Description

ACLC, LLC is seeking a meticulous and highly qualified Civilian Payroll Specialist to provide professional financial and human resources data management support to the U.S. Army Central (USARCENT) Civilian Personnel Division (CPD) and G-1/G-8 staff. The successful candidate will manage, validate, and audit payroll operations for Department of the Army (DA) civilian employees assigned to USARCENT Headquarters, ensuring complete compliance with federal regulations, Defense Finance and Accounting Service (DFAS) policies, and DoD guidelines.

This is a full-time, on-site position, which requires a SECRET clearance. (Top Secret preferred)

This position is contingent upon contract award.

Essential Duties and Responsibilities:

 

  • Payroll Processing & Validation: Oversee the collection, review, verification, and automated processing of biweekly time and attendance data for all appropriated fund (APF) civilian personnel supporting USARCENT HQ.
  • System Operations: Utilize the Defense Civilian Payroll System (DCPS) and the General Fund Enterprise Business System (GFEBS) to execute daily labor time-tracking and accurate account string entries.
  • Personnel Action Coordination: Review incoming personnel actions (SF-50s) to reconcile and update employee payroll records, including step increases, pay retention, deductions, benefits enrollments, and locality pay adjustments.
  • Audit & Error Resolution: Analyze payroll error reports, master payroll records, and leave audits to resolve discrepancies, compute retroactive back pay, adjust debt collections, and clear system exceptions before submission to DFAS.
  • Customer Support & Advising: Serve as the primary liaison for civilian employees and leadership regarding complex pay inquiries, special incentive pay entitlements, premium pay caps, and tax or retirement contributions.

Required Qualifications:

  • Education: Associate's or Bachelor's degree in Finance, Accounting, Human Resources, Business Administration, or a related field (equivalent direct DoD experience may be substituted).
  • Experience: Minimum of 3–5 years of specialized experience in federal civilian payroll processing or DoD financial management operations.
  • Technical Systems: Hands-on operational experience with the Defense Civilian Payroll System (DCPS), GFEBS labor tracking modules, Automated Time Attendance and Production System (ATAAPS), or equivalent federal HR/payroll enterprise systems.
  • Clearance: Active DoD Secret security clearance is required at the time of application.
  • Skills: Expert knowledge of Office of Personnel Management (OPM) pay tables, Title 5 United States Code (U.S.C.) regulations governing civilian pay, and Defense Transportation/Travel rules as they apply to civilian deployments.
