Plumber Supervisor, Grade N24

WHO WE ARE

The Department of General Services, The Division of Facilities Management (DFM) delivers operational and mission critical services 24 hours a day seven days a week on behalf of County residents and Montgomery County Government. DFM manages over 400 County buildings, ensuring they are maintained at the highest level to provide a comfortable environment for employees and the public.

WHO WE ARE LOOKING FOR

This is supervisory level regulatory compliance work to ensure that all plumbing work performed in the Montgomery County government complies with all Federal, State, County, and Washington Suburban Sanitary Commission (WSSC) codes, ordinances, regulations, and practices that govern the installation, maintenance, troubleshooting, repair, and operation of a diverse assortment of plumbing systems, fixtures, and equipment. The incumbent will coordinate work with subordinates, contractor crew leaders, WSSC officials, employees in other County and State units, owners/managers of County business establishments, and County residents to relay results of compliance inspections; coordinate and implement project adjustment plans; report and respond to emergencies; and otherwise exchange non-routine and routine information and answer questions about assigned project areas, plans and projects; provide cost estimates; and respond to complaints.

The supervisor will be responsible for inspecting, coordinating, monitoring, and overseeing the installation, maintenance, troubleshooting and repair of all types of plumbing systems and fixtures, including but not limited to utility supply and disposal systems; sewage, water, gas, and oil lines; compressed air, vacuum, and acid systems; water closets, heaters, hydrants, valves, and pumps; fire and sprinkler systems.  The employee is responsible for ensuring that WSSC, County, State, and Federal regulatory requirements are met, including services being performed by in-house employees and vendors on County-owned and/or leased properties.  

THIS POSITION MAY REQUIRE WORK AFTER NORMAL DUTY HOURS AND WEEKENDS. EMPLOYEE MUST BE AVAILABLE TO WORK ALL HOURS. THIS POSITION IS AN ESSENTIAL POSITION AND IS REQUIRED TO REPORT FOR WORK DURING EMERGENCY SITUATIONS. THE WORK MAY ALSO BE PERFORMED IN INCLEMENT WEATHER CONDITIONS

• Performs inspections of new and existing plumbing equipment in County-owned and leased properties for conformance with WSSC, County, State, and Federal standards. Certifies compliance or non-compliance as inspection results dictate. 

• Will work as the contract administrator for Time & Material plumbing services contracts. Responsible for tracking and sharing updates on Time and Material plumbing services contract, checking PO balance etc., use County work order system and maintain accurate records for funding have basic Microsoft Office skills to perform contract administration tasks.
• As contract administrator the selected individual shall be able to determine and agree as a group with the trade plumbers and FMOS managers when Time and material plumbing service is required.
• Shall be responsible for processing and approving JAF quotes and invoices with county work orders attached and ensure County accounting/contract administration guidelines are followed
• Approves existing installations or recommends further plumbing work based on knowledge of the methods and practices involved in constructing, installing, maintaining, and operating plumbing installations, equipment, and appliances. 
• Reviews plans and workmanship of plumbers to see if the plumbing work complies with governing ordinances and regulations. 
• Prepares time and material estimates for plumbing projects to determine the amount of time and materials needed to complete projects. Tracks budgeted funds. 
• Maintains records (via County work order system or electronic files) of work performed and develops periodic summaries from such records. 
• Responds to after-hours calls and serves in a stand-by capacity for emergencies and special events. This is an essential County position.
• Shall be responsible for supervising county plumbers to coordinate and assign work orders to county plumbers to respond
• Performs related work as required

The incumbent of this position is required to register as Montgomery County’s Master Plumber with WSSC and is responsible for overseeing regulatory requirements on behalf of Montgomery County Government. This Master License is for the sole use of Montgomery County Government in obtaining required permits for the County and this license can not be used for other work that is not County related. 

Education: Graduation from high school or High School Certificate of completion recognized in the State of Maryland

Experience: 

•  Completion of an apprenticeship or trade school program in plumbing and

• Five (5) years’ experience as a journey level plumber, including two (2) years as a lead plumber or trades foreman; or

• Certification as a Master Plumber and one (1) year of experience as a lead plumber or trades foreman in private industry or other government organization. 

Substitution: A combination of technical education and experience equivalent to four (4) years of verifiable experience in the plumbing trade that demonstrates the knowledge and skills required to perform at a journey level may be substituted for completion of an apprentice program.

Equivalency: An equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Licenses, Registrations, Certifications, or Special Requirements: 

Possession and maintenance at all times of:

• A valid Class "C" (or equivalent) driver's license from the applicant's state of residence. 

• Master Level Plumber's, Gas Fitter's and Sewer Cleaner's license issued by the Washington Suburban Sanitary Commission (WSSC). This Master License is for the sole use of Montgomery County Government in obtaining required permits for the County. This license cannot be used for other work that is not County-related. 

• WSSC certification to install and maintain backflow prevention devices when required for job-related duties. 

Note: There will be no substitutions for this section.

• Experience administering Time & Material service contracts, particularly in a facilities or maintenance environment. 

• Experience reviewing, processing, and approving vendor quotes and invoices. 

• Compliance with organizational requirements

• Experience supervising staff 

•  Experience using Microsoft Office applications such as Word, Excel, Outlook, and Teams.
