Position Overview

Our client is seeking an experienced, mission-driven PACE Executive Director to provide strategic leadership and operational oversight for a Program of All-Inclusive Care for the Elderly (PACE). This executive leader will be responsible for ensuring exceptional participant care, regulatory compliance, financial sustainability, operational excellence, and long-term program growth.

The Executive Director serves as the senior leader of the PACE organization and works closely with executive leadership, medical staff, and community partners to deliver high-quality, participant-centered care while maintaining compliance with all federal and state PACE regulations.


Key Responsibilities

Executive Leadership

  • Provide strategic vision and operational leadership for all PACE program functions.

  • Lead, mentor, and develop the multidisciplinary leadership team.

  • Foster a culture of collaboration, accountability, quality, and continuous improvement.

  • Represent the organization with community partners, regulatory agencies, healthcare organizations, and stakeholders.

  • Collaborate with executive leadership and the governing board to achieve organizational goals.

Regulatory Compliance

  • Ensure compliance with all CMS, State Administering Agency (SAA), and PACE regulatory requirements.

  • Oversee implementation and maintenance of the PACE Compliance Program.

  • Lead preparation for CMS and state audits, surveys, and regulatory reviews.

  • Maintain current policies, procedures, and operational standards.

Quality & Clinical Excellence

  • Partner with the Medical Director and interdisciplinary leadership to oversee the Quality Improvement Program.

  • Ensure delivery of safe, effective, participant-centered care.

  • Monitor quality metrics, participant outcomes, and operational performance.

  • Implement initiatives that enhance quality, safety, and participant satisfaction.

Financial & Operational Management

  • Direct overall financial performance and operational efficiency.

  • Develop and manage annual operating budgets.

  • Monitor productivity, resource utilization, and financial sustainability.

  • Ensure responsible stewardship of organizational resources.

Growth & Strategic Planning

  • Develop and execute long-term strategic initiatives.

  • Support enrollment growth and census targets.

  • Lead marketing, outreach, and community engagement initiatives.

  • Identify opportunities for program expansion and service enhancement.

Minimum Qualifications

Required

  • Bachelor's degree in Healthcare Administration, Business Administration, Public Health, Nursing, or a related field.

  • Master's degree is strongly preferred.

  • Minimum 5 years of progressive healthcare leadership experience, preferably within:

    • PACE

    • Managed Care

    • Value-Based Care

    • Senior Care

    • Long-Term Care

  • Demonstrated experience managing:

    • Multi-disciplinary healthcare teams

    • Budgets and financial operations

    • Strategic planning

    • Regulatory compliance

    • Organizational growth

  • Strong understanding of CMS regulations and healthcare compliance.

  • Exceptional leadership, communication, and relationship-building skills.

Preferred

  • Previous executive leadership experience within a PACE organization.

  • Experience working with frail elderly populations.

  • Experience collaborating with governing boards and executive leadership.

  • Bilingual English/Spanish.

Certifications

  • Current Basic Life Support (BLS) certification.

  • Willingness to complete all required PACE training upon hire.
