Manager, Data Engineering & Administration

Under the direction of the Director, Data Services & Advanced Analytics, the Manager, Data Engineering & Administration, will oversee the design, development, optimization, and administration of the organization’s enterprise data architecture. This role is pivotal in building scalable and resilient data pipelines, managing both structured and unstructured data assets, and ensuring seamless data integration across business applications, analytics platforms, and operational systems. Leads initiatives to modernize the data infrastructure, implement best practices in data governance, and create high-performance data environments that support real-time decision-making, advanced analytics, and application interoperability. As a subject matter expert, they will strategically guide the use of data engineering and database technologies to ensure data is accurate, accessible, secure, and aligned with the organization’s business objectives.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1.    Manages and leads the design and implementation of scalable application databases, data pipelines, data models, and integration frameworks to support enterprise applications, analytics platforms, and reporting systems.
2.    Manages and conducts in-depth analysis of data sources and systems to ensure data quality, consistency, and readiness for consumption across business units.
3.    Collaborates with business and technical teams, including Managers, Directors, application owners, and executive leadership, to gather requirements and align data architecture and processes with organizational goals.
4.    Mentors and guides database administrators to ensure best practices are being utilized for data architecture, engineering, administration, and governance.
5.    Manages and facilitates the complex data engineering necessary for actionable insights and recommendations, presenting results to senior leadership and stakeholders to support strategic decision-making.
6.    Manages and maintains technical documentation, including data flow diagrams, architecture models, and proof-of-concept (POC) solutions to support system design and communication.
7.    Facilitates User Acceptance Testing (UAT) for data-driven applications and integrations, ensuring alignment with business requirements and performance standards.
8.    Manages and leads the development and deployment of enterprise wide data platforms and services, driving key initiatives that enhance data accessibility, performance, and reliability.
9.    Performs other duties as assigned to support the efficient operation of the department.

SUPERVISORY RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning reviewing and directing work; evaluating and appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Makes hiring decisions and designs individual development plans with succession planning in mind for all key roles.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

• Bachelor’s Degree in Business Administration, Data Engineering, Computer Science, or a closely related field is required.

• Minimum eight (8) years of hands-on experience in data engineering, data architecture, database administration, and database technologies. This includes designing and implementing data pipelines, managing enterprise data platforms, and supporting analytics and business intelligence solutions required.

• Minimum four (4) years of progressive leadership experience required. Experience directly overseeing / mentoring technical teams such as data engineers and database administrators is preferred.

• Related, relevant, and/or direct experience may be considered in lieu of minimum educational requirements indicated above.

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

• Industry Experience: Experience in the Casino and/or Gaming industry is highly preferred, particularly in managing complex data environments, high-volume transactional systems, and regulatory compliance.

• Leadership & Strategy: Proven experience in managing and mentoring teams of data engineers and database administrators, including resource planning, performance management, and career development. Demonstrated ability to lead strategic data initiatives, align technical solutions with business goals, and drive innovation across enterprise data platforms. Proven ability to lead, mentor, and develop high-performing teams in a fast-paced, enterprise environment required.

• Database & Data Architecture Expertise: Advanced understanding of relational database systems and database administration, including schema design, indexing strategies, backup/recovery, and performance tuning. Hands-on experience with OLTP (Online Transaction Processing) systems for operational efficiency and OLAP (Online Analytical Processing) systems for analytical workloads. Strong foundation in data warehousing concepts, including dimensional modeling, star/snowflake schemas, and enterprise data integration.

• ETL & Data Engineering Tools: Extensive experience with ETL tools and frameworks, including the design and optimization of data pipelines for structured and unstructured data. Ability to build scalable, secure, and high-performing data solutions that support analytics, reporting, and application interoperability.

• Development Methodologies: Advanced experience with Agile software development methodologies, including sprint planning, backlog grooming, and cross-functional collaboration. Understanding of roles and responsibilities within Agile teams and how data engineering supports iterative development cycles.

• Business Process & Data Analysis: Ability to analyze and document complex business processes, translating them into functional data requirements such as data flows, data mappings, and integration specifications. Expertise in defining and documenting Key Performance Indicators (KPIs) and business metrics to support strategic decision-making.

• Confidentiality & Integrity: Demonstrated experience managing sensitive and confidential data with the highest level of discretion and integrity, while ensuring compliance with organizational policies and regulatory standards. Strong understanding of data governance and security practices, including access controls, data protection, and policy enforcement across enterprise systems.

LICENSES, CERTIFICATIONS AND REGISTRATIONS

• At the discretion of the San Manuel Tribal Gaming Commission, you may be required to obtain and maintain a gaming license.

• Information Technology Infrastructure Library (ITIL), Information Technology Service Management (ITSM), Project Management Professional (PMP) and other Information Technology (IT) Certifications preferred.

• No Driving Responsibilities: Role does not require a driver’s license or insurance.

PHYSICAL REQUIREMENTS/ WORKING CONDITIONS – ENVIRONMENT

• Primary work environment is in a climate-controlled office setting.

• Strength sufficient to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects and/or move up to 40 pounds occasionally.

• Sedentary work: involves sitting most of the time. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.

• Physical activities that apply to the essential functions of the position are balancing, stooping, kneeling, crouching, reaching, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.

• Hearing sufficient to hear conversational levels in person, via videoconference and over the telephone.

• Speech sufficient to make oneself heard and understood in person, in front of groups, in meetings, via videoconference and over the telephone.

• Visual acuity that meets the requirements of the position: The worker is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; expansive reading and visual inspection of employees, visitors or facility.

• Mobility sufficient to safely move in an office environment, walk, stoop, bend and kneel, and enter, exit and operate a motor vehicle in the course of travel to promotional events, meetings, conferences, trade shows and San Manuel properties.

• Endurance sufficient to sit, walk and stand for extended periods, and maintain efficiency throughout the entire work shift and during extended work hours.

• The employee may be exposed to fumes or airborne particles including secondhand smoke.
