7+ month contract (168 business days) - possible extension 

REMOTE 5 days - Anywhere in Ontario

Must Have:

  • Depth of knowledge in enterprise architecture domains including business, information, application, technology, and security architecture. Proficiency in architecture frameworks and standards such as TOGAF or Zachman. Ability to design, integrate, and optimize solution architectures with strong technical problem-solving skills
  • Demonstrated experience in delivering complex IT solutions and applications, managing systems integrations, and resolving technical and architectural issues. Proven track record in applying architecture best practices and methodologies
  • OPS Experience

Project Description:

A Solution Architect is required to assist the Land and Resources Cluster to update the Solution Architecture (& other) documentation for the Water Information System Kisters (WISKI) both for the existing application and a new Weather Module being added. Also, to update the Solution Architecture (& other) documentation for the Great Lakes Storm Surge Operating System (GLSSOS) application. The WISKI and GLSSOS applications Portfolio are mission critical applications utilized by the Ministry of Natural Resources (MNR) Surface Water Monitoring Centre as well as the Ministry of Environment, Conservation and Parks.

The new Weather will be used the MNR Aviation, Forest Fire, Emergency Services (AFFES) in replacing the Forecast Production Assistant an application Environment Canada originally developed over 30 years ago, though official support ended more than a decade ago.

Under Ontario's Emergency Management and Civil Protection Act, and through the Lieutenant Governor Order-in-Council (OIC); the Ministry of Natural Resources (MNR) along with the Ministry of Environment, Conservation and Parks (MECP) have responsibilities for water management in Ontario:

  • MNR has lead responsibilities in Ontario to keep people safe from natural resource emergencies;
  • including flood forecasting, drought response and stream level/flow monitoring; and
  • MECP for monitoring groundwater levels and chemistry under the Provincial Groundwater Monitoring Program (PGMN) program.

Both Ministries require an information system to capture, store, manage and make accessible water data to meet their needs.

The Aviation, Forest Fire and Emergency Services (AFFES) Branch provides forest fire management services for the province including fire management policies and strategies, fire prevention and detection, and the basic resources for managing forest fires; aviation flight and maintenance crews and equipment in support of forest fire and natural resources management, and other specialized aviation services, including non-scheduled air transport to all government ministries and agencies; and emergency management in response to forest fires, floods, drought/low water, dam failures, erosion, soil and bedrock instability, crude oil and natural gas exploration, natural gas and hydrocarbon underground storage, and salt solution mining emergencies.

Description:

The Lands and Resources Cluster (LRC) and the Ontario Ministry of Natural Resources require a Senior Solution Architect to update the Enterprise/Solutions Architecture for their Water Information Systems Kisters (WISKI) including the new Weather Module and the Great Lakes Storm Surge Operating System (GLSSOS) Portfolio.

Responsibilities:

  • Providing leadership, guidance and support to the project team and subject matter experts; creates and maintains all models/artifacts/diagrams as it relates to establishing a solution
  • Update, develop and validate all required solution architecture models/artifacts, documents and materials (according to industry best practices, GO-ITS standards and OPS EA guidelines using the appropriate version)
  • Collaborates with cluster staff, project teams, ministry Subject Matter Expert (SME) and other OPS partners/service providers to ensure architecture alignment
  • Develops artifacts leveraging cluster/ministry tools and model repository (e.g. PowerDesigner[CD1] , DevOps)
  • Identify issues and risks to be managed or addressed, and assist the project team or ministry to facilitate mitigation
  • Arrange and facilitate validation sessions
  • Develop/revise solution architecture artifacts according to cluster and corporate guidance
  • Participate in review and information-sharing meetings
  • Support Agile Enterprise Architecture (EA) delivery during the project
  • Develop reference architecture artifacts/models/patterns to enable shared use for future clients
  • Arrange and facilitate Enterprise Architecture (EA) meetings with cluster staff, subject matter experts, and other stakeholders as required
  • Support the process of acquiring cluster and corporate approvals, such as Project Gating, LRC cluster governance processes, and corporate architecture governance points (AGP)
  • Provide status updates to both the project team and the Enterprise Architecture unit
  • Provide transfer of knowledge and project deliverables to identified cluster staff
  • Adhere to all OPS GO-ITS Standards, specifically GO-ITS 200PRS Ontario Public Service Enterprise Architecture Governance Requirements[WM2] and others as required
  • Revise architectures per action and/or conditions arising from LRC's governance body (Project Gating Review Committee) and Corporate EA Governance review bodies as required
  • Utilize, reuse, and incorporate OPS Reference Architectures into the project architectures
  • Ensure alignment with any other related and relevant business materials

Experience and Skill Set Requirements

  • Knowledge and experience with a wide range of methods, techniques and tools for business architecture such as, but not limited to: business functional modeling, service lifecycle modeling, business event modeling, business process mapping, value chain analysis, and other related disciplines
  • 10+ years of experience successfully completing solution architectures in government settings or similar complex, multi-project/multi-client organizations
  • Good understanding of diverse business environments, especially government and compliance/regulatory functions
  • Proven ability to identify and analyze business requirements
  • Knowledge and experience of information technology, providing the ability to integrate and identify IT-enabled opportunities to solve business pressures/needs
  • Excellent communication, facilitation, negotiation, consensus-building, and problem-solving skills
  • Demonstrated commitment and proven ability with effective stakeholder management
  • Experience as a business architect, who has successfully modelled the business at the enterprise and/or core business levels for medium to large organizations
  • Experience as a solution/application architect who has successfully modelled solution requirements, design and components for enterprise-scale COTS solutions, Oracle Siebel preferred
  • Experience in developing enterprise architecture deliverables/artifacts (e.g. models)
  • Knowledge of Zachman Framework, including business / information / application / technology / security architectures
  • Knowledge and understanding of Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards
