Section Manager, Supplier Quality Oversight

The successful applicant will be comfortable interacting with the Bruce Power executive team and senior leadership and our Suppliers’ senior leadership teams. 

This is a permanent, full-time position which offers a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.  

What will you be responsible for? 

• Contributes to the development and growth of a Nuclear Safety Culture by communicating the Nuclear Safety message, setting the example for nuclear safety and demonstrating this commitment through words and actions. 

• Holds others accountable at all levels of the Bruce Power organization by reinforcing the requirements for safety, quality, business and excellence. 

• Provides support to the Department Manager, Independent Oversight, in managing the Department in accordance with applicable legislation, policies, programs, procedures and agreements. 

• Keeps the Department Manager informed of operational issues related to quality, changes and impact and makes recommendations to effectively meet changing requirements. 

• Identifies and reports concerns and the associated risks to a sufficiently high level of management within Bruce Power, as well as, within Supplier’s Executive Team members, and to the affected internal stakeholders to effect timely and efficient corrective actions. 

• Provide advice and counsel to the work groups and stakeholders with respect to correcting concerns and issues. 

• Provides day to day coordination of the Section. 

• Provides oversight for work group performance, milestones, metrics, production, deliverables, budget, training and development to ensure Section meets business plan requirements. 

• Provides problem solving, corrective actions and troubleshooting expertise. 

• Ensures all Section activities, including that undertaken by contractors, are carried out with full regard to prescribed service levels, site licence requirements, statutory regulations, Company and location directives, procedures and Safety Rules.  

• Manages Section in the areas of staffing, operational deployments, performance management, labour relations and other related matters. 

• Ensures that all personnel in the Section are appropriately trained for the tasks delegated to them and have appropriate qualifications and authorization.  

• Provides work assignments, checking, instruction, advice and guidance to subordinate staff to ensure work quality, quantity and accuracy are maintained.  Deals with routine problems, making recommendations on the need for hiring, promotions, discipline and other personnel matters.  Provides mentoring and participates in the assessment of staff and in the development and implementation of training programs. 

• Assists in the development of Section performance measures.  Monitors, analyzes and assesses performance effectiveness and recommend areas for improvement. 

• Participates in selection of new/replacement staff. 

• Ensures all reporting requirements with respect to Incidents, Station Condition Records, Corrective Action Plans, Action Requests and Work Requests, are effectively completed and processed in a timely manner. 

• Uses field Observation and Coaching as well as other measures of performance monitoring, to coach staff as required to meet standards of work and standards of leadership.

• Ensures management systems are in place to meet all due diligence requirements and are effectively managed on a continuing basis. 

• Provide advice, guidance and instruction to ensure conformance to regulatory, legal, jurisdictional, and technical requirements 

• Advise staff on work problems and provide interpretation of specifications, policies and procedures

• Ensures that all personnel within the Section understand the requirements and expectations for demonstrating the Bruce Power behaviors within their daily work. 

• Perform other duties as required. 

Specific Responsibilities: 

• Leads the Supplier Quality Oversight by performing the standard business management (i.e., plan, implement and control work) and resource management (i.e., human, information, financial and material/services) functions required to achieve assigned key deliverable results in accordance with applicable legislation, policies, programs, procedures and agreements. Identifies risks and raises concerns to upper-level management that may be sensitive and/or confidential in nature in a professional manner. 

• Ensures that the Supplier audits and quality surveillances of vendors/contractors are conducted to verify that they are qualified for their scope of work, comply to their documented quality programs including the nuclear safety, legal, contractual and quality standard requirements. 

• Actively participates in national and international forums and meetings such as COG, NUPIC, CSA Committees, etc. 

• Provides support on focused reviews as requested 

• Provides input and insight to the Corporate Functional Area Managers (CFAM) as part of their oversight role. 

• Interfaces with established oversight entities such as Audit, Assessment, Commercial Audit and quality control functions to accomplish goals. 

• Promotes quality achievement and performance improvement and provide ongoing and consistent function-specific technical guidance 

• Supports the Department Manager, Independent Oversight in the setup and maintenance of quality management documentation 

• Upholds Bruce Power standards for Quality Management 

• Supervises staff in carrying out oversight and verification activities. 

• Provides follow-up on corrective actions to ensure implementation.

Knowledge and Skills 

• This knowledge is considered to be normally acquired through the successful completion of a four (4) year university in an appropriate technical field 

• A period of over eight (8) years, up to and including ten (10) years is considered necessary to gain this experience. 

• Experience in supervisory, leadership role 

• Experience in project management, budget management, contract management, problem solving, and conflict resolution 

• Experience in Supplier Quality Management Systems and Supplier Auditing would be considered an asset to this position 

• Experience working with Codes and Standards such as CSA N299, CSA N285, CSA N286, ASME NQA-1, 10CFR50 AppB would be considered an asset to this position 

Education and Experience 

• This knowledge is considered to be normally acquired through the successful completion of a four (4) year university in an appropriate technical field 

• A period of over eight (8) years, up to and including ten (10) years is considered necessary to gain this experience. 

• Experience in supervisory, leadership role 

• Experience in project management, budget management, contract management, problem solving, and conflict resolution 

• Experience in Supplier Quality Management Systems and Supplier Auditing would be considered an asset to this position
