This role reports directly to the Country Director –Tanzania
Business Development Manager – Tanzania is a senior, entrepreneurial leader responsible for driving the scaling of products and services within the Tanzanian health market. This role goes beyond program management: it is about identifying known and unknown market opportunities, building the commercial and partnership infrastructure to bring health solutions to scale, and generating sustainable revenue and impact.
The role requires a strong strategic business mindset combined with deep knowledge of Tanzania's health system — including public sector dynamics, private sector actors, financing mechanisms, and regulatory environment. The Business Development Manager operates with a high degree of autonomy and is expected to proactively identify and chase opportunities on the ground, challenge conventional thinking, and act as a peer-level strategic counterpart to the Country Director.
The emphasis is on taking proven models and solutions to scale — translating them into commercial realities, securing strategic partnerships, and building sustainable market positions.
Key Responsibilities
Business Development & Market Expansion
- Identify, develop, and close strategic opportunities to bring and services to scale in Tanzania.
- Translate Tanzania's health sector landscape — including UHC roadmap, PPP frameworks, health financing reforms, and private sector dynamics — into actionable business strategies.
- Act as a business development lead — scanning the market, initiating relationships, and converting opportunities into concrete partnerships, contracts, or programs.
- Build and maintain a pipeline of business opportunities across public and private health sector actors, insurers, employers, and impact investors.
- Develop go-to-market strategies for products and services suited to the Tanzanian context.
- Negotiate and structure partnerships, service agreements, and commercial arrangements.
Strategic Program Direction
- Provide senior-level strategic input to the Country Management, acting as a confident and constructive challenger on business development opportunities, priorities, and positioning.
- Represent the company within the business development networks of donors, private sector, and partner organizations.
- Contribute to the business development direction in Tanzania as a trusted, results-oriented organization.
Scaling Programs & Portfolio Delivery
- Oversee the operational delivery of business development initiatives, ensuring they move from concept to scaled implementation efficiently.
- Ensure programs are delivered within scope, budget, and agreed timelines, with clear accountability frameworks.
- Identify bottlenecks to scale and proactively resolve them — whether operational, regulatory, financial, or relational.
- Drive performance management across relevant portfolio programs, using data to inform decisions and course-correct where needed.
Stakeholder & Partnership Engagement
- Cultivate and maintain relationships with stakeholders like private health providers, development finance institutions, and strategic NGO partners in order to identify new business opportunities.
- Position the company as a go-to partner for scaling health market solutions in Tanzania.
- Build coalitions and co-investment opportunities that accelerate scale and reduce dependency on single funding streams.
Funding & Resource Mobilization
- Identify and pursue funding opportunities from bilateral, multilateral, philanthropic, and private sector partners to support scaling initiatives.
- Lead the development of proposals and business cases that are grounded in commercial logic as well as development impact.
- Build company’s financial sustainability in Tanzania through diverse and resilient funding structures.
Requirements
- Minimum 8–10 years of progressive experience in business development, health market development, or commercial roles within the health sector.
- Proven track record of scaling products or services in complex emerging market environments — ideally Tanzania or East Africa.
- Deep understanding of Tanzania's health system, including public sector structures, private sector dynamics, health financing, and regulatory landscape.
- Strong commercial acumen: ability to structure deals, develop business cases, and negotiate at senior levels.
- Demonstrated ability to operate with autonomy and independence — a self-starter who identifies and pursues opportunities without waiting to be directed.
- Experience in fundraising and proposal development, with a track record of securing funding from diverse sources.
