SUMMARY:The Director of Facilities Administration is responsible for the strategic and operational management of the organization's statewide facilities and real estate portfolio. This position leads facilities maintenance, capital planning, construction and renovation projects, workplace services, physical security, fleet administration, and vendor management activities across all organizational locations. Working collaboratively with Executive Leadership and department leaders, the Director develops programs, policies, budgets, and long-term plans that ensure facilities are safe, compliant, cost-effective, operationally efficient, and aligned with the organization's business objectives and member experience standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
As an employee of the organization, this individual is responsible for meaningful collaboration and effective communication across all departments and with the Executive Leadership Team, developing holistic strategies, defining priorities and developing policies, practices and procedures that support Facilities Administration’s strategies and the overall goals of the Credit Union.
- Leads the performance, ongoing management, measurement, and continuous improvement of Facilities Administration functions, regularly reporting on activities, progress, key performance indicators, and organizational impact.
- Leads a team of in-house staff and vendor partners. Responsible for staffing, performance management, coaching, employee development, succession planning, and fostering a culture of accountability, service excellence, and continuous improvement.
- Collaborates with Executive Leadership and departmental leaders to identify facility-related needs and develop solutions that support organizational objectives, member service delivery, and employee experience.
- Develops, implements, and maintains departmental policies, standards, operating procedures, and performance metrics to ensure consistency across all organizational facilities.
- Responsible for the strategic and operational management of the organization's owned and leased real estate portfolio, ensuring facilities effectively support business operations, employee needs, and member experience expectations.
- Directs facilities operations across a statewide branch and administrative office network, ensuring consistent standards for maintenance, appearance, operational readiness, safety, and functionality.
- Maintains oversight of all facility leases, property agreements, easements, licenses, permits, and related documentation, coordinating with internal stakeholders and external partners as necessary.
- Evaluates facility utilization, occupancy trends, operational requirements, and organizational growth plans, making recommendations regarding property improvements, renovations, relocations, renewals, expansions, consolidations, and other facility-related decisions.
- Coordinates with landlords, property managers, brokers, consultants, contractors, architects, engineers, and governmental agencies regarding facility and real estate matters affecting organizational operations.
- Develops and maintains facility standards that preserve asset value, support business needs, and ensure consistency throughout the branch and office network.
- Responsible for the Facilities Administration Department operating budget, capital project budgets, forecasting, expense management, and financial reporting.
- Develops and maintains short-term and long-range capital improvement plans for facilities, building systems, infrastructure, physical security systems, furnishings, and related assets.
- Conducts facility condition assessments and asset evaluations to identify maintenance, repair, replacement, and capital investment needs.
- Makes recommendations regarding facility investments and capital expenditures based on operational priorities, asset conditions, regulatory requirements, risk mitigation considerations, and organizational objectives.
- Proactively assesses and communicates facilities, space, and real estate needs to support organizational budgeting and long-term financial planning.
- Creates strategies and oversees all facilities maintenance operations across the organization, establishing policies and standards governing construction, repair, maintenance, and preservation of buildings, grounds, and related infrastructure.
- Establishes preventive maintenance programs, maintenance standards, service level expectations, and vendor performance measures across all organizational locations.
- Ensures all facilities are maintained in accordance with organizational standards, regulatory requirements, safety expectations, and budget objectives.
- Oversees the operation, maintenance, repair, and replacement of building systems including structural components, roads and parking areas, mechanical systems, electrical systems, HVAC, fire-life safety systems, elevators, and other critical infrastructure.
- Leads new construction projects, renovation projects, facility upgrades, and major maintenance initiatives to ensure facilities remain safe, functional, efficient, and aligned with organizational goals.
- Prepares or oversees the preparation of Requests for Proposal (RFPs) and Requests for Qualifications (RFQs) to solicit proposals from consultants, contractors, architects, engineers, and vendors.
- Reviews, evaluates, and recommends vendor and contractor selections while ensuring projects are competitively sourced and financially responsible.
- Oversees the planning, execution, and completion of construction, renovation, and facility improvement projects, ensuring projects are delivered on time, within budget, and in accordance with organizational standards.
- Coordinates project activities among contractors, consultants, vendors, internal business units, and Executive Leadership to ensure successful project outcomes.
- Oversees organization-wide space planning, occupancy planning, and workplace utilization efforts to support current and future business needs.
- Provides oversight and guidance for departmental moves, office reconfigurations, renovations, furniture standards, and workplace improvements at headquarters and branch locations.
- Coordinates work among vendors, project teams, and internal departments to achieve long-term space objectives while effectively managing related costs.
- Oversees furniture specification, procurement, installation, and workplace standards to ensure consistency with organizational branding and operational requirements.
- Partners with department leaders to identify facility and workspace solutions that enhance operational effectiveness, employee experience, and efficient use of organizational resources.
- Develops and manages strategic relationships with facility service providers, contractors, consultants, architects, engineers, security providers, and property management vendors.
- Negotiates, administers, and monitors facilities-related contracts and service agreements to ensure quality service delivery, regulatory compliance, cost control, and achievement of performance expectations.
- Evaluates vendor performance and recommends improvements or alternative sourcing strategies as necessary to support organizational objectives.
- Manages Physical Security operations and works closely with Enterprise Risk Management and Business Continuity/Disaster Recovery teams to implement effective security strategies, policies, procedures, and technologies.
- Ensures physical security systems, access controls, surveillance systems, alarms, and related infrastructure are maintained and functioning appropriately across all organizational locations.
- Supports organizational business continuity and disaster recovery efforts by ensuring facilities and building systems are prepared to support operational resilience and recovery objectives.
- Coordinates facility-related emergency response activities, including severe weather events, utility disruptions, security incidents, and property damage situations.
- Responsible for the safe operation, maintenance, replacement planning, licensing, insurance, and regulatory compliance of the organization's fleet vehicles.
- Develops and maintains asset management practices designed to maximize the useful life, reliability, performance, and value of facilities-related assets.
- Maintains knowledge and understanding of all applicable regulations governing facilities administration, physical security, real estate holdings, building operations, life-safety systems, and branch operations.
- Ensures compliance with building codes, safety regulations, Department of Banking requirements, record retention standards, environmental requirements, and other applicable federal, state, and local regulations.
- Maintains awareness of the Bank Secrecy Act and other federal laws, including but not limited to the USA PATRIOT Act, Office of Foreign Assets Control (OFAC), Anti-Money Laundering (AML), Right to Financial Privacy Act, and the Bank Bribery Act.
- Performs additional duties as assigned.
EDUCATIONAL AND WORK EXPERIENCE REQUIREMENTS:
- Bachelor's degree in Facilities Management, Construction Management, Engineering, Business Administration, or a related field, or an equivalent combination of education and experience.
- 10-15 years of progressive experience in facilities management, construction management, real estate administration, or related disciplines.
- Minimum of 7 years of leadership experience managing staff, vendors, and organizational budgets.
- Experience overseeing facilities operations for a multi-site or geographically dispersed organization.
- Experience managing operating budgets, capital budgets, capital improvement programs, and facility-related financial planning.
- Experience leading construction, renovation, relocation, and facility improvement projects.
- Strong knowledge of building systems, including HVAC, mechanical, electrical, plumbing, fire-life safety, and physical security systems.
- Knowledge of applicable building codes, regulatory requirements, safety standards, and real estate administration practices.
- Demonstrated ability to manage vendor relationships, negotiate contracts, and administer service agreements.
- Strong project management, organizational, analytical, problem-solving, and decision-making skills.
- Excellent leadership, communication, interpersonal, and team-building skills.
- Ability to manage multiple priorities, meet deadlines, and effectively work independently and collaboratively.
- Proficiency with Microsoft Office and facilities, project, and asset management software applications.
- Valid Georgia driver's license and ability to travel to organizational locations as needed.
- Must maintain a professional image and represent the organization with professionalism and integrity.
PREFERRED QUALIFICATIONS:
- Professional certifications such as Certified Facility Manager (CFM), Facility Management Professional (FMP), Project Management Professional (PMP), or similar credentials.
- Experience in financial services, banking, credit union, or other highly regulated industries.
- Experience managing physical security, workplace planning, and real estate portfolios within a multi-location environment.
PHYSICAL REQUIREMENTS:
To perform this job successfully, the employee must be able to perform each essential job duty satisfactorily. All employees must be able to communicate face to face or through technology with or without reasonable accommodation.
