Job Description:

The Sector Project Officer - Education and Life Skills supports the Programme Manager to plan, implement, monitor and report LEARN IPF activities across assigned project locations. The role coordinates quality delivery of foundational literacy, numeracy, life skills, child participation and safe, inclusive learning interventions with schools, communities, faith actors and government partners. The officer strengthens partner capacity, safeguarding, accountability, learning and evidence for improved education outcomes for vulnerable children and adolescents.

Key Responsibilities

Project Design, Planning, Implementation of the Integrated Programme Framework (IPF) and Quality Assurance:

• Support needs assessments, community reviews and context analysis to identify education and life skills priorities in line with WVG strategy and the LEARN IPF.
• Prepare annual work plans, detailed implementation plans, budgets and activity schedules for assigned locations for review and approval by the Programme Manager.
• Coordinate day-to-day implementation of approved LEARN IPF activities within budget, timeframe and quality standards.
• Facilitate appropriate project models and approaches, including Unlock Literacy, Learning Roots, IMPACT+, Youth Ready, Safe and Nurturing Schools and remedial/catch-up learning models.
• Strengthen foundational literacy and numeracy through teacher coaching, mentoring, differentiated instruction, learning materials and community reading support.
• Implement life skills, socio-emotional learning, resilience-building, career guidance and adolescent readiness activities for children and youth, especially ages 12-18.
• Integrate child protection, safeguarding and PROTECT standards into all education activities, including safe reporting/referral pathways and do-no-harm approaches.
• Build the capacity of staff, teachers, volunteers, community leaders, faith actors and partners through orientation, refresher training, coaching and technical backstopping.
• Contextualize approved training, teaching and learning materials for teachers, education officials, caregivers, volunteers and adolescent club facilitators.

Sponsorship, Child Participation, Child Protection and Safeguarding:

• Ensure Registered Children, their families and the most vulnerable children are intentionally included in LEARN IPF activities and properly documented in the sponsorship system.
• Support child mapping, monitoring, participation risk assessments, informed consent and timely documentation for sponsorship and programme records.
• Promote safe, meaningful and inclusive child participation through children clubs, child parliaments, IMPACT+ groups, Yes Children Can and Peace Road initiatives.
• Ensure Sponsorship 2.0/3.0 child and community content, photos, videos, reports and other required materials are produced and submitted on time.
• Strengthen community awareness of safeguarding, child rights, reporting mechanisms and do-no-harm practices, working with safeguarding focal points where required.
• Model integrity, accountability, servant leadership and responsible stewardship in all engagements with children, families and partners.

Cross-cutting themes & Integration:

Faith and Development Integration

• Work with churches, faith leaders and faith communities to integrate values-based learning, spiritual nurture and family strengthening into education and life skills programming.
• Mobilize faith leaders to promote education for girls and boys, positive parenting, child protection, inclusion and moral support for children and adolescents.
• Apply approved models such as Empowered World View and Celebrating Families, ensuring activities respect diverse faith perspectives and World Vision's commitment to serve all people in need.

Gender Equality, Disability and Social Inclusion (GEDSI)

• Mainstream GEDSI in planning, implementation, monitoring and learning to increase participation of girls, boys, children with disabilities and socially excluded groups.
• Address barriers to education such as stigma, early marriage, menstrual hygiene challenges, household poverty, disability-related exclusion and harmful social norms.
• Support referrals and partnerships that improve inclusive teaching, assistive support and protection for vulnerable learners.

Environmental Sustainability and Climate Action

• Integrate environmental stewardship and climate resilience across school and community education activities.
• Support schools and communities to promote school gardens, tree planting, waste management, rainwater harvesting, flood mitigation and safe learning environments.
• Engage children and adolescents as environmental stewards and climate advocates through school environmental clubs and Eco-IMPACT+ initiatives.

HEA and Peacebuilding

• •Support disaster risk reduction, emergency preparedness and continuity of learning with communities, schools and partners.
• Promote peacebuilding, social cohesion and conflict-sensitive approaches in schools and community platforms.

Community Engagement, Partnering, Networking, External Engagements & Advocacy:

• Build and maintain strategic relationships with Ghana Education Service, District/Municipal Assemblies, schools, faith actors, traditional leaders, parent groups, youth groups, CSOs and community structures.
• Facilitate community mobilization, partner coordination and joint planning to strengthen ownership and sustainability of education and life skills interventions.
• Support Citizen Voice and Action groups, budget advocacy and social accountability actions for improved education services and inclusive learning environments.
• Represent World Vision in relevant district education forums and coordination platforms as delegated by the Programme Manager.
• Support children, youth and communities to engage constructively with government and service providers to address education service gaps.
• Collaborate with WV sector teams, including WASH, Health, Nutrition, Child Protection, Sponsorship and Faith & Development, to deliver integrated programming.
• Integrate relevant campaign activities, including ENOUGH campaign components, in collaboration with campaign and sector teams.

Design, Monitoring, Evaluation, Accountability, Learnings & Reflection and Knowledge Management:

• Support design, monitoring and evaluation of LEARN IPF interventions in line with WV strategy, donor requirements and internal standards.
• Conduct regular monitoring and joint field visits to assess progress against targets, verify quality and support corrective actions.
• Collect, validate and submit qualitative and quantitative data for approved systems such as Horizon/IMPAQ, mobile data collection tools or other approved WVG platforms.
• Track outputs, learning assessments, child participation, safeguarding actions, referrals and completed education interventions in approved monitoring tools.
• Support baseline, midterm, endline, output monitoring and periodic assessments, ensuring data is disaggregated by sex, age, disability and vulnerability where required.
• Facilitate reflection, learning and adaptive management sessions with education staff, partners and community stakeholders.
• Document lessons learned, good practices, innovations and human-interest stories for internal and external knowledge sharing.
• Prepare and submit high-quality activity, monthly, quarterly, semi-annual and annual reports in line with NO and donor standards.
• Support feedback and accountability mechanisms and implementation of audit, risk and evaluation recommendations.

Resource Acquisition and Management of Grants & PNS:

• Identify education and life skills needs, opportunities, field evidence and learning that can inform concept notes, proposals and donor engagement.
• Contribute field data, implementation insights and technical inputs to concept notes and proposals for resource acquisition.
• Generate impact stories, case studies and evidence of results to support donor visibility and funding opportunities.
• Support quality implementation, compliance and timely reporting of grants and PNS projects in assigned locations.
• Build and maintain relationships with local partners, private sector actors and potential donors as delegated by the Programme Manager.

Procurement, Financial Management, Risk & Compliance:

• Support preparation of procurement plans, activity budgets and procurement requests for education and life skills activities.
• Coordinate with Supply Chain and Finance to ensure timely procurement, delivery and payment for project inputs, services and partner activities.
• Monitor budget execution and expenditure with the Programme Manager, taking corrective action where required.
• Ensure project finances, assets, attendance records, distribution lists and supporting documents are managed in line with WV and donor requirements.
• Identify emerging operational, safeguarding, financial and reputational risks and escalate them promptly.
• Support implementation of audit, risk assessment and compliance recommendations for LEARN IPF activities.

Other responsibilities

• Perform other tasks as required by management.

Knowledge, Skill & Experience

• Bachelor's degree in Education, Development Studies, Social Sciences, Community Development or a related field.
• Training in education planning, pedagogy, foundational literacy and numeracy, life skills, safeguarding, GEDSI or project management is an advantage.
• Minimum of three (3) years of experience implementing or coordinating education, life skills, youth development or community-based projects, preferably in rural or underserved communities.
• Experience in project planning, budgeting, implementation, monitoring, reporting and partner coordination.
• Practical experience supporting literacy, numeracy, adolescent/youth platforms, teacher coaching, community mobilisation or NGO programming.
• Demonstrated facilitation, training, coaching, documentation and stakeholder engagement skills.

• Fluency in written and spoken English is required.

  Ability to communicate in local languages relevant to assigned project locations is an advantage.

Working Environment

• Office-based role with frequent travel to assigned field/project locations, schools and communities to support implementation, training, monitoring and partner engagement.
• ​Ability to travel to rural and hard-to-reach communities and facilitate trainings, meetings, club activities, monitoring visits and community engagements.

Preferred Experience,  Knowledge

• Experience with World Vision models and approaches such as Unlock Literacy, Learning Roots, IMPACT+, Youth Ready, Citizen Voice and Action, Safe and Nurturing Schools, PROTECT, Celebrating Families and Empowered World View.
• Certification or training in project management, such as PMD Pro, PMP or PRINCE2, and experience supporting project budgets and donor reporting.
• Strong knowledge of inclusive education, child participation, safeguarding, GEDSI, social accountability and community mobilization approaches.
• Ability to support development of implementation plans, training materials, monitoring tools, budgets, procurement plans and quality reports.
• Proficiency in Microsoft Office, Outlook 365, Microsoft Teams, Zoom and digital/mobile data collection or reporting platforms.
• Strong interpersonal, communication, facilitation, coaching and networking skills with diverse stakeholders.
• Commitment to World Vision's Christian mission and values, with demonstrated concern for child well-being, inclusion and accountability.
