles.

The job is based in Kinshasa with the possibility of traveling to provinces affected by the Ebola virus disease in Democratic Republic of Congo.

 

The Finance Officer will be responsible for ensuring appropriate financial management systems and procedures (Consultants payments, cash management, vendor payments, and other related items) are in place to properly disburse, account, budget and report project funds which are cost effective, timely and have proper internal controls.

 

This position will report to the Finance and HR Specialist.

 

Your primary responsibilities will include but not be limited to:

• Maintains financial security by following internal controls, • Secures financial information by strengthening the confidentiality of financial data and performing database backups, • Prepares payments by checking documentation and requesting disbursements, • Conducts preliminary reviews of expenses and financial transactions to ensure compliance with RTI policies and procedures as well as the conditions of applicable agreements; • Enters transaction details daily into QuickBooks software, making sure the proper billing codes are assigned to each transaction; • Reviews and updates accounts payable, meaning verifying payment of all invoices and ensuring expenses are assigned to the correct codes; • Handle the preparation of monthly financial statements, meaning the monthly balance sheet, the income statement, and the report on budget variances; • Support the design and implementation of financial controls as needed, • Review the completeness and accuracy of advance settlements, help project staff fix any irregularities, and submit the reviewed settlements for supervisor approval, • Assist in the purchasing process (as well as the related administrative tasks), • This position will also cover other tasks related to operations as needed.

What You'll Need

Required Skills and Qualifications:

• Bachelor's Degree in Finance/Accounting or its equivalent, • Have at least 3 years of experience in a similar position, preferably in a CDC-funded project, • Strong organizational skills and attention to detail, • Additional training in Accounting/Finance would be a plus, • Good knowledge of MS Excel and QuickBooks Accounting Software, • Ability to handle multiple tasks while respecting the order of priority, • Excellent written and spoken French, knowledge of English is recommended, • Ability to travel to provinces affected by the Ebola virus disease.
