Environmental Programs Manager

Performs advanced professional, technical, and administrative work in the planning, management, implementation, and oversight of the County’s environmental compliance and watershed protection programs. Responsibilities include management of the Municipal Separate Storm Sewer System (MS4) Program, Neighborhood Stormwater Infrastructure Grant (NSIG) Program, Chesapeake Bay Preservation Act (CBPA) Program, and Wetlands and Sand Dunes Program, as well as oversight of the Floodplain Management Program (NFIP/CRS) and post-construction maintenance requirements associated with the Virginia Erosion and Stormwater Management Program (VESMP). Work involves ensuring compliance with applicable federal, state, and local environmental regulations, developing program policies and procedures, coordinating with regulatory agencies, and supervising technical and administrative staff. Work is performed under the general supervision of the Assistant Director of Development Services.

The hiring range for this position is $96,720.00 to $132,995.20 annually based on experience.
The full salary range for this position is $96,720.00 to $169,270.40 annually to provide opportunity for growth and development.

Program Management and Regulatory Compliance

• Administers and oversees County environmental programs to ensure compliance with applicable federal, state, and local regulations, including Virginia Erosion and Stormwater Management Program (VESMP), Chesapeake Bay Preservation Act, Clean Water Act and MS4 Permit requirements, Federal Emergency Management Agency (FEMA), and  National Flood Insurance Program (NFIP); 
• Coordinates implementation of the County’s MS4 permit requirements, including annual reporting, illicit discharge detection and elimination (IDDE), public education, pollution prevention, and good housekeeping measures;
• Coordinates and manages the County’s compliance with Total Maximum Daily Loads (TMDLs), including the Chesapeake Bay TMDL, Rappahannock River TMDL, and other local TMDL requirements; participates in TMDL development and implementation planning committees;
• Oversees administration of the CBPA Program, including Resource Protection Area (RPA) determinations, buffer impacts, waiver/exception requests, and compliance activities;
• Manages the County’s Floodplain Management Program and Community Rating System (CRS) activities to maintain NFIP compliance and maximize CRS rating benefits;
• Oversees administration of wetlands and environmental permitting activities, including coordination with state and federal resource agencies;
• Leads strategic planning regarding the County’s MS4 program, including capital improvement coordination and project management as required;
• Administers the County’s NSIG program, including coordination with and education of stakeholders.

Policy Development and Technical Guidance

• Assists in the development and implementation of environmental ordinances, policies, and standard operating procedures;
• Serves as the subject matter expert on environmental regulations, providing technical guidance to County officials, staff, and the public.

 Stormwater Facility Oversight

• Oversees inspection, maintenance, rehabilitation, and long-term compliance of post-construction stormwater management facilities;
• Coordinates with property owners, Homeowners Associations (HOAs), developers, contractors, consultants, and County staff regarding stormwater facility deficiencies and corrective actions;
• Reviews maintenance agreements, construction drawings, inspection reports, and related documentation;
• Assists with the development of long-range stormwater infrastructure improvement and watershed management strategies.

 Staff Supervision and Leadership

• Supervises technical, inspection, and administrative personnel engaged in environmental program implementation and compliance activities;
• Assigns and reviews work, establishes priorities, evaluates performance, and provides mentoring and professional development opportunities;
• Promotes a culture of collaboration, accountability, continuous improvement, and customer service consistent with the County’s vision and values;
• Assists in establishing long-range environmental program goals, priorities, and performance measures consistent with County strategic initiatives and regulatory requirements.

 Coordination and Public Engagement

• Serves as a liaison with state and federal regulatory agencies, including Department of Environmental Quality (DEQ), FEMA, Department of Conservation and Recreation (DCR), Virginia Marine Resources Commission (VMRC), and the U.S. Army Corps of Engineers;
• Represents the County at meetings on stormwater and environmental issues including the Virginia Municipal Stormwater Association (VAMSA), George Washington Regional Commission (GWRC), Northern Virginia Regional Commission (NVRC), and other municipal organizations; 
• Provides technical guidance and interpretation of environmental regulations for staff, developers, consultants, elected officials, and the public;
• Assists with citizen inquiries, public meetings, enforcement discussions, and interdepartmental coordination efforts;
• Supports public outreach and education initiatives related to environmental stewardship, floodplain awareness, and stormwater management.

     Administrative Responsibilities

• Assists with budget preparation, grant administration, and procurement activities related to environmental programs;
• Maintains program records, prepares technical reports, develops performance metrics, and ensures documentation required for regulatory audits and permits compliance;
• Reviews plans, studies, and environmental reports for consistency with County ordinances and regulatory requirements.

• Strong knowledge of local, state, and federal stormwater regulations and permits requirements;
• Comprehensive knowledge of federal, state, and local environmental regulations, particularly those related to wetland permitting, Chesapeake Bay Preservation Regulations, erosion and stormwater management, floodplain management, and land use;
• Proficiency in Geographic Information Systems (GIS) for mapping and data analysis;
• Thorough knowledge of stormwater management, water quality, floodplain management, and relevant laws and ordinances;
• Strong understanding of water resources engineering and site development plans as they relate to stormwater and environmental management programs;
• Strong communication and leadership skills, with the ability to engage stakeholders, lead public meetings, and collaborate across departments;
• Strong supervisory and leadership skills, with the ability to manage professional, technical, and clerical staff;
• Ability to use judgment in applying technical policies and procedures;
• Ability to conduct technical investigations and inspections applying environmental sciences and/or engineering practices and procedures;
• Demonstrated ability to enforce codes and regulations with tact and firmness;
• Ability to effectively communicate both verbally and in writing with the public, contractors, developers, and government agencies.

A combination of education and experience equivalent to a bachelor’s degree(s) in environmental science, civil engineering, water resources management, planning, hydrology, or a closely related field, and five (5) years of progressively responsible experience in environmental program management, stormwater regulation, or a related field, including leadership or supervisory responsibilities.

Ability to obtain a Virginia Erosion and Sediment Control Dual Combined Administrator 

Certification within one (1) year of employment.

Preferred Qualifications:

Preference will be given to candidates who possess one or more of the following certifications:

• Certified Floodplain Manager (CFM)
• Virginia Erosion and Sediment Control and Stormwater Management Dual Combined   Administrator Certification
• Program Management Professional (PgMP)
• Chesapeake Bay Landscape Professional (CBLP)
• Professional Wetlands Delineator (PWD) certification in the Commonwealth of Virginia
• Professional Wetland Scientist (PWS) certification in the Commonwealth of Virginia

SPECIAL REQUIREMENTS:

Possession of a valid driver's license issued by the Commonwealth of Virginia.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:

This is light work requiring the exertion of 20 pounds of force occasionally, up to 10 pounds of force

frequently, and a negligible amount of force constantly to move objects. Work requires climbing, stooping, reaching, standing, walking, lifting, grasping, and repetitive motions. Vocal communication

is required for expressing or exchanging ideas by means of the spoken word. Hearing is required to perceive information at normal spoken word levels. Visual acuity is required for depth perception, color perception, peripheral vision, visual inspection involving small defects and/or small parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities. The worker is subject to inside and outside environmental conditions.
